Despite significant advances in building technologies with the use of conventional construction materials (as concrete and steel), which significantly have driven the construction industry, earth construction have demonstrated its importance and relevance, as well as it has matched in an efficient and eco-friendly manner the social housing concerns. The diversity of earth construction techniques allowed this material to adapt to different climatic, cultural and social contexts until the present time. However, in Angola, the construction with earth is still associated with population fringes of weak economic resources, for which, given the impossibility of being able to acquire modern construction materials (steel, cement, brick, among others), they resort to the use of available natural materials. Furthermore, the lack of scientific and technical knowledge justifies the negative appreciation of traditional building techniques, and the derogatory way how are considered the earth constructions in Angolan territory. Given the country's current development status, and taking into account the environmental requirements and the real socio-economic sustainability of Angola, it is considered that one of the viable and adequate options, could be the recovering and upgrading of the ancestral techniques of earth construction. The purpose of this research is to develop the technical and scientific knowledge in order to improve and optimize these construction solutions, responding to the real problems of housing quality as well as to the current social, economic and environmental sustainability requirements. In this paper, a description of the physical and mechanical characteristics of the adobes typically used in the construction of traditional houses in some localities of Huambo, province in Angola, is carried out. The methodology was based on mechanical in-situ testing in adobe blocks manufactured with traditional procedures: i) tensile strength evaluated with the bending test and compressive strength test on earth blocks specimens; and, ii) durability and erodibility test by Geelong method adopting the New Zealand standard (NZS) procedures (4297: 1998; 4297: 1998 and 4297: 1999). The results allow the characterization of the materials used in the construction of raw earth in the Huambo region, contributing to the development of knowledge of these sustainable and traditional housing constructive solutions with a strong presence in Angola [1, 2]. This study is part of a larger project in the area of Earth Construction [3], which aims to produce knowledge which can stimulate the use of environmental friendly construction materials and contribute to develop constructive solutions with improved performance, durability, comfort, safety and sustainability.

The purpose of this paper is to examine the degree of persistence in five inflation indicators for Angola, and to identify the implications for decision making. Our results suggest that when structural breaks are accounted for, all five inflation indicators are stationary. Second, our findings suggest that persistence is not too high. Moreover, the degree of persistence is similar among the five inflation indicators and throughout the sample period. Finally, our results also show that extracting the most volatile components of the headline inflation indicator does not generate a new inflation indicator that is less volatile and more persistent than the original. These results have important policy implications as the National Bank of Angola is preparing to change its monetary policy focus to a more inflation-targeting regime

The role of conservation agriculture in the fight against soil erosion particularly in Angola ABSTRACT: Conservation agriculture, managed to reduce soil losses by erosion and to increase its content of organic matter, allow farmers to produce more food with less work. It offers them a chance to improve their quality of life. Several approaches to soil conservation agriculture, including rotation and intercropping, are components of this system applicable to different levels. Direct sowing and less soil disturbance, are key principles of soil conservation providiy benefits for agriculture and the environment, issues of great importance for the Angolan agriculture, in spite of the little importance that is currently dedicated to them. Therefore, we need a conversion and transition technologies and techniques to implement conservation agriculture and soil erosion control in the country. Conservation techniques used by small and large producers, although well-intentioned, do not offer protection against soil erosion and water conservation. Both political entities, such as the Program of Action of the Ministry of Agriculture and Rural Development (MINADER) and Angolan farmers should understand the importance of conservation agriculture for food security and continuity for future generations. Not just the redesign and consolidation of the objectives outlined in the period 2009 to 2013, without practical application. Therefore, to exit the current official concept of traditional / conventional farming and opt for agriculture able to meet the needs of Angola is necessary to follow models similar to those developed by tropical countries of natural conditions similar to Angola.

The purpose of this paper is to examine the degree of persistence in five inflation indicators for Angola, and to identify the implications for decision-making. Understanding inflation persistence in Angola is crucial because the National Bank of Angola is preparing to change its monetary policy focus to a more inflation-targeting regime. Our results suggest that when structural breaks are accounted for, all five inflation indicators are stationary, so that a shock will give temporary effects. Secondly, our findings suggest that persistence is not too high. Moreover, the degree of persistence is similar among the five inflation indicators and throughout the sample period. Finally, our results also show that extracting the most volatile components of the headline inflation indicator does not generate a new inflation indicator that is less volatile and more persistent than the original. These results have important implications for the design, implementation and effectiveness of monetary policy in Angola, especially when following an inflation-targeting regime. First, a not too high degree of persistence means monetary policy aiming for price stability must be implemented with a permanent policy stance. Secondly, a low degree of persistence also means that inflation can be stabilized in a short period of time following a shock. Lastly, the results are also relevant for prediction and modeling purposes.

