In this research, we aim to develop a conceptual framework to assess the entrepreneurial properties of the Vietnamese reform, known as Doi Moi, even before the kickoff of Doi Moi policy itself. We argued that unlike many other scholars’ assertion, economic crisis and harsh realities were neither necessary nor sufficient conditions for the reform to take place, but the entrepreurial elements and undertaking were, at least for case of Vietnam’s reform. Entrepreneurial process on the one hand sought for structural changes, kicked off innovation, and on the other its induced outcome further invited changes and associated opportunities. The paper also concludes that an assessment of possibility for the next stage of Doi Moi in should take into account the entrepreneurial factors of the economy, and by predicting the emergence of new entrepreneurial facets in the next phase of economic development.

While much research has focused on entrepreneurship and creativity in developed economies, the notions of both topics are still embryonic in many emerging economies. This paper focuses on entrepreneurs in one such economy, Vietnam, to understand the perceptions of entrepreneurs about the role that innovation and creativity may play in their own entrepreneurial ventures and success. This is important because before reaping benefits from entrepreneurship, entrepreneurs need to decide when and on what conditions they start based on their calculations of required resources and predictions of likely outcomes. The research also sought to understand how "creativity," broadly applied ("innovation" and "creative performance") affects the ways that entrepreneurs think about and anticipate their own success and decisions. In essence, the study suggests that the higher the entrepreur’s creativity is, the more likely she or he is to start a new business and believe success will result. Future research could examine whether history, industry and geographic location matter in entrepreneurs’ perceptions as well as whether transition/emerging economies like Vietnam may have different views altogether about the two key concepts.

Les juges belges ne peuvent en principe accueillir d’actions judiciaires contre des Etats étrangers ou des organisations internationales pour les violations du droit international que leurs autorités auraient pu commettre dans l’exercice de leurs fonctions publiques en raison de l’immunité qui leur est généralement reconnue. Cela signifie-t-il pour autant que les juges n’exercent aucune forme de contrôle à l’égard de l’appareil étatique étranger ou du fonctionnement des organisations supranationales au regard du droit des gens ?L’objectif de cet ouvrage consiste à répondre à cette question en déterminant la mesure dans laquelle les juges belges peuvent ou doivent vérifier la conformité au droit international d’actes publics étrangers ou de décisions adoptées par des organisations supranationales avant d’en tenir compte ou d’en faire application dans les affaires dont ils sont saisis.
