EQAVET, the quality assurance tool in vocational and educational training, was developed in response to the need for a supply of a trained workforce for labour market needs. Implementation of EQAVET at national level, however, remains a challenge. The research reported here focused on the implementation of QA processes by VET providers in 4 countries: Malta, Italy, Turkey, and Sweden. Data was collected through a questionnaire with 62 VET providers. Responses showed that there is an overall commitment to quality. There is, however, little knowledge of EQAVET across the countries, with the exception of Malta. None the less, all VET providers have implemented some aspects of EQAVET, even if not always intentionally. The situation is, however, far from EQAVET being fully implemented. Reflections are made on whether the EQAVET model specifically or qualification assurance principles assurances should be promoted across Europe. (DIPF/Orig.)

International research with regard to the intended as well as to the unintended outcomes and effects of high-stakes testing shows that the impact of high-stakes tests has important consequences for the participants involved in the respective educational systems. The purpose of this special issue is to examine the implementation of high-stakes testing in different national school systems and to refer to the effects in view of the concept of Educational Governance. Statewide exit exams are often believed to have a positive impact on school effectiveness and the alignment between instructional practice and state standards because of their mandatory nature and the stakes attached for students and teachers. They may also, however, lead to teaching to the test and to a perceived de-professionalization of the teaching role. While some studies suggest a narrowing of contents and an increase in teacher-centered instruction, little is known about how the impact on instructional practices and teacher cognitions varies between different exam systems. This study compares the strategies teachers use to prepare their students for the exams at the end of upper secondary education in Finland, Ireland, and the Netherlands using a standardized questionnaire survey with responses from 385 teachers. The goal was to develop hypotheses about the relationship between differences in the exam procedures and the stakes attached, and the differences in teacher preparation strategies. The results suggest country-specific variations regarding teacher beliefs as to how much time should be spent on exam preparation; however, there were smaller differences in the strategies applied. Regression analyses indicated that the way in which preparation intensity was associated with the stakes for students and schools, and the attitudes towards the exams themselves varied across the three countries. The different exam systems appeared to affect preparation in markedly different ways, but nevertheless led to the exercise of comparable strategies. (DIPF/Orig.)

"Im Zuge der weiteren Verbreitung der Social Media und der internetbasierten Lehre, gewinnen eLearning Inhalte immer mehr an Bedeutung. In den Kontext von eLearning und internetbasierter Lehre gehören auch Open Educational Resources (OER). OER sind digitale Lern- und Lehrmaterialien, die frei für Lehrende und Studierende zugänglich sind und auch frei verbreitet werden dürfen. [...] Um OER auszutauschen, zu finden, zu beschaffen und sie auf einer breiten Basis zugänglich zu machen, insbesondere auch über Suchmaschinen und dadurch verwenden zu können, werden für die jeweiligen Materialien Metadaten benötigt. [...] Um die Frage nach dem Handlungs- und Forschungsbedarf zum Thema Metadaten für Open Educational Resources zu untersuchen, wird zunächst ein Überblick über die momentan bestehenden nationalen und internationalen Metadatenstandards für eLearning Objekte gegeben. [...] Hieraus ergeben sich Empfehlungen, welche Metadaten-Standards für die weitere Nutzung und Förderung geeignet sein könnten. Es werden außerdem die Möglichkeiten der Erstellung eines neuen Metadaten-Standards sowie eines gemeinsamen Portals für OER erörtert. Hierbei wird vor allem auf die zu erwartenden Probleme und die damit verbundenen Anforderungen eingegangen." (DIPF/Orig.)
