This review was predicated on a credible complaint alleging substantial health and safety deficiencies in the care of a resident placed in a Community Residential Care Facility (CRCF) in Kershaw County, South Carolina. Initial investigation with subject matter experts, non-profit advocacy groups, and CRCF inspection reports revealed this single incident might be a symptom of systemic health and safety deficiencies throughout DHEC’s CRCF Program, which regulates 471 CRCFs with the approximately 17,000 vulnerable clients, primarily elderly and disabled. This review’s scope and objectives were: Assess the risk of a vulnerable population of elderly and disabled citizens residing in CRCFs living in unsatisfactory health and safety conditions; Evaluate DHEC’s CRCF Program inspection process capabilities to identify and address CRCFs with unsatisfactory health and safety living conditions; Recommend opportunities to improve the CRCF Program.

The report provides information on services and policies that support a safe and secure environment, highlights programs that encourage members of the campus community to seek intervention and assistance for victimization, provides information on the alcohol and drug policies, outlines procedures for handling reports of sexual assault, and identifies campus representatives for reporting crimes and incidents that have impact on the college community. It is also about the College’s safety programs and security procedures and policies. The South Carolina General Assembly created the South Carolina Community Block Grant for Education Pilot Program by Proviso 1.94 in the 2014-15 General Appropriation Act. The intent of the proviso is to encourage public school districts and district entrepreneurial public educators to undertake state-of-the-art initiatives to improve student learning and to share the results with the state’s public education community. Although community partnerships were the focus of the grant, school districts were the lead agencies on the grant were directed by proviso to provide reports, summaries and items for the evaluation component of the grant. Through this proviso, one million dollars was allocated for the block grants with direct allocations to school districts. One hundred percent of the funds were allocated to school districts. No grant award was to exceed $250,000 annually unless the grants committee found that exceptional circumstances warranted exceeding this amount.
