Inklusion erfordert Veränderungen, Umbau und Umdenken auf vielen Ebenen. Ob Teilhabe gelingt, entscheidet sich letztlich im pädagogischen Alltag. So muss in einem inklusiven Bildungssystem auch geklärt werden, was Bildung ausmacht, wenn sie alle Kinder adressiert. Was bedeutet hier Bildung und in welchem Zusammenhang stehen die Konstrukte von Bildung und Behinderung? Wurden doch traditionell die Grenzen des ersten systemwirksam mit der Zuschreibung des zweiten markiert. Das vorliegende Buch thematisiert in historischer Perspektive die sich verändernden Vorstellungen über Bildung, Behinderung(en) und Gerechtigkeit im Bildungssystem sowie die damit verbundenen kontroversen Debatten sowie die häufig uneinheitlichen, teils gegenläufigen Entwicklungen der sogenannten Sonder- und der sogenannten Regelpädagogik. Die Analyse arbeitet die Beiträge integrations- und inklusionspädagogischer Theorien (Reiser, Feuser, Prengel, Wocken, Reich) zu einem gemeinsamen Bildungsverständnis für alle Kinder heraus. Diese Potenziale integrations- und inklusionspädagogischer Theoriebildung werden eingeordnet in bildungstheoretische Dimensionen sowie in die aktuellen Debatten um Inklusion und Bildung als Menschenrecht. Inclusive education became a global promise corroborated by international declarations such as the Salamanca Statement (1994) and the Incheon Declaration (2015). Most countries worldwide have committed to the goal of inclusive education, putting a lot of pressure on so-called developing countries. Against this backdrop the threefold purpose of this book is to: 1. Generate research evidence on the development and implementation of inclusive education in developing countries, 2. Contextualize inclusive education in specific developing countries and contexts, and 3. Reflect on the future of inclusive education in developing countries. (DIPF/Orig.)

The EU represents a transforming educational space, where national and supranational boundaries in educational governance are becoming blurred. The EU has become an important actor in educational governance and an important arena for policy learning and transfer. This paper explores how the process of reshaping the educational space manifests itself in the process of the Europeanization of VET policy in the case of Estonia. In Estonia, this process was followed by the growth of executive VET institutions and has developed from rather uncritical initial policy transfer to more active learning from the EU, although conformism can still be seen in cases of the introduction of standardizing policy tools. The shift from decentralized to centralized A-level examinations (Abitur) was implemented in the German school system as a measure of Educational Governance in the last decade. This reform was mainly introduced with the intention of providing higher comparability of school examinations and student achievement as well as increasing fairness in school examinations. It is not known yet if these ambitious aims and functions of the new centralized examination format have been achieved and if fairer assessment can be guaranteed in terms of providing all students with the same opportunities to pass the examinations by allocating fair tests to different student subpopulations e.g., students of different background or gender. The research presented in this article deals with these questions and focuses on gender differences. It investigates gender-specific fairness of the test items in centralized Abitur examinations as high school exit examinations in Germany. The data are drawn from Abitur examinations in English (as a foreign language). Differential item functioning (DIF) analysis reveals that at least some parts of the examinations indicate gender inequality. (DIPF/Orig.)
