Diskurse und Auseinandersetzungen mit den Fragen von Demokratie und Bildung und den Inhalten demokratischer Bildung sind in Österreich - so es sie überhaupt gibt - häufig verkürzt. Der Fokus liegt meist auf "Mitbestimmung". Fragen der Gestaltung der demokratischen Grundstrukturen und des demokratischen Grundverständnisses werden vernachlässigt. Das ist wohl u.a. auf die wenig aufgearbeitete autoritäre und faschistische Tradition in den meisten institutionellen Kontexten zurückzuführen. Die vorliegende Ausgabe des Magazin erwachsenenbildung.at fragt, was Demokratie kennzeichnet, wie viel und welche Art von Demokratie wir uns vorstellen können und wie viel Demokratie eine Gesellschaft braucht. Die Themenbeiträge entwickeln verschiedene, kritische, oft feministische Zugänge zum Demokratielernen und werden einerseits thematisch (critical science literacy, economic literacy), andererseits methodisch (Psychodrama, Legislatives Theater) mit direkten praktischen Bezügen ausgeführt. Die praxisorientierten Beiträge beschäftigen sich mit spezifischen Ansätzen (Anti-Bias-Ansatz, kritische Radioberichterstattung) und alten neuen Themen des Demokratielernens (politischer Extremismus, Geschlechterstereotype). Resümierend appellieren die Herausgeber, die institutionelle Einbindung zivilgesellschaftlicher Organisationsformen in die Erwachsenenbildungslandschaft und auch die verkürzten Diskurse um demokratische Bildung in Österreich genauer zu untersuchen. Vor dem Hintergrund der Flüchtlingsthematik illustriert die Autorin als Auftakt, wie sehr sich die Demokratie in westlichen Gesellschaften, die schon immer Frauen ausschloss, dem Abgrund nähert. Bildung, ob sie es will oder nicht, bildet indirekt oder direkt immer auch politisch-soziale Bedingungen und Verhältnisse ab, bildet in diese hinein, kann nicht unpolitisch sein. Demokratie und Politik finden nicht im Menschen statt, sondern entstehen zwischen den Menschen. Wie kann Bildung nun zum Demokratie lernen oder - um es mit Gayatri Chakravorty Spivak auszudrücken - Demokratie verlernen beitragen? Indem sich jede Bildung immer wieder prozessual einer Selbstprüfung aussetzt, um den Anspruch auf "Erziehung" mündiger BürgerInnen nicht durch die eigene Praxis zu verhindern, lautet die Antwort in diesem kritisch-feministischen und essayistischen Beitrag. Zudem brauche es Bildungsorte, wo es möglich ist, ein BürgerInnensein durch Erfahrung und politische Ideengeschichte zu lernen. (DIPF/Orig.)

This article addresses the issue of marketisation in the field of adult education by reflecting on the Europeanisation of education currently taking place through the establishment of European adult education policies. The article argues that Europeanisation fosters marketisation of adult education and commodifies valuable knowledge and desirable forms of neoliberal subjectivity. An analysis of Slovene adult education policies from 2004-2015 reveals how a European economised vocabulary is being implemented in Slovene adult education policies and practices. The main argument of this article is that these practices are shaped through financial mechanisms that marketise the adult education field. This results in new relationships between governing bodies within the field, the unstable and decreasing role of public adult education institutions and the prevailing role of private providers of adult education, who offer training programmes to meet labour market needs. Marketization has changed the education system. If we say that education is a market, this transforms the understanding of education and influences how people act. In this paper, adult-education school-leaders’ talk is analysed and seven metaphors for education are found: education as administration, market, matching, democracy, policy work, integration and learning. Exploring empirical metaphors provides a rich illustration of coinciding meanings. In line with studies on policy texts, economic metaphors are found to dominate. This should be understood not only as representing liberal ideology, as is often discussed in analyses of policy papers, but also as representing economic theory. In other words, contemporary adult education can be understood as driven by economic theories. The difference and relation between ideology and theory should be further examined since they have an impact on our society and on our everyday lives. (DIPF/Orig.)

Der Beitrag gibt einen kurzen Einblick in ein neues Masterprogramm zu Global Citizenship Education und die damit verbundene Konzeptentwicklung, die sich um eine enge Verknüpfung von Globalem Lernen, Politischer Bildung und Friedenspädagogik bemüht. This paper explores the extent to which latest developments in the Technical and Vocational Education and Training System in South Africa respond to key principles espoused for a developmental, democratic and inclusionary ideal. The White Paper for post school education and training approved by Cabinet in November, 2013 is referred to by the Minister as the “definitive statement of the governments vision for the post school system” and as such represents a crucial strategy document intended to chart the TVET direction to 2030. Using key theoretical constructs from development theory, this paper provides an assessment of the TVET strategy contained is the paper and explores the extent to which it does respond to the agenda defined by the promise. It is argued that the challenges outlined are not yet able to provide the blueprint for a TVET transformative vision. It is concluded that while the development rhetoric contained in the paper is plausible, the creative tinkering of the system is unlikely to lead to the radical revisioning necessary for a truly transformative TVET system. The underlying assumptions regarding purpose, impact and outcome will need to be carefully reconsidered if the system is to be responsive to the promises of the democratic developmental ideal to which the government is committed. EQAVET, the quality assurance tool in vocational and educational training, was developed in response to the need for a supply of a trained workforce for labour market needs. Implementation of EQAVET at national level, however, remains a challenge. The research reported here focused on the implementation of QA processes by VET providers in 4 countries: Malta, Italy, Turkey, and Sweden. Data was collected through a questionnaire with 62 VET providers. Responses showed that there is an overall commitment to quality. There is, however, little knowledge of EQAVET across the countries, with the exception of Malta. None the less, all VET providers have implemented some aspects of EQAVET, even if not always intentionally. The situation is, however, far from EQAVET being fully implemented. Reflections are made on whether the EQAVET model specifically or qualification assurance principles assurances should be promoted across Europe. (DIPF/Orig.)

The concept of equal opportunity for all students is deeply embedded in the Serbian constitution and in education laws. On that level, there is no doubt that everyone is ensured an opportunity to receive quality education. Many measures in education policy have been created specifically to achieve this objective and make the system fair and inclusive. The Coleman Report was linked to a wave of optimism that certain educational measures would help in achieving these noble goals. This aim is a high priority in education in a democratic country, and due to its importance needs to be re-examined. Thus, the present research examines the equity of students in the Serbian education system, detecting areas on all educational levels that could be (or already are) systemic sources of inequity (e.g., criteria for preschool institution enrolment, the system of student awards, rationalisation of the school network, the concept of entrance exams to secondary school or university, etc.). A number of measures have already been taken in the system specifically to deal with inequity (e.g., the Preschool Preparatory Programme, dropout measures, inclusion, scholarships, etc.). The effects of these measures in particular are analysed in the present work. In addition to an analysis of the systemic sources of inequity in the Serbian education system, the article also makes recommendations for their overcoming. (DIPF/Orig.)

We approach marketization and commodification of adult education from multiple lenses including our personal narratives and neoliberalism juxtaposed against the educational philosophy of the Progressive Period. We argue that adult education occurs in many arenas including the public spaces found in social movements, community-based organizations, and government sponsored programs designed to engage and give voice to all citizens toward building a stronger civil society. We conclude that only when adult education is viewed from the university lens, where it focuses on the individual and not the public good, does it succumb to neoliberal forces. (DIPF/Orig.)
