Este estudio tiene como objetivo evaluar los avances y lmites de las polticas de accesibilidad en la ciudad de Natal. Se investigan las polticas publicas municipales de accesibilidad implantadas en los diez aos subsecuentes, a partir de la sancin de la Ley Municipal de Accesibilidad N 4.090 del 03 de junio de 1992, que torna obligatorio la eliminacin de las barreras arquitectnicas para personas con discapacidades en los lugares de circulacin de peatones y edificios de uso pblico de la ciudad. Accesibilidad, en los proyectos de arquitectura y urbanismo es la condicin esencial para asegurar a cualquier ciudadano su derecho a ir y venir con seguridad, dignidad y autonoma. Esta investigacin se concentra en los barrios de: ciudad alta, Petrpolis y Ribeira, ya que esta rea, en el perodo ya mencionado, fue la que tuvo una mayor concentracin del presupuesto de inversiones pblicas municipales de la ciudad de Natal, en la eliminacin de barreras arquitectnicas en vas urbanas. El mtodo adoptado fue el hipottico deductivo, a partir de la formulacin de dos hiptesis de trabajo: la primera, una divergencia entre los objetivos propuestos por la Ley N 4.090 y sus aplicaciones prcticas y, la segunda, de las diferencias que existen en el grado de entendimiento del concepto de accesibilidad, para eso, se realiz una colecta y anlisis de datos tanto empricos como tericos. Este estudio tambin retrata en el ao de 2004, con el uso de la tcnica de la fotografa, la realidad actual de la ciudad sirviendo como un parmetro comparativo con los proyectos asociados a la Coordinacin para integracin de las personas con discapacidades. Se utiliza la tcnica de entrevista con especialistas en accesibilidad envueltos a lo largo del proceso de implantacin de las polticas pblicas en la ciudad de Natal, durante los aos mencionados, obteniendo as un testimonio sobre las directrices adoptadas en ese perodo, con base en la legislacin vigente. En la investigacin documental y fotogrfica se realiza una evaluacin de la dimensin real de lo propuesto y ejecutado en un periodo de diez aos, y se concluye sobre todos los avances y retrocesos de las polticas de gestiones pblicas adoptadas con relacin a la accesibilidad en la ciudad de Natal

The aim of this work is to understand the morphological expression of ground occupation by the higher income population, by focusing on population distribution in accordance with income layers and demographical density, as well as topological accessibility (HILLIER and HANSON, 1984) resulting from the urban grid structure. It endeavors to identify a functional organizing principle regarding the intra-urban space of Natal capital city of the state of Rio Grande do Norte, the research focus. In order to achieve this, census data as well as syntactic data were utilized for mapping and spatial analysis of income patterns, topological accessibility and demographical density using Geographical Information System GIS. The organizing principle was named as the Form of Privilege, a pattern that concentrates or tends to concentrate wealth, topological accessibility and low demographical density. Attempting to assess its extent, beyond Natal, this principle was applied to other Brazilian northeastern capitals such as: Fortaleza, CE; Teresina, PI; Aracaju, SE; Recife, PE; and Joo Pessoa, PB. Findings point out that although the urban structures of these cities are not immune to the Form of Privilege, Natal is emblematic of this phenomenon, a fact that demonstrates the perverse character of its spatial process, which historically creates privileged areas within the city, by means of the appropriation of accessibility as well as of the many urban benesses that are related to it by higher income groups at the expense of the major part of the population, which though being the people mostly in need of the benefits originating from the urban form are excluded from them

The goal of this paper was to search the state of the art from the Digital Libraries in Architecture and Urbanism in the Higher Education Institutions (IES) through conceptualizations and showing the importance of Digital Libraries in the disclosure and easing of information transferring. Questions about digital information architecture, usability, digital preservation and accessibility were approached. The research was made in the websites of Brazilian Universities, firstly to identify the institutions which offered the Architecture and Urbanism course, focusing on postgraduate education. After identifying the offering, the research was done by analyzing the contents, storage and dissemination and access to information, these libraries. It was found that the digital libraries are increasingly and taking part of organizations and educational institutions focusing on the knowledge dissemination releasing digitally information that may be needed for institution or the individual. A monitoring was done over of the physical and computational restructuring of the Board of Studies and Research in Architecture and Urbanism (Cmara de Estudos e Pesquisa em Arquitetura e Urbanismo, CEPAU), from the Architecture and Urbanism Course of the Federal University of Rio Grande do Norte (UFRN), showing the need of installing a Digital Library to integrate the databases of PPGAU s research groups, which today remain independent, with no interface among themselves. The research chosen area was Architecture and Urbanism, because there is a gap and little documentation about digital libraries in this area