The Earth we know today was not always so. Over millions of years have undergone significant ch an g e s brought about by numerous geological phenomena aimed at your balance, some internal order, creating new geological formations and other external order smoothing formations previously created. From t h e tectonic standpoint, Angola is located in a relatively stable area which gives it a certain p ri v i l e g e w h e n compared with some Asian countries or even Americans where quite often occur earthquakes and volcanic eruptions. However, the same cannot be said in relation to the occurrence of an external geodynamics phenomena, such as the ravines, which in recent years has taken shape in many provinces, especially due to anthropogenic activity, giving rise to geological hazards, increasing the risk of damage in buildings and others infrastructures, losses direct or indirect in economic activities and loss of human lives. We understand that the reducing of these risks starts, in particular, by their identification, for later take preventive measures. This work is the result of some research work carried out by the authors through erosion courses of s o i l and stabilization of soils subject to erosion phenomena, carried out by Engineering Laboratory of Angola (LEA). For the realization of this work, we resorted to cartographic data query, literature, listening to s o m e o f the provincial representatives and local residents, as well as the observation in lo co o f s o m e af f e ct ed areas. The results allow us to infer that the main provinces affected by ravine phenomenon are located in Central and Northern highlands, as well as in the eastern region, and more recently in Cuando-Cub an go province. Not ruling out, however, other regions, such as in Luanda and Cabinda [1]. Relatively the causes, we can say that the ravines in Angola are primarily due to the combination of three natural factors: climate, topography and type of soil [2]. When we add the anthropogenic activit y , namely the execution of construction works, the drainage system obstructio n, exploration of m i n e ral s, agriculture and fires, it is verified an increasing of the phenomenon, often requiring immedi at e act i o n . These interventions can be done through structural or engineering measures and by the stabilization measures on the degraded soil cover [3]. We present an example of stabilization measures throu g h t h e deployment of a local vegetation called Pennisetum purpureum. It is expected that the results may contribute to a better understanding of the causes of the ravine phenomenon in Angola and that the adopted stabilization method can be adapted in other affected provinces in order to prevent and making the contention of the ravines.

After the Congress, a six-day field trip, will be held through three southwestern provinces of Angola (Huíla, Namibe and Cunene), every day starting and ending in the city of Lubango, for overnight stay in Lubango, with the purpose to observe some of the main sites of geological interest in this zone of Angola. The itinerary of this field trip presents the geologic history of Southwestern Angola and its evolution in the scope of the Congo Craton, through a trip that begins in the first excursion days by the oldest geologic formations and phenomena until the recent geologic formations and phenomena on the last excursion days. On the first and second excursion days, September 5th and September 6th, the field trip will go along the Kunene Anorthosite Complex of Angola (KAC), to observe some petrographic features of the KAC that are important to understand the emplacement of this huge igneous massif of the early Kibarean age. These days of the field trip allow the observation of Earthen Construction, because this region of Cunene is privileged to appreciate a kind of Eco-construction, made of raw earth and in wattle and daub, built with ancient techniques, which constitute a real GeoHeritage. On September 7th, in the morning, the destination will be Tundavala, to visit Tundavala Gap, a huge escarpment of more than 1,000 m high cutted in Neo-Archean and Paleo-Proterozoic igneous rocks, the Ruins of Tundavala (quartzite blocks with sedimentary structures) and Tundavala Waterfalls on a quartzitic scarp. After lunch, the field trip continues towards Humpata plateau to observe the panoramic view over Lubango city from the Statue of Cristo Rei, then the outcrops of dolomitic limestones with stromatolites and dolerites and finally the Leba passage, a huge escarpment and one of the most spectacular parts of the Serra da Chela, traversed by a mountain road built in the early 70s of the last century, that can be observed from the belvedere of the Serra da Chela. On September 8th, the destination is the carbonatite complexes of Tchivira and Bonga, belonging to the Mesozoic alkaline massifs of ultrabasic rocks, a rift valley system that occurs during the Early Cretaceous. In this forth excursion day, due to the huge dimensions of these two carbonatite structures it will be visited, only, the Complex of Bonga, namely the outcrops of the northern part of the structure and secondary deposits on the boundary on the southern part of the of the Complex. The last two excursion days, September 9th and September 10th, are to observe the Cretaceous Basin of Namibe. On September 9th, the northern part of Namibe Basin will be visited to observe the volcanic basic rocks of Namibe as well as the interesting paleontological site of Bentiaba. On September 10th, the destination is the southern and more recent part of Namibe Basin, where on the Namib Desert, the exotic plant Welwitschia mirabilis can be observed, as well as Arco, an oasis in the desert. This last excursion day, ends up at the dunes of Tombwa near the mouth of Curoca river and the beautiful bay of Tombwa, where can be observed heavy minerals in their beach sands.

