Most of the proposed key management protocols for wireless sensor networks (WSNs) in the literature assume that a single base station is used and that the base station is trustworthy. However, there are applications in which multiple base stations are used and the security of the base stations must be considered. This paper investigates a key management protocol in wireless sensor networks which include multiple base stations. We consider the situations in which both the base stations and the sensor nodes can be compromised. The proposed key management protocol, mKeying, includes two schemes, a key distribution scheme, mKeyDist, supporting multiple base stations in the network, and a key revocation scheme, mKeyRev, used to efficiently remove the compromised nodes from the network. Our analyses show that the proposed protocol is efficient and secure against the compromise of the base stations and the sensor nodes.

Key management is a core mechanism to ensure the security of applications and network services in wireless sensor networks. It includes two aspects: key distribution and key revocation. Many key management protocols have been specifically designed for wireless sensor networks. However, most of the key management protocols focus on the establishment of the required keys or the removal of the compromised keys. The design of these key management protocols does not consider the support of higher level security applications. When the applications are integrated later in sensor networks, new mechanisms must be designed. In this paper, we propose a security framework, uKeying, for wireless sensor networks. This framework can be easily extended to support many security applications. It includes three components: a security mechanism to provide secrecy for communications in sensor networks, an efficient session key distribution scheme, and a centralized key revocation scheme. The proposed framework does not depend on a specific key distribution scheme and can be used to support many security applications, such as secure group communications. Our analysis shows that the framework is secure, efficient, and extensible. The simulation and results also reveal for the first time that a centralized key revocation scheme can also attain a high efficiency.

Key management is a core mechanism to ensure the security of applications and network services in wireless sensor networks. It includes two aspects: key distribution and key revocation. Key distribution has been extensively studied in the context of sensor networks. However, key revocation has received relatively little attention. Existing key revocation schemes can be divided into two categories: centralized key revocation scheme and distributed key revocation scheme. In this paper, we first summarize the current key revocation schemes for sensor networks. Then, we propose an efficient centralized key revocation scheme, KeyRev, for wireless sensor networks. Unlike most proposed key revocation schemes focusing on removing the compromised keys, we propose to use key updating techniques to obsolesce the keys owned by the compromised sensor nodes and thus remove the nodes from the network. Our analyses show that the KeyRev scheme is secure inspite of not removing the pre-distributed key materials at compromised sensor nodes. Simulation results also indicate that the KeyRev scheme is scalable and performs very well in wireless sensor networks.

This research focused on identifying a series of successful practices relating to administrative talent management within the higher education setting. The field study included a thorough examination of seven small to mid-size private colleges and universities that have incorporated employee development strategies. These strategies were aimed at growing future leaders from within the organization in order to achieve continuity and support institutional priorities. Specifically, several focus areas were investigated including presidential vision, leadership commitment, talent management’s place among institutional priorities, program characteristics, and program evaluation. Among the commonalities that were gathered included support at the senior officer level who serve as advocates, mentors, and program facilitators, a strong connection between talent management and the institutions’ strategic plans, and a holistic approach to developing talent at all levels of the organizations. In addition, both coaching and opportunities for growth in the work environment were evident within several of the institutions. Also, academic leadership development was considered to be a part of the talent management strategy within three of the colleges and universities. The key differentiators included the incorporation of organizational and leadership competencies to provide focus toward the performance development process at two institutions, the implementation of a succession planning model at another institution, and the location of human resource generalists in departments across two of the institutions to identify learning opportunities for both individuals and work teams. Based on both the findings from the field study and the literature review, a comprehensive procedural model is introduced that serves to support human resource departments and higher education professionals, in general, who are looking to either begin or broaden their own talent management approach. However, despite the progress that has been made across several institutions noted throughout the research study, much more must be learned in terms of how the time and resources invested in talent management translates to institutional success. Many challenges, including climate change, face the Nation’s water managers. The Intergovernmental Panel on Climate Change (IPCC) has provided estimates of how climate may change, but more understanding of the processes driving the changes, the sequences of the changes, and the manifestation of these global changes at different scales could be beneficial. Since the changes will likely affect fundamental drivers of the hydrological cycle, climate change may have a large impact on water resources and water resources managers. The purpose of this interagency report prepared by the U.S. Geological Survey (USGS), U.S. Army Corps of Engineers (USACE), Bureau of Reclamation (Reclamation), and National Oceanic and Atmospheric Administration (NOAA) is to explore strategies to improve water management by tracking, anticipating, and responding to climate change. The key points below briefly summarize the chapters in this report and represent underlying assumptions needed to address the many impacts of climate change.