This research approaches the issue of accessibility in informal settlements, seeking for the challenges and limits defined by informal urban settings, about the application of accessibility parameters. Take the empirical universe as the Conjunto Santa Terezinha, located in Fortaleza- Ce. Initially, the study presents a reflection about the housing issue in Brazil and the informal settlementes in view of the Right to the City. In this sense, the main references are, the works of Suzanne Pasternak (2008), Nabil Bonduki (1998) and Erminia Maricato (1996-97), among others. Follows with the discussion of the concepts and classifications of this type of settlement, making a content analysis of legislation and regulations relating to accessibility and proposed the discussion of the accessible route as the right strategy for the city. In another step, the methodology of 'walking together' created by Dischinger (2000) was applied in a passage previously chosen, which the researcher follows the disabled person during the journey through city making records like photos and video. The comments and perceptions are compared to the spatial analysis of urban morphology, made from the method of Del Rio (1990) and Panerai (2006), and the parameters of NBR 9050. Knowledge of the area is enriched by the methodology of the production of space made by Henri Lefebvre in his book 'The production of space' (1974) with these categories: space conceived, perceived and lived. Another key reference of this author it s the book 'The Right to the City' (991), which allowed in-depth reflections on the social function of town. In conclusion, the study finds that to guarantee a minimum access conditions in informal sittlements its necessary to know the specifics of their morphology, their relations and urban practices in view of the visitability- experiencebility, describing it as complementary concepts

This study focuses on the building ensemble of Avenida Roberto Freire, a main road in Natal, Brazil, as a material expression of the confluence of various factors among which the following may be emphasized: high level of accessibility due to urban spatial re-structuring and the growth of the real estate market, in view of the increasing number of consumers, who arrived in Natal within the last decades. The intense urban modification process that has been going on in Natal since at least the 1980s, has engendered the formation of long axial lines which express the expansion dynamics and some of the forces subjacent to it. Avenida Roberto Freire has been an iconic example of an urban thoroughfare where architecture becomes primarily a communication support that can be perceived by fast moving passers-by, what brings it close to the venturian concept of strip (Venturi at al, 1972). The building types that line the road not only respond to the dynamics in process but also contribute to intensify it, as they house a variety of uses which attract people and generate more movement. The dynamics is further strengthened by the action of the real estate business which benefits from the increase of highly accessible locations, and from the private and public investments and incentives to tourism that aim to insert this city into the globalized world. Although the intention of reconstituting part of the history of density increase on this avenue in a diachronical perspective was attempted within the limits of the available references and documentation, the central contribution of this study is to understand the relations between topological accessibility and the typological nature of the building ensemble. By observing the synchronic morphological frame resulting from the spatial configuration analysis pertinent to this avenue (cf. Hillier and Hanson,1984) and the inventory and classification of the building ensemble there existing, this study aims to understand how architecture responds to accessibility in view of the real estate pressure, boosted by a cosmopolitanizing process brought about by the continuous flow of foreign and Brazilian arrivals as visitors, temporary or permanent residents

Joo Pessoa, the capital city of the state of Paraba (Northeast Brazil), is reputed throughout the country as a quiet place, although it has been acquiring, over the past years, an urban character with social implications similar to those of major metropolitan Brazilian areas. The new situation is evident by the social inequalities, with the creation of confined spaces, which segregate and cause enclosure of the inhabitants, leading to death the public space. This study correlates accessibility in spatial structure with two types of crime data, burglary and robbery, recorded in 2008 and 2009, by the Secretaria de Segurana da Paraba (The government agency public in charge of safety), in the district of Manara, an upper middle class neighborhood, which has, in recent times, been considered one of the most violent areas in Joo Pessoa. Sought to understand connections between these events and morpho-social aspects of the built environment, where examined the spatial properties, such as accessibility of the urban net, the presence of control measures, the safety of buildings and their uses. Spatial properties were also validated by the observation of pedestrian flows at strategic points of the study area. It was concluded that the presence of intense flows helps to attract potential thieves, physical security and control offers little protection

