Most recent studies of Loyalism in Northern Ireland have focused on the nature and development of Loyalist paramilitaries and their methods, ideology and attitudes to the peace process. This article argues that the nature of Loyalist paramilitarism is primarily masculinist and that there is a perspective that has gone generally unheard from women in Loyalist communities. Using standpoint theory, evidence from interviews with women in Loyalist communities associated with Belfast is analysed and a picture is formed that suggests that there are gendered attitudes towards women who become involved in the conflict through paramilitary organisations and that paramilitaries are not representative of their communities. It is concluded that researchers need to bear in mind the gender dimensions of their work and be aware of who is present and who is absent when research is being carried out.

There has been private sector involvement in the delivery of public services in the Irish State since its foundation. This involvement was formalised in 1998 when Public Private Partnership (PPP) was officially introduced. Ireland is a latecomer to PPP and, prior to the credit crisis, was seen as a ‘rapid follower’ relying primarily on the UK PPP model in the procurement of infrastructure in transport, education, housing/urban regeneration and water/wastewater. PPP activity in Ireland stalled during the credit crisis, and some projects were cancelled, but it has taken off again recently with part of the Infrastructure and Capital Investment Plan 2016 – 2021 to be delivered through PPP showing continuing political commitment to PPP. Ireland’s interest in PPP cannot be explained by economic rationale alone, as PPP was initiated during a period of prosperity. We consider three alternative explanations: voluntary adoption – where the UK model was closely followed; coercive adoption – where PPP policy was forced upon Ireland; and institutional isomorphism – where institutional creation and change was promoted to aid public sector organisations in gaining institutional legitimacy. We find evidence of all three patterns, with coercive adoption becoming more relevant in recent years. Ireland’s rapid uptake of PPP differs from other European countries, mostly because when PPP was introduced in 1998, the Irish State was in an economic position where it could have directly procured necessary infrastructure. This paper therefore asks why PPP was adopted and how this adoption pattern has affected the sustainability of PPP in Ireland. This paper defines PPP; examines the background to the PPP approach adopted in Ireland; outlines the theoretical framework of the paper: transfer theory and institutional theory; discusses the methodology; reports on findings and gives conclusions.

In academic and public discourses on the Zionist-Palestinian conflict prevails still a ‘methodological nationalism’ based on a separatist imagination that overshadows the existence and role of Israeli-Palestinian forms of communality and solidarity. This article analyzes micropolitical practices that cross existing frontiers both within Israel and between occupied Palestinian territories and Israel. Through recent conceptualizations of ‘acts’, I read these ethnographic episodes in their intentional and performative dimension. What is the role of these ‘acts’? What are their effects on both the participants and the wider public? Through two interconnected cases, different functions of acts are explored. The first case relates to encounters between Israelis and Palestinian in the embattled city of Hebron in the occupied Palestinian territories; the second investigates moments of a Gandhi-inspired peace march at the ‘internal’ frontier of the Israeli Negev desert. The ethnographic perspective reveals what lies behind and beneath the acts, going beyond the obvious structures of power of the conflict. Acts function primarily as a valve of catharsis for the participants themselves, both overcoming and reproducing hegemonic discursive elements of the conflict. Paradoxically, acts of solidarity are often crucial in creating public knowledge about the conflict in more sectarian terms.
