The purpose of the Statement of Investment Objectives and Policies is to establish investment and performance objectives, policies and guidelines, roles, responsibilities, and delegation of authority for the management of assets of the Retirement System. At least annually, the Commission will review the SIOP to determine its continued applicability.

HISPANIC FORUM FINDINGS REPORT : Berkeley, Charleston, and Dorchester

The South Carolina Commission for Minority Affairs hosted a Hispanic Forum for Berkeley, Charleston, and Dorchester counties. The forum served as a tool to obtain valuable information about the challenges faced by the Hispanic community. Discussions provided insight on some of the challenges faced by each topic area. Among commonalities were the need for outreach and information on the availability of resources. Suggestions were made for potential/action solutions.

Capital and Non-Capital Investigator Policies

This gives the rules and guidelines for investigators that agree to adhere to investigator policies and rates established by SCCID. In order to receive payment from SCCID an investigator must be on the list of approved investigators maintained by SCCID and adhere to certain policies and regulations.

Performance Standards for Indigent Defense in Juvenile Cases

Juvenile delinquency proceedings in the South Carolina Family Court are fundamentally different than adult criminal cases. Judges are charged by the South Carolina Code of Laws with acting in the “best interests of the child,” this emphasis on the rehabilitation of the child contrasts with the more punitive model used by the adult criminal justice system. The standards listed in the document aim to provide guidance to appointed counsel in juvenile matters with particular emphasis on the distinctive requirements of the South Carolina juvenile justice system.

Uniform Guidelines for Nomination of a Circuit Public Defender by a Selection Panel

Each Circuit Public Defender Selection Panel is responsible for nominating a person to serve as the Circuit Public Defender for their circuit. This is a list of guidelines to follow in that selection.

Uniform Guidelines for the Selection of Circuit Public Defender Selection Panels

The 2007 Indigent Defense Act provides that each county must elect its representative(s) from the active licensed attorneys who reside within each county to serve on its Circuit Public Defender Selection Panel. The procedures included in this document have been adopted by the Commission on Indigent Defense for the Election of the Circuit Public Defender Selection Panels and the Nomination of Circuit Public Defenders.

State agency resource manual

Many state agencies provide beneficial services for minorities. However, many minorities and some agencies that serve minorities are not aware of these services. This Resource Manual provides a listing of programs and services various state agencies offer. These programs and services include alcohol and substance abuse treatment, victim assistance, financial services, educational services, disabilities and special needs, insurance services, youth programs, business enterprise development, etc.

State of minorities abstract

This document describes by category the plight or well-being of the State's minority population. It is intended to enlighten the members of minority communities, other citizens of South Carolina, public and private agencies, and policy makers regarding the socioeconomic conditions of minorities in the State and factors that contribute to those conditions. The abstract includes a historical perspective of the minority population, beginning with the State's colonial period. Additionally, it includes a section that discusses current and projected changes in the State's minority population and the implications of those changes for minority persons and the State of South Carolina.

This serial gives information about the South Carolina Commission for Minority Affairs, various programs throughout the state, statistics on minorities and upcoming minority events.

Creating Partnerships: Computer Training with Assistive Technology for Senior Adults

Currently, at the SC Commission for the Blind, there is no opportunity for computer training for adults in the Older Blind Program. The Older Blind Program has to look for outside partners to make this service viable again. This project proposes that the OB Program partner with regional senior and recreation centers to establish a community-based training program that is both effective and is of minimal cost to the agency and to the partnering centers.

Administrative Policies and Procedures Manual

The purpose of the Administrative Policies and Procedures Manual is to furnish guidance to all departments, divisions, sections, and offices of the South Carolina Workers’ Compensation Commission in administering policies of the Commission and of the State of South Carolina. These policies and procedures are offered to provide a method of understanding administrative guidelines of the Commission and a structure for consistent application of rules and regulations to all employees. In addition, the contents of this manual are designed to serve as general guidelines for the proper and efficient conduct of administrative procedures.

This brochure describes the 2010 Medical services provider manual, how to order one and how much it costs. The 2010 edition is a complete revision to the fee schedule with new maximum allowable payments based on 2010 CPT® coding. The manual covers services for physicians of all specialties, chiropractors, psychologists, physician assistants, nurse practitioners, clinical social workers and physical therapists. This edition provides more detailed procedure descriptions as well as further clarification of payment policies. It also serves as an excellent reference for price comparisons with other payers.
