Os Organismos públicos encontram-se, actualmente, a desenvolver estudos a nível dos Sistemas Integrados de Gestão, motivados pela necessidade que existe em adoptar novas técnicas de Gestão capazes de responder às novas exigências de informação. Em termos gerais, os Organismos públicos encontram-se numa fase de viragem na sua actuação, em que surge a necessidade de dispor de novos sistemas de informação capazes de dar resposta às exigências da Nova Gestão Pública. É certo que a Nova Gestão Pública conduz a uma maior motivação, proporcionando uma melhoria na obtenção dos resultados e modernizando a relação entre o controlo das despesas públicas e a prestação de contas a nível dos órgãos do Estado, e onde a uniformização de critérios se apresenta como um dos principais requisitos para criar condições de implementação de uma contabilidade pública que funcione como instrumento de apoio aos utilizadores da informação e, em particular, aos Órgãos de Chefia e Direcção. Este trabalho analisa o caso do Exército Português, como exemplo de um Organismo público que aproveitou a obrigatoriedade de adesão ao novo Regime de Administração Financeira do Estado, para promover a implementação de um Sistema Integrado de Gestão capaz de responder às novas exigências de informação. Analisam-se também as estratégias de actuação e reorientação organizacional utilizadas pelo Exército Português, de modo a permitir o desenvolvimento e implementação do sistema baseado na uniformização de critérios que garanta os requisitos e as técnicas de Gestão capazes de criar condições para desenvolver uma contabilidade pública que funcione como instrumento de apoio à decisão. ABSTRACT; At present, government entities are developing studies at an Integrated Management System level, impelled by the actual need of adopting new Management techniques capable of responding to the new demands regarding Information. ln global terms, government entities are reaching a turning point in its way of acting, due to the arising need of settling new information systems which provide an answer to the demands of the New Public Management. It is assured that the New Public Management leads to a higher motivation, providing an improvement in accomplishing results and modernizing the link between the control of public expenditure and presenting accounts of State Organs. It also presents the criteria standards as one of the main requirements to create implementation conditions of a public accounting which operates as a support mean to the information users and, more specifically, to the Command and Boarding Bodies. This study analyses the Portuguese Army, an example of government entity which seized the obligation of joining the New Public Financial Management Regime to promote the implementation of an Integrated Management System capable of responding to the new information demands. The performing strategies and organizational refocus used by the Portuguese Army are also analyzed in order to allow the development and implementation of the system. It is based in the standard criteria that secure the requirements and Management techniques which enable the progress of a public accounting acting as a support resource in decision-making.

Sumário: A morbilidade evitável relacionada com medicamentos (MERM) é um problema de saúde pública com considerável impacto negativo para os doentes e os sistemas de saúde. Os indicadores de MERM constituem medidas operacionais de gestão do risco terapêutico, uma vez que permitem identificar processos de cuidados de saúde que predizem um resultado clínico negativo potencialmente evitável. O uso destes indicadores pode contribuir para reduzir a morbilidade evitável relacionada com medicamentos, evitando danos desnecessários e desperdício de recursos. Objectivo: Desenvolver novos indicadores de MERM para cuidados primários em Portugal a partir da análise de resumos das características de medicamentos (RCM's) e determinar a validade preliminar de face e de conteúdo dos indicadores derivados para este setting. Métodos: A primeira fase deste estudo consistiu num ensaio piloto, com o intuito de testar uma metodologia de inclusão dos RCM's com base na frequência de dispensa da especialidade farmacêutica no ambulatório. Seguidamente procedeu-se ao desenvolvimento de mais indicadores de MERM utilizando a metodologia testada no ensaio piloto. Os indicadores obtidos foram alvo de uma primeira análise com base em aspectos como duplicações e relevância para cuidados primários, de modo a seleccionar os que poderiam passar à fase de validade preliminar de face e de conteúdo. Procedeu se então à pesquisa de evidência clínica em fontes de referência para estes indicadores. Na última fase do estudo estes indicadores, bem como a respectiva evidência clínica, foram analisados por um painel de peritos constituído por quatro académicos (dois médicos de família e dois farmacêuticos), sendo aprovados ou eliminados com base num critério de consenso. Resultados: Obteve-se um total de 64 indicadores de MERM, a partir da análise de 35 RCM's. Sujeitaram-se à determinação da validade preliminar de face e de conteúdo 44 indicadores. Foram aprovados por consenso 28 indicadores, tendo sido excluídos 17 (4 por consenso e 13 sem obtenção de consenso). Conclusão: É exequível derivar novos indicadores de MERM para cuidados primários a partir da análise de RCM's. A validade formal de face e de conteúdo destes indicadores obtidos será objecto de estudo de ulterior investigação. /ABSTRACT: Backgroud: Preventable drug-relate morbidity (PDRM) is a public health problem with significant negative impact at a patient and system level. PDRM indicators are operational measures of therapeutic risk management; they identifying processes of care leading to preventable adverse outcomes. The use of these indicators may contribute to tackle preventable drug related morbidity, avoiding unnecessary harm and waste of resources. Objective: To develop new PDRM indicators to Portuguese primary care based on the analysis of summaries of product characteristics (SPC’s) and to determine their preliminary face and content validity to this setting. Methods: Firstly a pilot study was conducted to test a methodology for including SPC's based on the most frequently sold medicines in the ambulatory. Then more indicators were developed using the previously tested methodology. The indicators obtained were analyzed in respect to aspects such as duplications and relevance for primary care to select those that could proceed to the next stage. Clinical evidence was searched for each of these indicators in gold-standard information sources. Finally, this set of indicators and the respective clinical evidence were analysised by a panel of four experts (two academic general practitioners and two academic pharmacists). Preliminary face and content validity was established by means of consensus. Results: A total of 64 indicators was obtained, based on the analysis of 35 SPCs. Forty four indicators were subjected to a preliminary assessment of face and content validity, resulting in 28 consensus-approved indicators. Seventeen indicators were excluded (4 rejected by consensus and 13 that did not reach consensus). Conclusion: lt is feasible to derive new PDRM indicators for primary care based on SPC's. The formal face and content validity of the indicators will be determined in a further study.

