"A Administração Pública visa a prossecução do interesse público, no respeito pelos direitos e interesses legalmente protegidos dos Cidadãos" (art.º266 Constituição da República Portuguesa). Este estudo subordinado ao tema: "Satisfação dos utilizadores de um Serviço Público - Caso: Direcção Regional de Mobilidade e Transportes do Alentejo” centra-se na investigação, da satisfação e percepção do utilizador dos serviços, na sequência da sua utilização, como forma de satisfazer as suas necessidades. Esta investigação foi desenvolvida em duas partes, a primeira reflecte uma pesquisa teórica sobre a temática, objecto de estudo. A segunda, incidiu na análise e no tratamento dos dados, obtidos através de um questionário, distribuído aos utilizadores da D.R.M.T. Alentejo (Évora, Beja e Portalegre). /ABSTRACT: "The Government aims to further the public interest, while respecting the rights and legally protected interests of citizens" (Article 266 Constitution ofthe Portuguese). This study entitled "Users Satisfaction of a Public Service - Case: Regional Direction of Mobility and Transports of Alentejo" focuses on research, customer satisfaction and perception of the service user, following its use as a way to meet their needs. This research was conducted in two parts, the first reflects a theoretical research on the subject, the subject of study. The second, focused on analyzing and processing data, obtained through a questionnaire distributed to users.

La construction des chemins de fer portugais a eu, jusqu’en 1891, pour l’objectif principal de combler le retard économique du pays. Par suite de l’échec des entrepreneurs anglais, notamment Morton Petto, ce furent les hommes d’affaires et les capitaux qui jouèrent le rôle majeur, grâce notamment l’intervention des Pereire, puis celle de CIC, principal soutien des initiatives de l’entrepreneur espagnol D. José de Salamanca, enfin la Banque de Paris et des Pays-Bas et la Banque Ottomane. L’influence Saint-simonienne s’exerçait sur les ingénieurs formés à l’École Polytechnique de Lisbonne et bénéficiait la généralisation du modèle français de la concession. À partir des années 1890, ce système entra en crise, favorisant une influence allemand grandissante, tant en terme d’investissement qu’à travers la formation des ingénieurs, notamment ceux de l’Institut Supérieur Technique de Lisbonne, Le reflux des investissements étrangères, à partir de la crise de 1892, poussa l’État dans la voie de la nationalisation en 1899, dans qu’ensuite ne suisse survenir une relance de la construction ferroviaires. Après la Seconde Guerre mondial, les chemins de fer furent confiés à un unique exploitant national, la Compagnie des chemins de fer Portugais.

With favored offshore and downstream advection, the question of which physical mechanism may promote onshore transport of larvae in upwelling systems is of central interest. We have conducted a semi-realistic high resolution (0.25 km) numerical study of Lagrangian transports across the inner-shelf under upwelling-favorable wind forcing conditions, focusing on the shelf area of the Southwestern Portuguese coast, in the lee of Cape Sines. We add our findings to several years of biological observations of C. montagui, a planktonic species with higher recruitment during the upwelling peak timely with the daylight flood. Simulations cover a fifteen days period during the summer of 2006. We focused on Spring and Neap tide periods and observed upfront differences between simulations and the in situ observa- tions. However, the model is capable of representing the main dynamics of the region, namely the re- petitive character of the inner-shelf currents. We find that the cross-shore flow varies significantly in the daily cycle, and locally within a scale of a few kilometers in association with local topography and the presence of the cape. We consider the region immediately in the lee of the cape to be an upwelling shadow where the larvae became retained, and found that tidally tied migration proves beneficial for successful recruitment during the spring tides period. Our work suggested that the wind is not the only mechanism responsible for the daily variability of the cross-shore exchange. However, its sharp reversal at midday is critical for the advection of larvae towards the coast.
