Artyku jest prb odpowiedzi na pytanie o wpyw modelu organizacyjnego Investigative Reporters and Editors na powstajce od kilku dekad na caym wiecie stowarzyszenia dziennikarzy ledczych. Autor omawia rozwj struktur zrzeszajcych reporterw dochodzeniowych w rnych pastwach, w szczeglnoci przyjtych przez nie form dziaania oraz celw. Rosnca liczba oraz globalny charakter tego zjawiska prowadzi do instytucjonalizacji dziennikarstwa ledczego na wiecie. Scharakteryzowane zostay w artykule wybrane organizacje, w szczeglnoci te, ktre zaadaptoway model wypracowany przez IRE. W odniesieniu do pozostaych stowarzysze dziennikarskich autor wskazuje na przyczyny odrzucenia formuy wypracowanej przez amerykaskich muckrakerw.

The text analyses Poland's internal security illustrated with the example of the tasks and activities of one of the Polish special services, the Internal Security Agency (pol. Agencja Bezpieczestwa Wewntrznego ABW). Although the Internal Security Agency was established as a counter-intelligence service, the scope of its tasks and activities places it among the criminal intelligence services, which is poorly effective in terms of the eradication of crime targeted at the state's internal security. The analysis of the issues of state security in the context of the ISA's activity has been elaborated in the present text with the following research questions: (1) To what extent does the statutory scope of the ISA's tasks lower the effectiveness of the actions aimed at combating crime threatening state security? (2) To what extent does the structural pathology inside the ISA lower the effectiveness of the actions aimed at combating crime threatening state security? The text features an extensive analysis of three major issues: (1) the ISA's statutory tasks (with particular consideration of de lege lata and de lege ferenda regulations), (2) the dysfunctional character of the ISA's activity in relation to the scope of its statutory tasks, and (3) the structural pathology resulting from the 'politicisation' of the Internal Security Agency.

Warto jasno powiedzie, e z czasem pojawi si bardziej zrnicowany system instytucji szkolnictwa wyszego, o rnych moliwociach i rnych zadaniach w rnych miejscach, realizujcych rne misje i oferujcych rne moliwoci awansowe i finansowe. Warto powiedzie, e niezbdne ale i moliwe bd pionowe migracje w ramach rnicujcego si systemu w zalenoci od indywidualnych zdolnoci, umiejtnoci, pracowitoci, a przede wszystkim mierzalnych osigni naukowych. Artyku dotyka problemu politycznoci z punktu widzenia komunikacji, ktra jako subdyscyplina politologii stanowi integraln cz programw nauczania przyszych absolwentw tego kierunku, przez co konieczn wydaje si by dyskusja na temat umiejscowienia tego zagadnienia w ramach dyscypliny. Co ciekawe, dyskurs naukowy zdominowany przez zagadnienia zwizane z mediami i przesyaniem danych kanaami informacyjnymi, czsto pomija kwestie komunikowania bezporedniego i poziomego; tym odbywajc si midzy obywatelami, ale przede wszystkim samymi politykami. Informacja jako podstawowa jednostka komunikacyjna staje si tu jednym z elementw relacji o cesze politycznoci oraz rodkiem osigania celw, wpisujc si tym samym w dyskusj o podstawach teoretycznych dyscypliny i o granicach bada nad zjawiskami tradycyjnie podejmowanymi w swoich rozwaaniach przez przedstawicieli nauk politycznych. The article takes up a problem of " the political " from communication point of view, which-as a sub-discipline of political science-is an integral part of the curriculum for future graduates of this discipline. It seems to be necessary to locate this issue in the branch of studies. Interestingly, scientific discourse dominated by media and information channels, often ignores direct and horizontal communication, especially between citizens and-above all-politicians themselves. Information, as the basic unit of communication, becomes the part of " political relations " and the specific form of meeting a political aim. Therefore, it " fits in " the discussion of theoretical foundations of this discipline and scope of research in the area of phenomenons traditionally analysed by representatives of political science.

W niektrych rdach zaliczany do grupy metod nauczania przez dociekanie (ang. inquiry based learning) (Bransford i in., 2000). Metody nauczania oparte na dociekaniu zyskuj coraz bardziej na popularnoci, take w dydaktyce akademickiej. W niniejszej pracy przedstawiono analiz jakociow 25 projektw zaj dydaktycznych opracowanych przez doktorantw Wydziau Biologii UAM, w ktrych projekt badawczy by skadnikiem projektu edukacyjnego, a cao bya propozycj zaj dla studentw tego wydziau.

The notion of democracy poses a significant challenge and problem in modern considerations on history, philosophy and politics. At present, in the face of the so-called information revolution, democracy has undoubtedly undergone profound and easily visible transformations. It can be said that the application of IT to exercise democratic power has brought about a revolution that will span a period of many years, given the different potential differing states have to spread the new technologies. The development of information and communications technology (ICT) has introduced new notions related to democracy, such as teledemocracy, technopolitics or electronic democracy (e-democracy). The subject of this paper, electronic voting (e-voting) is among the highly significant instruments of e-democracy. Electronic voting is the fulfillment of the principle of national sovereignty as it can be applied in the procedures of both indirect (e-elections) and direct (e-referendum) democracy.

Finding the answer to the question of the role of electronic voting in a modern country consti - tutes an important part of researches into electronic democracy. The recent dynamic development of in - formation and communication technologies (ICT) and mass media have been leading to noticeable changes in functioning of contemporary countries and societies. ICT is beginning to play a greater and greater role and filter down to almost every field of contemporary human life including politics. Elec - tronic voting represents one of the more and more popular forms of so called e-democracy, and is an in - teresting research subject in the context of mechanisms for implementing this form of participation in elections, its legitimization, specific technological solutions for e-voting and their effectiveness as well as unintended consequences. The main subject of this text is the use of electronic voting ( e-voting )asone of the forms of electronic democracy . The article attempts to answer the following research questions: First, what is the impact of ICT on the political processes particularly on the voting procedures? Sec- ondly, what is the essence of electronic voting and what are its main features? Finally, what are the e-voting experiences in the European countries? The text is devoted rather to general remarks on e-voting, and does not constitute a complete analysis of the issue. It is intended to be a contribution to the further considerations.

Switzerland is an example of a state that has adopted specific solutions as regards the election and execution of executive power, which has generated the common conviction that the Swiss Confederation is among the most solid democracies in the world. Recent years have shown, however, that political practice has brought about a significant evolution of Swiss solutions as the distribution of power in the parliament has resulted in the abolition of the magical formula that guaranteed the great (and stable) government coalition, and the emergence of initiatives aiming at changing the principles along which executive power is elected in Switzerland. The purpose of considerations presented in this paper is to analyze the specific character of how the executive institutions function in the Swiss Confederation, answer the question of what directions the changes to the composition of the Federal Council are taking, as well as address the directions of evolutionary changes to the principles of electing the members of the Swiss government.
