This paper explores the extent to which latest developments in the Technical and Vocational Education and Training System in South Africa respond to key principles espoused for a developmental, democratic and inclusionary ideal. The White Paper for post school education and training approved by Cabinet in November, 2013 is referred to by the Minister as the “definitive statement of the governments vision for the post school system” and as such represents a crucial strategy document intended to chart the TVET direction to 2030. Using key theoretical constructs from development theory, this paper provides an assessment of the TVET strategy contained is the paper and explores the extent to which it does respond to the agenda defined by the promise. It is argued that the challenges outlined are not yet able to provide the blueprint for a TVET transformative vision. It is concluded that while the development rhetoric contained in the paper is plausible, the creative tinkering of the system is unlikely to lead to the radical revisioning necessary for a truly transformative TVET system. The underlying assumptions regarding purpose, impact and outcome will need to be carefully reconsidered if the system is to be responsive to the promises of the democratic developmental ideal to which the government is committed. Der vorliegende Aufsatz beschäftigt sich mit der Konzeption von Lern-Informationssystemen (LIS) unter besonderer Berücksichtigung der Verknüpfung von systematischem und fallorientiertem Lernen. Lern-Informationssysteme heben sich strukturell und funktional deutlich von den Lern-Managementsystemen (LMS) ab. Während ein LMS die administrativen Funktionalitäten stark betont, sehen die LIS ihren Schwerpunkt in der flexiblen und größtenteils dynamischen Bereitstellung von unterschiedlichen Anwendungsszenarien für den Lernenden. Erreicht wird die Dynamik und Flexibilität durch die Grundkonstrukte des LIS, die so genannten Module. Module enthalten neben dem zu vermittelnden Wissen Vor- und Nachbedingungen als logische Beschreibungen ihrer Inhalte bzw. der Voraussetzung ihrer Anwendbarkeit. Der Aufbau eines LIS wird anhand eines bestehenden und eingesetzten Lernsystems zum Thema der koronaren Herzkrankheit erklärt. Neben einer kurzen Einführung in die Theorie der LIS werden Anwendungsszenarien für systematisches Lernen und die Darstellung von Fällen und deren Verbindung zu Wissenseinheiten dargestellt. Für die Repräsentation der Daten eines Falles wird zurück gegriffen auf das an der Universität Regensburg entwickelte Fall-Schema MedicCaseML.(DIPF/Orig.)

The aim of this paper is to present the models and the strategies of adoption of e-learning in a group of European universities, most of them located in the regions called “the four motors of Europe” (Baden-Württenberg, Catalunya, Lombardy and Rhône-Alpes) and in Switzerland. Our analysis focuses on four dimensions: the rationale behind the introduction of e-learning, the organisation of the activities and, in particular, the existence of a university centre for e-learning, the type of activities, and, finally, the type of public reached by e-learning. The majority of campus universities in our sample introduced e-learning to improve the quality of education of their students and, for the most part, as a support for existing courses. Some of the campus universities went even further insofar as they have introduced some online courses into their curricula. This has led to forms of cooperation where different universities share some of their courses. Finally, a small number of campus universities have included as part of their educational offer full distance degree programs which can be attended also by non residential students. The above cases show that there is no general move from campus universities towards distance education, but rather a more selective behaviour. Thus we conclude that e-learning, although it is undoubtedly spreading in both distance and presence universities, is not yet bringing fundamental changes in the institutions themselves. E-learning is at the moment integrated into the existing organization and educational offer. (DIPF/Orig.)

Transitions processes in higher education are characterized by new learning situations which pose challenges to most students. This chapter explores the heterogeneity of reactions to these challenges from a perspective of regulation processes. The Integrated Model of Learning and Action is used to identity different patterns of motivational regulation amongst students at university by using mixed distribution models. Six subpopulations of motivational regulation could be identified: students with self-determined, pragmatic, strategic, negative, anxious and insecure learning motivation. Findings about these patterns can be used to design didactic measures that will support students’ learning processes.
