Until now, chemicals policy was unable to find a method to establish a sound balance between the benefits and risks of chemical substances. Policy learning within the European Union (EU) resulted in the formulation of an alternative approach to future chemicals policy in some quarters. The Commission's proposal for new chemicals legislation - presented as 'paradigmatic' policy change - led to a highly controversial lobbying debate. This paper deals in particular with the influence of structures, policy networks, multi-level governance and the influence of new modes of governance on chemicals policy-making. It argues that future policy will not represent the paradigmatic change announced by the Commission but only one incremental, cost-effective step towards such a reform. The final proposal is criticised as a neo-liberal interpretation of the Lisbon strategy which includes a dangerous shift in environmental policy making.

The formation of lamellae in soils is not clearly understood. The objectives of this study are to examine the microscopical characteristics of selected well developed lamellae inorder to identify the major processes involved in their formation at the Big Pine Tree Archaeological site on the Savannah River, South Carolina. Well developed lamellae have formed in a fine sandy alluvial soil that is about 11,000 to 12,000 years old. In the field, these lamellae are observed as 1 to 4.2 cm thick horizontal layers having a smooth upper and a wavy, sometimes irregular, lower boundary with adjacent interlamellae horizons. Soil thin sections reveal denser accumulations of brown fine silt and clay coatings in the upper and lower sections of the lamellae. The center of the lamellae has mainly orange highly oriented discontinuous clay coatings bridging quartz grains and some silt accumulations. Although, horizontal layering of denser areas (accumulations of fine silt and clay coatings) is also observed in the middle of the lamellae. The interlamellae horizons are mainly loose quartz grains. Important advances in scholarship on the post-emancipation South have made possible a new synthesis that moves beyond broad generalizations about African American agency to identify both the shared elements in black life across the region and the varying capacity of freedpeople to assert their interests in the face of white hostility. Building on a number of recent studies of Reconstruction this article seeks to demonstrate that the varying capacity of freedpeople in South Carolina to shape and defend the new society that would emerge after the end of slavery was rooted in their relative strength at work and in their communities. In Charleston and its lowcountry rural hinterland, demographic strength combined with deeply-rooted traditions of collective assertion to sustain a remarkably vibrant grassroots movement that persisted beyond the overthrow of Reconstruction. From very early on, by contrast, former slaves dispersed across the rural interior found their freedom severely circumscribed by a bellicose and heavily-armed white paramilitary campaign.

Different economic valuation methodologies can be used to value the non-market benefits of an agri-environmental scheme. In particular, the non-market value can be examined by assessing the public's willingness to pay for the policy outputs as a whole or by modelling the preferences of society for the component attributes of the rural landscape that result from the implementation of the policy. In this article we examine whether the welfare values estimated for an agri-environmental policy are significantly different between an holistic valuation methodology (using contingent valuation) and an attribute-based valuation methodology (choice experiment). It is argued that the valuation methodology chosen should be based on whether or not the overall objective is the valuation of the agri-environment policy package in its entirety or the valuation of each of the policy's distinct environmental outputs.

Medical investigators in South Carolina have been on the "cutting edge" of diabetes research for a number of decades. Despite this fact, our state ranks second in the nation in diabetes prevalence, and diabetes complications are more severe here than anywhere else. It is from the efforts of these investigators that our hope for a brighter future comes. Through a concerted effort toward prevention, improvements in care, and investigation of the pathophysiology of diabetes and its complications, researchers may reduce the substantial burden of diabetes in our state and throughout the world.