This paper presents an integrated model for an offshore wind turbine taking into consideration a contribution for the marine wave and wind speed with perturbations influences on the power quality of current injected into the electric grid. The paper deals with the simulation of one floating offshore wind turbine equipped with a permanent magnet synchronous generator, and a two-level converter connected to an onshore electric grid. The use of discrete mass modeling is accessed in order to reveal by computing the total harmonic distortion on how the perturbations of the captured energy are attenuated at the electric grid injection point. Two torque actions are considered for the three-mass modeling, the aerodynamic on the flexible part and on the rigid part of the blades. Also, a torque due to the influence of marine waves in deep water is considered. Proportional integral fractional-order control supports the control strategy. A comparison between the drive train models is presented.

The paper deals with the simulation of one floating offshore wind turbine equipped with a PMSG and a two-level converter connected to an onshore electric grid. The use of discrete mass modeling is accessed in order to reveal by computing the THD on how the perturbations of the captured energy are attenuated at the electric grid injection point. Two torque actions are considered for the three-mass modeling, the aerodynamic on the flexible part and on the rigid part of the blades. Also, a torque due to the influence of marine waves in deep water is considered. PI fractional-order control supports the control strategy. A comparison between the drive train models is presented.

This paper is on a wind energy conversion system simulation of a transient analysis due to a blade pitch control malfunction. The aim of the transient analysis is the study of the behavior of a back-to-back multiple point clamped five-level full-power converter implemented in a wind energy conversion system equipped with a permanent magnet synchronous generator. An alternate current link connects the system to the grid. The drive train is modeled by a three-mass model in order to simulate the dynamic effect of the wind on the tower. The control strategy is based on fractional-order control. Unbalance voltages in the DC-link capacitors are lessen due to the control strategy, balancing the capacitor banks voltages by a selection of the output voltage vectors. Simulation studies are carried out to evaluate not only the system behavior, but also the quality of the energy injected into the electric grid.

An integrated mathematical model for the simulation of an offshore wind system performance is presented in this paper. The mathematical model considers an offshore variable-speed turbine in deep water equipped with a permanent magnet synchronous generator using multiple point full-power clamped three-level converter, converting the energy of a variable frequency source in injected energy into the electric network with constant frequency, through a HVDC transmission submarine cable. The mathematical model for the drive train is a concentrate two mass model which incorporates the dynamic for the blades of the wind turbine, tower and generator due to the need to emulate the effects of the wind and the floating motion. Controller strategy considered is a proportional integral one. Also, pulse width modulation using space vector modulation supplemented with sliding mode is used for trigger the transistors of the converter. Finally, a case study is presented to access the system performance.
