The Bush administration's continuing emphasis on US military deterrence of the PRC on behalf of Taiwan threatens to undermine the posture of 'strategic ambiguity' that the United States has proclaimed since 1979. This article argues for the retention of 'strategic ambiguity' and traces the origins of revisionist sentiment towards this effective conflict avoidance mechanism to reactions within the US foreign policy community to the 1995-96 Taiwan Strait crisis. Case studies of this crisis and its predecessors in 1954-55 and 1958 demonstrate that US military deterrence was not a decisive factor in their resolution. US and PRC initiatives and responses in the 1950s crises introduced the essential elements of 'strategic ambiguity' into the triangular relationship between themselves and Taiwan. In particular, they established a precedent for the United States and the PRC in circumscribing the issue of Taiwan so as to achieve a political accommodation.

This paper investigates the role of industry-specific human capital (ISHC) in determining industry wage structure. The model presented in this paper distinguishes between knowledge labour and physical labour. Knowledge labour is physical labour embodied with ISHC. It is postulated that more ISHC-intensive industries, such as high-tech industries, pay higher wages and the wage premiums increase with workers' experience. The hypothesis is tested using a merged sample of 1997 - 1999 manpower utilization survey data from a newly industrialized economy - Taiwan. The findings show support for the effect of ISHC.

Academia Sinica is the leading research institute in Taiwan founded in 1928. Its Office of Technology Transfer (OTT) was established in 1998. It made great efforts to dramatically turn around the technology transfer activity of Academia Sinica, especially in biotechnology. Academia Sinica has more than 80 cases of experience in biotechnology transfer with companies in Taiwanese industry in the past five years. The purpose of this study is to identify potential success and failure factors for biotechnology transfer in Taiwan. Eight cases were studied through in-depth interview. The results of the analysis were used to design two surveys to further investigate 81 cases (48 successful and 33 failure cases) of biotechnology transfer in Academia Sinica from 1999–2003. The results indicated that 10 of the 14 success factors were cited in more than 40% of the cases as contributing to the success of technology transfer. By contrast, only 5 out of 16 key factors were present in more than 30% of the failure cases.

Taiwan is embarking on a new phase in its approach to building its national innovative capacity, through building the infrastructure for a biotechnology industry. Rather than acting as a “fast follower” of trends developed elsewhere, Taiwan is seeking to evolve the elements of a national innovation system, including upgrading the role of universities in providing fundamental R&D, in providing incubators for new, knowledge-based firms, in developing new funding models, and in establishing new biotech-focused science parks. This paper reviews the progress achieved to date, and the prospects for this new phase in Taiwan’s transition from imitation to innovation

The extent of exposure of residents of Changqing (Guizhou, PR China) to arsenic through coal-burning was investigated. Despite the low coal-arsenic content (56.3 +/- 42.5 mg As kg(-1)) when compared with coals collected at different location and times from the same province, more than 30% of the study subjects have shown symptoms of arsenicosis. Coal, urine, hair, and water samples were collected in mid-September 2001 and analysed for arsenic. The average urinary and hair-arsenic concentrations in the exposed subjects were 71.4 +/- 37.1 mug As g(-1) creatinine (control 41.6 +/- 12.1) and 7.99 +/- 8.16 mg kg(-1), respectively. A positive correlation between the hair and urinary-arsenic concentration (R-2 = 0.601) was found. There was no significant difference between females and males for both urinary and hair-arsenic concentrations. Females were found to have a higher dimethylarsinic acid but lower percentages of inorganic arsenic and monomethylarsonic acid in their urine than males. (C) 2002 Elsevier Science Ireland Ltd. The article presents an introduction to the vol. 11 of the "Journal of Hospitality and Tourism Management." The author feels the need for a platform to publish articles and contemporary research in the areas of hospitality, travel, tourism, leisure and event management. The article presents brief information about some of the articles published in the issue. The first article is by Tim Lockyer entitled "Weekend Accommodation-The Challenge: What are the Guests Looking for?," it reports on the means of improving weekend occupancy in hotels. The second article is by Tim Lockyer and M. Tsai titled "Dimensions of Chinese Culture Values in Relation to the Hotel Dining Experience." In this article the authors examine their dining experience in a 5-star hotel in Taiwan. Another article is "Predicting Job Retention of Hourly Employees in the Lodging Industry," by Ady Milman and Peter Ricci. This article focuses on the data of hourly paid employees working in small or medium sized hotels in the United States.
