Sustainable urban transport in Central America - a future without the car?

Is it conceivable to contemplate a future without the car as the center of an urban transportation system? Can emerging economies grow without concomitant growth in car usage? San Pedro Sula, Honduras, is one city at a critical decision point about the future of transportation and mobility. Will it be a sustainable transport future that balances economic, environmental and social needs or will it be the traditional “predict and provide” approach that attempts to expand the capacity of the road system to meet future travel demand. This paper provides some background into the issue for this Central American city by describing the current urban transport system, current plans for improvement and outlines a process for defining a vision for a sustainable transport future in San Pedro Sula. The paper concludes with a challenge to all cities that currently have low automobile ownership rates to consider a sustainable transport system in order to “thrive” with transport choices for all residents rather than “choke” on congestion and the negative side effects thereof.

Considering the role of the taxi this books examines the impacts that the mode currently has, and how it may continue to develop in the provision of access within the city.

COSMOS - Congestion management strategies and methods in urban sites.

The paper describes the strategies for Congestion and Incident Management (CIM) on the basis of Automatic Congestion and Incident Detection (ACID) that COSMOS will develop, implement in SCOOT, UTOPIA and MOTION, and validate and demonstrate in London, Piraeus and Torino. Four levels of operation were defined for CIM: strategies, tactics, tools and realisation. The strategies for CIM form the top level of this hierarchy. They have to reflect the strategic requirements of the system operators. The tactics are the means that can be employed by the strategies to achieve particular goals in particular situations. The tools that are used by the tactics relate to the elements of the signal plan and the ways in which they can be modified. Strategies, tactics and tools are generally common to all three systems, while the realisation of individual strategies and tactical decisions, through the use of particular common sets of tools, will generally be system specific. MOTION - A New On-line Model for Urban Traffic Signal Control.

This paper presents MOTION, a modular on-line model for urban traffic signal control. It consists of a network and a local level and builds on enhanced traffic state estimation. Special consideration is given to the prioritization of public transit. MOTION provides possibilities for the interaction with integrated urban management systems.