This work was originated through the results of the analysis of the services for the needs of people with disabilities that were permitted by the physical space of two schools of the municipality of Natal/RN. The general objective/goal was to subsidize the elaboration of alternatives for the planning of environments that could be used by any person. The study used the empirical research through the adoption of a multimethod approach including: (i) technical visits oriented by the NBR 9050, (ii) contact with users that have reduced mobility (visually impaired and wheelchair or crutch users) through escorted travels and interviews, and (iii) interview with school managers. The evidence from the research, even though with significant development of laws that guarantee people with disabilities their right to citizenship, the physical environment of our schools still present with many obstacles that prevent the mobility of people with disabilities which proves their lack of readiness to accommodate them. Therefore, the actions taken to address the accessibility has been the adoption of temporary solutions that makes the adaptation more difficult, adds obstacles and reinforces the undesirable segregation, however still very present in our society. Finally, there is the indication that in order to achieve the spatial configuration that promotes social contact and integration in between the persons with different physical status, it is necessary to completely comprehend the activities developed in each space, from the conception of the equipment to the individual learning needs, having in mind creating environments that stimulates the execution of the tasks in an independent manner without the assistance of others. The inclusion regarding attention to accessibility in the decision making process, directed to the arquitectural and urban project, would decrease the constant need to redevelop and adapt spaces, and should be definitely incorporated as an important component in the production of space

Atualmente, um dos aspectos da gesto da informao que se encontra em evidncia o da arquitetura empresarial, entendida como o conjunto de polticas e escolhas tcnicas de padronizao e integrao para viabilizar as estratgias de negcios da organizao. Esta pesquisa tem por objetivo analisar a integrao de dois sistemas de gesto na Universidade Federal do Rio Grande do Norte (UFRN) a partir das lentes da arquitetura empresarial. A influncia dessa abordagem induz a organizao a desenvolver um alicerce de execuo com o interesse de suportar com maior eficincia sua estratgia e obter agilidade em seus processos de negcio. A anlise da integrao desses dois sistemas, atravs de entrevistas semiestruturadas, no mbito da UFRN possibilitou a percepo da necessidade de uma estruturao dos processos de TI a partir de uma arquitetura que favorea um melhor alinhamento das capacidades de TI aos objetivos da organizao. A ausncia de um modelo operacional pode comprometer a eficincia do Sistema Integrado de Gesto das Atividades Acadmicas (SIGAA) da UFRN na realizao do seu objetivo como plataforma nica de gesto das informaes da universidade

This thesis concerns the study of the city and impacts that will be caused in its structure due to the aging process of the human society, mainly in Brazil. The most important focus will be those related to problems of accessibility, leisure, housing, health and labor, issues that most affect people over 60 years of age. Beyond the analysis of inherent problems to the subject, proposals will be made for urban intervention that the cities become more suitable for the living of the elderly. To support this study, a review of different theories about the city was carried out, then a panel about the presence of the elderly in society, including Brazil, and in the cities, aiming at a vision, as broad as possible, on how the elderly were treated throughout history. In order to establish paradigms and parameters in the approach to the subject, a series of systematic observations on the urban space in different cities proceeded, in Brazil and abroad, with works aiming the inclusion of the elderly in urban areas, such as Amsterdam, Barcelona, Brasilia, Luanda and Rio de Janeiro, a city considered by the UN as physical and territorial urban laboratory suitable for the elderly. From there we tried to obtain, in addition to literature and observation of other countries experiences, the conduct of field research and official standards analysis, the theoretical basis for establishing guidelines on how to plan and design a more appropriate urban space for the elderly

