The current socio-economic situation has brought a need to look for alternative ways to get energy that allow reducing the high dependence on fossil fuel sources while deflect from the climate change arising from the result of the use of these energy resources. Renewable sources of energy, low and medium temperature appear as high potential of energy resources, which have a major influence on the way of life of the people to enable decentralized energy production. In Brazil, in particular, have also the need to decentralize the energy grid, currently focused on energy from water source. The current water crisis, exemplifies the urgency of betting on other energy sources, as a way to help in emergency situations such as the current one. Therefore, this study evaluates the possibility of using biomass as a heat source in a Rankine Cycle Organic where instead of water; it uses thermal fluid as working fluid, was compared the urban areas of the city of Guaratinguetá with the urban area of the metropolitan region of São Paulo. Thus, it was established two scenarios, so it was possible to establish the cycle to be used

The Socio Climate Vulnerability Index (IVSC, Portuguese acronym) aims to expose spatially and in a comparative basis, human settlement areas that are more susceptible to the potential risks posed by climate change. To access this vulnerability, the IVSC draws on the aggregation of adaptive capacity and sensitivity indicators (Human Development Index and population density) and an indicator of projected climate change (Regional Climate Change Index-IRCM). The IVSC can be applied to any spatial scale, as long as data in reasonable resolution.is available. Knowing the spatial distribution of vulnerability is an important strategic step in development and implementation of measures that seeks to improve human development and the preparedness of society for future environmental changes. In addition, the production and comparison climate change vulnerability indexes is an important exercise to improve gradually the quality of information provided to decision makers and stakeholders in the management of measures involving climate change adaptation

We know that the Earth goes through natural cycles that influence its climate and the development of their societies. In recent decades, climate changes and nature began to call world attention to the unbridled exploitation that was carried by the current economic system, causing unrest among scientific, social, political and economic world. The theory that man causes a warming in global temperatures by the release of greenhouse gases made the headlines of major newspapers in the world. From there, it was only a matter of time before environmental concerns became ownership of capital by its excessive appropriation. The fear of nuclear threat by the bombs of Hiroshima and Nagasaki left in fanfare the world, which together with the devastating impact of the exploitation of man and nature gave birth to the Environmental Revolution, a way of trying to change the development patterns of the time and behavior of the population. However, based on the historical form of capitalist domination, this was another measure that was apossada the economic system being transformed into economic value and political exchange. The origin of the conventions, meetings, conferences, parliaments set up to discuss environmental issues, eventually became forums of political and economic talks focused on environmental governance, valuing an asset that is public and everyone. Environmental and climate issue now has a value, thus turning the agenda on the agenda of the United Nations (UN) for its political and economic regulation in the form of global agreement. Given the need for understanding the climate issue, was born the Conference of the Parties (COPs), a regulatory body for climate negotiations, surrounded interests, complexities, conflicts and disagreements between the parties countries, which becomes clear when we analyze their agreements...
