Nebraska College of Technical Agriculture Budget Hearing

Good afternoon Senator Wehrbein and members of the Appropriations Committee. I am John Owens, and I am University of Nebraska Vice President for Agriculture and Natural Resources, and Harlan Vice Chancellor of the Institute of Agriculture and Natural Resources at the University of Nebraska- Lincoln. I am here to speak with you about the impact of further budget cuts to the Nebraska College of Technical Agriculture - NCTA - at Curtis, Nebraska.

A Response to Seth H. Giertz

There are two aspects of Seth Giertz's excellent chapter that I want to talk about. One is slightly technical; I want to try to provide some explanation for why estimating elasticity of taxable income (ETI) is so difficult. I think this difficulty is unappreciated by nonspecialists, who are quick to latch onto a favorite estimate without understanding the weaknesses in the estimation. The other aspect is a bit more philosophical and addresses the different functions of the partial equilibrium analysis done here and the general equilibrium work done a few years back in the macro group at the Congressional Budget Office (CBO). Perhaps surprisingly, I strongly endorse the partial equilibrium approach taken here for the comparison of tax reforms.

Defining and Measuring Poverty in Nebraska

Data recently released by the Census Bureau estimate that 47.4 million Americans, or about one-insix, are living in poverty. This latest estimate has drawn criticism from some observers who see it as an attempt to artificially inflate the magnitude of poverty in America. The criticism results from a change in methodology that included not just income (the Whitehouse Office of Management and Budget (OMB) poverty threshold for 2009 is $22,050 a year for a family of four), but also made adjustments, taking into account such things as region, out-of-pocket medical expenses and child care costs, that in total add about seven-million individuals to the poverty population.
