Australian foreign and security policy confronts a series of difficult challenges in coping with the emergence of an Islamic extremist threat in Southeast Asia. Australian policy makers are being drawn into unfamiliar linkages with moderate Islam, and into closer cooperation with Indonesia, the most populous Islamic nation in the world, in an attempt to offset Islamic extremists. Further, they must achieve those objectives at a time when important interests are at stake beyond Southeast Asia, when bipartisan agreement about the direction of foreign policy is waning, and when divisions over the appropriate trajectory of Australian security policy are intense. A delicacy almost unprecedented in Australian foreign policy will be required.

To investigate the incidence of non-lethal predation in Southern Hemisphere whales, more than 3400 fluke-identification photographs from resight histories of 1436 east Australian humpback whales were examined for evidence of predatory markings. Photographs were obtained from 1984 to 1996 at various locations along the east coast of Australia, from northern Queensland to southern New South Wales. Photographs were classified in terms of the level and type of scarring. The possible predator and whether the markings appeared fresh were also noted. In all, 17% of identified east Australian humpbacks possessed some form of predatory scarring, 57% of which was minor and 43% major. Almost all predatory scarring was consistent with that inflicted by killer whales. Only three whales demonstrated an increase in the level of predatory scarring after their first sightings. Two incidents of fresh scarring were recorded, and one fatal killer whale attack on a humpback whale calf was directly observed. The overall level of predatory scarring found in this study is comparable to those found in studies for Northern Hemisphere humpback whales. The low incidence of adult whales showing their first sign of predatory scarring after their initial sighting, and the small number possessing recent scarring, support the idea that east Australian humpback whales experience most predatory attacks early in life.

A growing literature in peace and conflict studies assesses the relationship between women and nonviolence. Numerous national liberation fronts and academic critiques assess how women participate in nonviolent resistance from Tibet and West Papua to Palestine and Eritrea. However, many liberation struggles that include female nonviolent resistance remain undocumented, and this article aims to delve into one case study in particular. The article examines the nonviolent roles adopted by women in the East Timorese liberation struggle, a national liberation movement in which the participation of female combatants was low but nonviolent participation by women in the resistance movement overall was high. However, the consequences for such women was, and remains, shaped by the overarching patriarchal structures of both the Indonesian occupiers and East Timorese society itself Female nonviolent resistance was met with highly violent responses from Indonesian troops, especially in the form of rape and sexual exploitation. Yet, this study also found that women acting under religious auspices faced less violent responses overall. Interviews with East Timorese women are used to reveal some of the sexual dynamics of nonviolent action and reprisal. This material is placed in the context of theoretical work on gender, violence and nonviolence.

Background and Purpose - The cause of subarachnoid hemorrhage ( SAH) is poorly understood and there are few large cohort studies of risk factors for SAH. We investigated the risk of SAH mortality and morbidity associated with common cardiovascular risk factors in the Asia-Pacific region and examined whether the strengths of these associations were different in Asian and Australasian ( predominantly white) populations. Methods - Cohort studies were identified from Internet electronic databases, searches of proceedings of meetings, and personal communication. Hazard ratios (HRs) for systolic blood pressure (SBP), current smoking, total serum cholesterol, body mass index (BMI), and alcohol drinking were calculated from Cox models that were stratified by sex and cohort and adjusted for age at risk. Results - Individual participant data from 26 prospective cohort studies ( total number of participants 306 620) that reported incident cases of SAH ( fatal and/or nonfatal) were available for analysis. During the median follow-up period of 8.2 years, a total of 236 incident cases of SAH were observed. Current smoking (HR, 2.4; 95% CI, 1.8 to 3.4) and SBP > 140 mm Hg ( HR, 2.0; 95% CI, 1.5 to 2.7) were significant and independent risk factors for SAH. Attributable risks of SAH associated with current smoking and elevated SBP ( similar to 140 mm Hg) were 29% and 19%, respectively. There were no significant associations between the risk of SAH and cholesterol, BMI, or drinking alcohol. The strength of the associations of the common cardiovascular risk factors with the risk of SAH did not differ much between Asian and Australasian regions. Conclusions - Cigarette smoking and SBP are the most important risk factors for SAH in the Asia-Pacific region.

The acid soils of the uplands of Southeast Asia have resisted intensive agricultural use for centuries. In recent decades, however, due to rapid population growth, escalating market demand for agricultural produce, and govemment policies for land development and settlement, the acid uplands have become the focus of more intensive land-use systems, placing greater demands on farmers and requiring the development and dissemination of improved practices for soil management. In order to develop appropriate soil management technologies and plan effective interventions to facilitate their adoption, it is important to understand the goals and circumstances of farmers in the acid uplands, the range of farming systems they have developed, and the variety of socio-economic factors and trends influencing the evolution of these farming systems. Building on Boserup's model of agrarian change, an evolutionary framework is developed and applied to five case studies: a long-fallow (shifting) cultivation system in Sarawak, Malaysia; a short-fallow system in South Kalimantan, Indonesia; a continuous cropping system in Bukidnon, Philippines; a tree crop (with intercropping) system in Southern Thailand; a livestock grazing system in Daclac, Vietnam. The framework provides a useful tool to interpret and categorise farmers' evolving soil management strategies and to plan more effective soil management research and interventions. Objectives: To describe the tolerability of mefloquine in Australian soldiers for malaria prophylaxis, including a comparison with doxycycline. Design: Open-label, prospective study and cross-sectional questionnaire and interview. Setting and participants: Two contingents of Australian soldiers, each deployed to East Timor for peacekeeping duties over a 6-month period (April 2001-October 2001 and October 2001-May 2002). Outcome measures: Withdrawals during the study; adverse events relating to mefloquine prophylaxis; willingness to use mefloquine again on deployment. Results: Of 1157 soldiers starting on mefloquine, 75 (6.5%) withdrew because of adverse responses to the drug. There were three serious adverse events of a neuropsychiatric nature, possibly relating to mefloquine. Fifty-seven per cent of soldiers using mefloquine prophylaxis reported at least one adverse event, compared with 56% using doxycycline. The most commonly reported adverse effects of both drugs were sleep disturbance, headache, tiredness and nausea. Of the 968 soldiers still taking mefloquine at the end of their deployments, 94% indicated they would use mefloquine again. Of 388 soldiers taking doxycycline prophylaxis who were deployed with the first mefloquine study contingent, 89% indicated they would use doxycycline again. Conclusions: Mefloquine was generally well tolerated by Australian soldiers and should continue to be used for those intolerant of doxycycline.
