This paper examines the roots and properties of Herbert Bayer’s chromatic paintings completed between 1966 and 1976. This series of paintings is grounded in advanced theories of color and geometry, first introduced to Bayer as a young architecture apprentice and later developed at the Bauhaus. An investigation of Bayer’s mature reassessment of those early Bauhaus teachings in color theory and the development of his own color system is the underlying focus of this paper. The purpose of this study is to shed light on the significance of the chromatics that have received little attention to date.

This paper puts forth an alternate reading of the artistic climate in late nineteenth-century Paris than that which has traditionally been suggested. I propose that the expansion of creative opportunity during this time reveals a climate of communal support, consent, and progressive reform for women artists, rather than a struggle to undermine central (masculine) control, as many scholars have claimed. Specifically, I explore the work of American expatriates living in Paris, including but not limited to Cecilia Beaux, Anna Klumpke, Alice Kellogg, and Ellen Day Hale. The birth of the private academy in Paris offered women the chance to develop their artistic ability and assert their independence. The Académie Julian in particular provided a comparatively accepting and progressive environment where American women studying abroad could study from the nude model, receive proper training, and explore their full creative potential. Through an examination of a) these women’s self-portraits, and b) depictions of them painted by their contemporaries – both male and female – I further investigate the artistic education of American women in the highly-gendered cultural milieu of late nineteenth-century France.

The history of community television shows that it has been a home to activist and non-profit organizations that have created programs focused on freedom of speech. This project proposes that community television is also a place where artists can have freedom of artistic expression. The reflective paper reviews the creation of my film designed to inform and attract artists to community television. In it I critically reflect on the artistic, technical, artistic/technical, and production changes made throughout my journey from being a visual artist to becoming a video-artist. The reflective paper, along with the film, act as a wake-up call to artists who are unaware of community television and the advantages it has to offer them.

Illegal dumping and improper disposal of pollutants in urban areas can contribute significant pollutant loads to the municipal separate storm sewer system (MS4) and natural environments. Illicit discharges to the MS4 can pose a significant risk to human and environmental health. The Clean Water Act requires that municipalities implement a legal mechanism and plan to detect and eliminate illicit discharges to the MS4. The methodology for program creation included the analysis of other municipal illicit discharge programs, review of state and federal guidance publications, and the review of illicit discharge case-studies. This paper describes a systematic approach applied to the creation and implementation of a legal ordinance and program manual designed for the purpose of illicit discharge detection and elimination (IDDE).

The strong presence of religious institutions in Latin America, especially the Roman Catholic Church, and their participation in the creation and implementation of public policy within a sovereign state can be counter-productive for the social development and progress of that specific country. Argentina and Uruguay and the social controversy of social issues of abortion and same-sex marriage are used as examples to establish the accuracy of the above statement. Historical, statistical, and legislative information about both topics in both countries show that the political power that the Roman Catholic Church has in the region is more an outdated influence than a reality, and the principle of secularization appears to be the most stabilizing philosophy for modern nations.