1. The crabeater seal Lobodon carcinophaga is considered to be a key species in the krill-based food web of the Southern Ocean. Reliable estimates of the abundance of this species are necessary to allow the development of multispecies, predator–prey models as a basis for management of the krill fishery in the Southern Ocean. 2. A survey of crabeater seal abundance was undertaken in 1500 000 km2 of pack-ice off east Antarctica between longitudes 64–150° E during the austral summer of 1999/2000. Sighting surveys, using double observer line transect methods, were conducted from an icebreaker and two helicopters to estimate the density of seals hauled out on the ice in survey strips. Satellite-linked dive recorders were deployed on a sample of seals to estimate the probability of seals being hauled out on the ice at the times of day when sighting surveys were conducted. Model-based inference, involving fitting a density surface, was used to infer densities in the entire survey region from estimates in the surveyed areas. 3. Crabeater seal abundance was estimated to be between 0.7 and 1.4 million animals (with 95% confidence), with the most likely estimate slightly less than 1 million. 4. Synthesis and applications. The estimation of crabeater seal abundance in Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR) management areas off east Antarctic where krill biomass has also been estimated recently provides the data necessary to begin extending from single-species to multispecies management of the krill fishery. Incorporation of all major sources of uncertainty allows a precautionary interpretation of crabeater abundance and demand for krill in keeping with CCAMLR’s precautionary approach to management. While this study focuses on the crabeater seal and management of living resources in the Southern Ocean, it has also led to technical and theoretical developments in survey methodology that have widespread potential application in ecological and resource management studies, and will contribute to a more fundamental understanding of the structure and function of the Southern Ocean ecosystem.

The state of Florida as among the two worst invasive species problems in the USA. Besides the sheer numbers of established exotic species in Florida, many present novel difficulties for management, or have other characteristics making effective management extremely challenging. Moreover, initiation of management action requires more than recognition by experts that a potentially harmful species has become established. It also requires the political will along with concomitant resources and appropriate personnel to develop effective methods and apply them. We illustrate various aspects of the situation in Florida with examples of invasive vertebrates, the problems they pose(d), and management approaches to the problems.

We are living in a day of change. Environmental awareness is a part of our everyday life in a way unprecedented in history. The courts, in their infinite wisdom, have initiated the joint and several liability (deep pocket) rules that make everyone at risk in almost all situations. Bird management programs, by their very nature, are extremely sensitive. Any project, if not evaluated, planned, carried out, and documented properly can result in adverse regulatory agency action, bad publicity, and even fines or lawsuits. Proper photographic documentation can play a vital part in helping to provide the necessary records to help prevent problems and/or defend yourself in case of lawsuit or regulatory action. In the preparation of this paper, we surveyed state pesticide lead agencies, state Department of Conservation (Fish and Wildlife) agencies, some U.S. Fish and Wildlife Law Enforcement personnel, and several individuals to get their reaction to and their comments about this concept of supplemental recordkeeping. Of those responding, a majority thought the concept of supplemental photographic recordkeeping would be an asset to individuals and organi¬zations conducting bird management projects.

A mail survey was conducted to assess current computer hardware use and perceived needs of potential users for software related to crop pest management in Nebraska. Surveys were sent to University of Nebraska-Lincoln agricultural extension agents, agribusiness personnel (including independent crop consultants), and crop producers identified by extension agents as computer users. There were no differences between the groups in several aspects of computer hardware use (percentage computer use, percentage IBM-compatible computer, amount of RAM memory, percentage with hard drive, hard drive size, or monitor graphics capability). Responses were similar among the three groups in several areas that are important to crop pest management (pest identification, pest biology, treatment decision making, control options, and pesticide selection), and a majority of each group expressed the need for additional sources of such information about insects, diseases, and weeds. However, agents mentioned vertebrate pest management information as a need more often than the other two groups. Also, majorities of each group expressed an interest in using computer software, if available, to obtain information in these areas. Appropriate software to address these needs should find an audience among all three groups.
