A REVIEW OF THE SMALL BUSINESS DEVELOPMENT CENTERS PROGRAM

Members of the General Assembly requested that we conduct an audit of the Small Business Development Centers program. We planned to review the accuracy of the program’s reporting of its effectiveness, expenditures, and structure. The audit objectives were listed as follows: Determine if the SBDC program’s reporting, including the program’s effectiveness, is in compliance with the U.S. Small Business Administration’s guidelines and is accurate and complete ; Determine if the current structure of the SBDC is the most beneficial to the small business clients, provides appropriate oversight to SBDC staff, and allows for necessary sharing of best practices throughout all SBDC offices ; Review a sample of SBDC’s use of funding to ensure that the program is efficiently handling federal, state, and other funds for expenditures, including technology upgrades and training conferences.

South Carolina Environmental Public Health Tracking Program : Putting Tracking to Work for You

Most people have come in contact with sources of carbon monoxide (CO). As a result, potential exposure to CO at harmful levels can pose a serious health risk. The objective of this report was to examine if knowledge of CO sources varied in South Carolina by region of the state. Many unintentional CO poisonings in the home are the result of lack of knowledge about potential sources of CO. Per the current study, the odds of incorrectly responding to household gas appliances being a source of CO were significantly different in adjusted analyses for region, marital status, ethnicity and age.

South Carolina Birth Defects Program

The South Carolina Birth Defects Program began in July 2006 after passage of the SC Birth Defects Act. This law mandates active surveillance of major birth defects identified before birth through age 2. South Carolina monitors over 50 birth defects recommended by the Centers for Disease Control and Prevention and the National Birth Defects Prevention Network. The most common birth defects in South Carolina in 2014 were: 1. Ventricular Septal Defect 2. Down Syndrome 3. Pulmonary Valve Atresia and Stenosis 4. Obstructive Genitourinary Defect.

Review of Program Integrity Operations At Six Managed Care Organizations Delivering Medicaid Services under a Contract with the South Carolina Department of Health & Human Services

The State contracted with six managed care organizations to deliver Medicaid managed care at an annual cost of $2.7 billion, representing 10% of the State’s annual budget, to 750,000 Medicaid beneficiaries in South Carolina. This review’s scope and objectives were: Test the six MCOs’ compliance and effective execution of the SCDHHS’s managed care contract “Section 11 - Program Integrity” focusing on the operational components of pre-payment review and post-payment review. Identify opportunities to improve SCDHHS’s biennial managed care contract, contract monitoring, and MCO compliance and effective execution of the contract.

Birth defects are a leading cause of infant mortality. Additionally, babies born with birth defects who survive infancy have a greater chance of illness and long term disability than babies without birth defects. The causes can involve genetic (such as chromosomal anomalies) or environmental (such as lead exposure during pregnancy) factors, or a combination of these factors. However, in about 70 percent of cases of birth defects, the causes are unknown. The South Carolina Birth Defects Program began in July 2006 after passage of the S.C. Birth Defects Act. The emergency repair activity under the South Carolina Housing Trust Fund program is designed to assist very low‐income homeowners in making needed and necessary repairs to their owner‐occupied homes to eliminate life, health and safety issues to the occupant. This document explains emergency repair activity guidelines, eligibility requirements for properties, rehabilitation construction guidelines and payments.

Improving the Efficiency of the South Carolina Real Estate Commission's License Renewal Process

The goal of this project is to increase the amount of successful real estate license renewals while reducing the disruption caused by manual processing and calls for assistance with renewals and technical issues. The data utilized in this project will demonstrate that the Real Estate Commission renewal process can be improved by utilizing electronic resources such as more detailed website information and repeat e-mail notices, through modifications to the online renewal process to reduce applicant error, and by increasing the visibility of online renewal log-in instructions while decreasing the visibility and use of mail-in applications.
