In a global society, all educational sectors need to recognise internationalism as a core, foundational principle. Whilst most educational sectors are taking up that challenge, vocational education and training (VET) is still being pulled towards the national agenda in terms of its structures and systems, and the policies driving it, disadvantaging those who graduate from VET, those who teach in it, and the businesses and countries that connect with it. This paper poses questions about the future of internationalisation in the sector. It examines whether there is a way to create a VET system that meets its primary point of value, to produce skilled workers for the local labour market, while still benefitting those graduates by providing international skills and knowledge, gained from VET institutions that are international in their outlook. The paper examines some of the key barriers created by systems and structures in VET to internationalisation and suggests that the efforts which have been made to address the problem have had limited success. It suggests that only a model which gives freedom to those with a direct vested interest, students, teachers, trainers and employers, to pursue international co-operation and liaison will have the opportunity to succeed. Vocational Education and Training (VET) is offered throughout the world to students of various educational backgrounds and career aspirations in an effort to create a skilled workforce. The structure of VET varies greatly across different fields and countries with high-growth, low-growth, and transitional economies. However, a common critique of many vocational institutions is that they focus on skills training without addressing related business systems. Thus, students may not understand the business strategies related to their field, which stifles job readiness and entrepreneurial potential. To counter this, a more context-driven and integrated entrepreneurial approach is proposed for VET. Benefits, disadvantages, and exemplars of various types of vocational and entrepreneurial programs are evaluated to determine how their strengths might be leveraged. Such integrated entrepreneurial and vocational training would more suitably address context-specific market needs via both practical and transferrable skills, thus helping to reduce unemployment, particularly among youth in sub-Saharan Africa. Die Frage des Neubeginns pädagogischer Wissenschaft in Deutschland wird hier im Blick auf die gesellschaftliche Funktion von Wissenschaft gestellt und am Beispiel einer Teildisziplin, der Berufs- und Wirtschaftspädagogik (BWP), vorläufig beantwortet. Basis dafür sind die Berufsbiographien sowie die Theorie- und Wissensproduktion samt der Diskursform von 23 Hochschullehrern der BWP, dem vermutlich vollständigen Personenkorpus dieser Disziplin und der ersten Generation ihrer Vertreter in Westdeutschland nach 1945. Danach zeichnet sich die BWP durch personale Kontinuität, theoretische Homogenität und diskursive Selbstreferentialität aus und zeigt sich dieser Konstanz nach als ein geschlossener Wissenschaftsprozeß seit 1930 bis 1960. Der war freilich politisch offen; gesellschaftlich gesehen war und verhielt sich die Disziplin funktional. (DIPF/Orig.)

Investments in training measures can only be considered effective if the transfer of the learned contents to practical situations is continuously successful. In this context the scientific and professional discourse regarding the effectiveness of further education, especially regarding training transfer, has intensified considerably. This analysis provides a systematic and comprehensive overview of the current state of international empirical research regarding major influencing factors of learning transfer in the context of formalized further vocational training. Our review of literature differentiates the most important influencing factors on the micro-level of the specific individual characteristics of the participants, the meso-level of measure-specific characteristics of the field of learning, as well as institutional characteristics of the work environment at the macro-level. Decades of transfer research brings forth a wealth of information regarding factors which influence the learning transfer. The current analysis systematizes these results and clarifies that the current state of research regarding the determinants of the process of learning transfer shows clear trends. But there are also some inconsistent findings. Thus the question of which factors positively influence the success of learning transfer is well-studied for the micro-level in particular. The article shows that there is still a research deficit concerning the major determinants of learning transfer at the meso- and macro-level. Finally, in this context this article identifies promising directions for future research. (DIPF/Orig.)

Das Jahrbuch dokumentiert die Beiträge der im September 2015 durchgeführten Tagung der DGfE-Sektion Berufs- und Wirtschaftspädagogik und gibt damit Einblick in Diskussion und aktuellen Stand der Berufsbildungsforschung. In einem ersten Abschnitt widmet sich das Jahrbuch ausgewählten Fragestellungen der Organisation, Bedingungen und Strukturen der beruflichen Bildung, während im zweiten Abschnitt Beiträge zur beruflichen Lehr-Lern- und Unterrichtsforschung im Mittelpunkt stehen. Der Schwerpunkt des dritten Abschnitts liegt auf Fragen der Hochschul- und Lehrerbildungsforschung. Es folgen im vierten Teil zwei Beiträge zur Betrieblichen Aus- und Weiterbildung sowie zum Abschluss ein Überblick über die historische Schulbuchforschung für die berufliche Bildung. (DIPF/paul)
