This article calls for a widening of the debate about humanitarian intervention to incorporate insights from constructivism, 'Welsh School' Critical Security Studies, and critical approaches to Third World International Relations. After identifying a series of problems with the contemporary debate, which is dominated by the English School, it calls for a broadening of the concept of intervention and suggests a need to rethink the meaning of humanitarianism and terms such as the 'supreme humanitarian emergency'.

This article advances the discussion of the contentious question of links between global inequalities of power and violent responses, focussing on globalisation and non-inclusive forms of governance. Drawing on international political economy, the article criticises the nationstate-centrism in much political discourse, suggesting that both authority and security need to be reconsidered - to account for less plausible national borders and controls. It suggests that human security (including issues of development and equality) ought to replace national security as the primary focus of public policy. It draws attention to the intractability of difference, insisting that the terrorism of 2001 has complex transnational antecedents. Realist approaches to international order have become part of a problem to be overcome through further intellectual debate.

Questions of identity have become increasingly central to the study of foreign policy and security, particularly in constructivist debates. But very few of the resulting insights have been applied to the Korean situation, where discussions about security and inter-Korean relations remain dominated by strategic and geopolitical issues. The main task of this article is to address this shortcoming by examining the experience of North Korean defectors in South Korea and the precedent of German unification. Both of these domains of inquiry reveal that identity differences between North and South persist far beyond the ideological and political structures that created them in the first place. Born out of death, fear, and longing for revenge, these identity patterns lie at the heart of Korea's security dilemmas. Unless taken seriously by scholars and decision makers, the respective tensions between identity and difference will continue to cause major political problems. A growing literature in peace and conflict studies assesses the relationship between women and nonviolence. Numerous national liberation fronts and academic critiques assess how women participate in nonviolent resistance from Tibet and West Papua to Palestine and Eritrea. However, many liberation struggles that include female nonviolent resistance remain undocumented, and this article aims to delve into one case study in particular. The article examines the nonviolent roles adopted by women in the East Timorese liberation struggle, a national liberation movement in which the participation of female combatants was low but nonviolent participation by women in the resistance movement overall was high. However, the consequences for such women was, and remains, shaped by the overarching patriarchal structures of both the Indonesian occupiers and East Timorese society itself Female nonviolent resistance was met with highly violent responses from Indonesian troops, especially in the form of rape and sexual exploitation. Yet, this study also found that women acting under religious auspices faced less violent responses overall. Interviews with East Timorese women are used to reveal some of the sexual dynamics of nonviolent action and reprisal. This material is placed in the context of theoretical work on gender, violence and nonviolence.

Although computer technology is central to the operation of the modern welfare state, there has been little analysis of its role or of the factors shaping the way in which it is used. Using data generated by expert informants from 13 OECD countries, this paper provides an indicative comparison of the aims of computerization in national social security systems over a 15-year period from 1985 to 2000. The paper seeks to identify and explain patterns in the data and outlines and examines four hypotheses. Building on social constructivist accounts of technology, the first three hypotheses attribute variations in the aims of computerization to different welfare state regimes, forms of capitalism, and structures of public administration. The fourth hypothesis, which plays down the importance of social factors, assumes that computerization is adopted as a means of improving operational efficiency and generating expenditure savings. The findings suggest that, in all 13 countries, computerization was adopted in the expectation that it would lead to increased productivity and higher standards of performance, thus providing most support for the fourth hypothesis. However, variations between countries suggest that the sociopolitical values associated with different welfare state regimes have also had some effect in shaping the ways in which computer technology has been used in national social security systems.

The Bush administration's continuing emphasis on US military deterrence of the PRC on behalf of Taiwan threatens to undermine the posture of 'strategic ambiguity' that the United States has proclaimed since 1979. This article argues for the retention of 'strategic ambiguity' and traces the origins of revisionist sentiment towards this effective conflict avoidance mechanism to reactions within the US foreign policy community to the 1995-96 Taiwan Strait crisis. Case studies of this crisis and its predecessors in 1954-55 and 1958 demonstrate that US military deterrence was not a decisive factor in their resolution. US and PRC initiatives and responses in the 1950s crises introduced the essential elements of 'strategic ambiguity' into the triangular relationship between themselves and Taiwan. In particular, they established a precedent for the United States and the PRC in circumscribing the issue of Taiwan so as to achieve a political accommodation.

Notwithstanding the increasingly fragmented organizational relationships within Colombo's urban governance system, the cooperative nature of stakeholder relationships lends a high level of coherence to the overall system. Since 1995, Colombo's solid waste management system has been characterized by the increased role of the private sector, community-based organizations and NGOs. Whilst the increasingly fragmented nature of this system exhibits some deeply ingrained problems, there are also a number of positives associated with the increased role of civil society actors and, in particular, the informal sector. Reforming regulatory frameworks so as to integrate some of the social norms that are integral to the lives of the majority of urban residents will contribute to regulatory frameworks being considerably more enforceable than is currently the case. Such reform requires that institutional and regulatory frameworks need to be flexible enough to adapt to the changing social, political and economic context. In the Colombo case, effective cooperation between public sector and civil society stakeholders illustrates that adaptive institutional arrangements grounded in pragmatism are feasible. The challenge that arises is to translate these institutional arrangements into adaptive regulatory frameworks - something that would require a significant mind shift on the part of planners and urban managers.

In order to be relevant and useful in a fragmented developing country context, community and regional planning needs to shift away from the use of rigid tools to more flexible, adaptive approaches. An international review of planning curricula indicated a widespread consensus with respect to key competencies required of planners. This understanding was used in the development of new teaching programs at three Sri Lankan universities. Complementing the technical core knowledge areas, strong emphases on problem structuring, critical and strategic thinking, and the understanding of the political and institutional contexts appear to be crucial to making the agenda of planning for sustainable development more than a fashionable cliche. In order for these core areas to have relevance in a developing country context, however, planning curricula need to achieve a balance between local priorities and a global perspective.