This thesis aims to describe and demonstrate the developed concept to facilitate the use of thermal simulation tools during the building design process. Despite the impact of architectural elements on the performance of buildings, some influential decisions are frequently based solely on qualitative information. Even though such design support is adequate for most decisions, the designer will eventually have doubts concerning the performance of some design decisions. These situations will require some kind of additional knowledge to be properly approached. The concept of designerly ways of simulating focuses on the formulation and solution of design dilemmas, which are doubts about the design that cannot be fully understood nor solved without using quantitative information. The concept intends to combine the power of analysis from computer simulation tools with the capacity of synthesis from architects. Three types of simulation tools are considered: solar analysis, thermal/energy simulation and CFD. Design dilemmas are formulated and framed according to the architect s reflection process about performance aspects. Throughout the thesis, the problem is investigated in three fields: professional, technical and theoretical fields. This approach on distinct parts of the problem aimed to i) characterize different professional categories with regards to their design practice and use of tools, ii) investigate preceding researchers on the use of simulation tools and iii) draw analogies between the proposed concept, and some concepts developed or described in previous works about design theory. The proposed concept was tested in eight design dilemmas extracted from three case studies in the Netherlands. The three investigated processes are houses designed by Dutch architectural firms. Relevant information and criteria from each case study were obtained through interviews and conversations with the involved architects. The practical application, despite its success in the research context, allowed the identification of some applicability limitations of the concept, concerning the architects need to have technical knowledge and the actual evolution stage of simulation tools

This paper presents the theoretical-methodological possibilities of the French philosopher and sociologist Henri Lefebvre, for the discipline of architecture and urbanism in an effort to overcome the fragmentation imposed by the institutionalization of science in general. From Du rural l'urbain (Lefebvre, 1970) compilation, it brings the author's other works from the period between 1968 and 1974, indicating the conduits for reflection and their interrelationships with methods, types of analyses and other procedures to treat the space-time urban. The methodology involves a research on the author s 'today and yesterday' in the scientific field, a research and analysis of his procedures in highlight of philosophical, social, economic and political aspects, the historical context of his references and provides significant and possible elements for the study, research and extension in the area in question

L tude se fonde sur la recherche du processus inhrent la conception du projet par le biais de l approche architecturologique propose par Philippe Boudon et al (2000) ; un modle thorique qui sert de fondement la construction d une connaissance de l architecture au moyen d une tude de la nature des oprations mentales de chaque architecte lorsqu il organise son travail de conception. La modlisation de l architecturologie concentre son tude sur le travail qui a lieu avant mme la confection matrielle du projet (reprsentation graphique finale). De cette faon, douze projets furent analyss d architecture rsidencielle unifamiliale; conus rcemment par six architectes potiguares pour Natal et sa rgion priphrique. Les rsultats mettent en vidence un ensemble de modles substrats (comme point de dpart) et tlologiques (comme point d arrive) adopts par les auteurs au cours de la conception de leurs projets. Ces modles, de faon gnrale, sont lis aux pertinences socio-culturelles (conventions, formes traditionnelles ou coutumes) du contexte pour lesquels ils sont conus (lotissements privs de co-proprit des classes moyennes et moyennes-suprieures) et en mme temps, ils sont le fruit de croyances, d idologies et d expriences antrieures propres l espace de la conception de chaque architecte

The purpose of this research is to study the portable or reassemblable architectures, which, different from conventional architecture (whose designs are of permanent buildings), corresponds to the designing of spaces with temporary purposes. The focus of the study is the architectural design of spaces that are produced from building systems that can to be moved to different places (process of assembly / disassembly / reassembly) in order to identify the types of spaces generated and the processes used in their design / projecting. The aim is to investigate relationships between the initial project conceived based on a Reassemblable Construction System (RCS) and its application in the architectural design of professionals and students in order to contribute to the understanding of the specificities of this type of design activity. To this end it was developed the exploratory research based on multimedia methods, which includes: documentary analysis, technical visits, interviews, surveys, academic exercise and documentation by images. Although the study is not conclusive, the results indicate significant differences between the point of view of the RCSs designers and its users (architects and architecture students) since the users demonstrated to have some difficulty to access the features provided for the first group, in particular the students. It is also demonstrated that the use of RCSs seems to change the appreciation / hierarchization of the conditions of project design, since, unlike what happens in traditional architectural design, the designers who use them seem to be more concerned with constructive issues, especially the structural elements (support and covering), instead of functionality, aesthetics and even physical characteristics of the site
