The turn within urban policy to address increasingly complex social, economic and environmental problems has exposed some of the fragility of traditional measurement models and their reliance on the rational paradigm. This article looks at the experiences of the European Union (EU) Programme for Peace and Reconciliation in Northern Ireland and its particular attempt to construct new District Partnerships to deliver area-based regeneration programmes. It highlights the need to combine instrumental and interpretative evaluation methods in an attempt to explain the wider contribution of governance to conflict resolution and participatory practice in local development. It concludes by highlighting the value of conceptual approaches that deal with the politics of evaluation and the distributional effects of policy interventions designed to create new relationships within and between multiple stakeholders.

This paper explores the nature of community capacity-building in the context of local development. It challenges some of the simplistic constructions of community as a distinctive stakeholder with a shared set of values and clear identity. Even in apparently homogeneous place-based communities such as in the Catholic Ardoyne area of North Belfast there are important differences in the way in which local people interact with the organised voluntary sector. The paper concludes by highlighting the need to reach deeper into the concerns of local people, rather than the priorities of statutory funders, as a basis for service provision and local planning.

A 40mcore from Loagan Bunut,Malaysian Borneo, yielded a high-resolution early Holocene (11.3e6.75 ka) sequence of marginal-marine deposits. Palynological analysis showed relatively stable fire-regulated lowland forest through this time, with the local development and regression of mangrove vegetation. A general trend of rising rainfall and thus strengthening North East monsoonal circulation linked to the migration of the mean position of the ICTZ was interrupted by what may be episodes of drier climate and weakening monsoonal activity at 9250-8890, 7900 and 7600-7545 cal. BP. Magnetic susceptibility peaks suggestmarked short-term ENSO-style activity superimposed upon this record. Repeated markers for openand disturbed habitats, plus occasional imported and probably-cultivated taxa, point towards human impact from the earliest Holocene on the wet tropical forest at Loagan Bunut.

We investigated whether infants from 8 ^ 22 weeks of age were sensitive to the illusory contour created by aligned line terminators. Previous reports of illusory-contour detection in infants under 4 months old could be due to infants' preference for the presence of terminators rather than their configuration. We generated preferential-looking stimuli containing sinusoidal lines whose oscillating, abutting terminators give a strong illusory contour in adult perception. Our experiments demonstrated a preference in infants 8 weeks old and above for an oscillating illusory contour compared with a stimulus containing equal terminator density and movement. Control experiments excluded local line density, or attention to alignment in general, as the basis for this result. In the youngest age group (8 ^ 10 weeks) stimulus velocity appears to be critical in determining the visibility of illusory contours, which is consistent with other data on motion processing at this age. We conclude that, by 2 months of age, the infant's visual system contains the nonlinear mechanisms necessary to extract an illusory contour from aligned terminators.