IN THE NARRATIVE OF ANGOLAN FICTION ABSTRACT: Using official documents, legislative records, memories, and other written documental sources produced in the period between the sixties and the early nineties of the XX century, this study seeks to establish a relationship between fiction narrative and historical reality. The methodological procedure consisted in the comparison of records of the facts in the aforesaid documents with a possible world created by the author. The research focuses on novels by three Angolan writers (Pepetela, Wanhenga Xitu, and Arnaldo Santos). The results indicate that the selected fictional texts are structured from topics relating to history. The research outcome contributes to legitimate the documental value of the Works selected amongst those forming part of the Angolan fiction. Furthermore, the research serves another didactic purpose: explaining narrative fiction texts that review defining moments of the recent history of Angola.

The purpose of this paper is to measure the degree of persistence in the Kwanza to US Dollar exchange rate. First, our results indicate that nominal exchange rates both in levels and in first differences are I(0), thus implying that the relative purchasing power parity hypothesis for Angola is not rejected. Secondly, we find a significant degree of persistence in both the formal and informal nominal exchange rates. Thirdly, the degree of persistence in the official market is significantly lower than in the formal market, while In first differences, persistence in the official exchange rate is substantially higher than in the informal exchange rate. Lastly, we could not find strong evidence that persistence has changed in levels throughout the sample period. By contrast, there is significant evidence that persistence in first differences has consistently increased after September 2003. These results have important policy implications as the National Bank of Angola is preparing to change its monetary and exchange-rate policy focus to a more inflation-targeting regime and to a more a flexible (or low-managed) exchange-rate regime.

OF LANDSCAPE AND LAND USE LAND COVER CHANGE IN LUBANGO AND SURROUNDINGS ABSTRACT: Thematic cartography shows up as an essential ally in the study and knowledge of the state of landscapes and terrestrial ecosystems. Angola is a country with an enormous lack of cartographic information to support the several activities carried out in a variety of areas. This is the reason information on the earth’s surface is necessary, registering alterations which occur over time in ecosystems and identifying the associated factors in its origin, so as to implement metrics that allow a more sustainable management of its enormous territory. This study was carried out in the Southeast of Angola in the Lubango, Humpata and Chibia Municipalities, with an area of approximately 9600 km2. Our objectives were the following: a) land cover mapping and land cover changes monitoring over the period 1990 to 2010 using Landsat images, b) to analyze and interpret landscape structures changes using land cover maps, and landscapes metrics, and c) to quantify and to examine the relationship between landscape fragmentation and its drivers. The methodology developed in the study has two parts, the first includes Landsat satellite images processing and interpretation and, the second the production of new landscape fragmentation metrics with support to a GIS tool and algebraic mapping operations. The fragmentation behavior is analyzed, taking into account the effect of environmental and socioeconomic factors at a regional level. The results allowed obtaining land cover maps, in which 8 spectrally different thematic classes were distinguished. It was observed that 38% of the area suffered some type of alteration in the studied period, with higher changes observed in the classes of miombo and agriculture. Landscapes fragmentation results, evaluated through the implementation of new metrics, show that, values are greater in the period 1990-2000 than in 2000-2010. At municipality level, fragmentation dynamics were more accentuated in Humpata between 1990 -2000 and in Lubango between 2000 -2010.

The sustainability of buildings associated to the use of raw earth has motivated the studies and the development of techniques and methods in the context of this type of construction. In the region of Huambo, Angola, these construction techniques are widely used, especially for low-income families who represent the majority of the population. Much of the buildings in Huambo province are built with adobe. Due to the climate in this region, subtropical, hot and humid, with altitudes above 1000 meters and extensive river system, these buildings are particularly vulnerable to the action of water and develop, in many situations, early degradation. The Huambo Province is located in central Angola, has 36 km2 area and approximately 2 million inhabitants. This work aims to evaluate, by conducting in-situ tests, physical and mechanical properties of adobe blocks typically used in the construction of those buildings. The methodology is based on field campaigns where in-situ expeditious tests were performed in soils (smell test, color, touch, brightness, sedimentation, ball, hardness, etc.) and tests on adobes blocks made with traditional procedures, particularly in terms of durability and erodibility (erosion test at Geelong method; evaluation test of wet / dry cycle, applying the New Zealand standards 4297: 1998; 4297: 1998 and 4297: 1999). The results will contribute to the characterization of the geomaterials and methods used in construction with earth in Huambo Province, contributing to the improvement of these sustainable solutions, with a strong presence in this region. The results of this study will also contribute to the proposal of constructive solutions with improved performance characteristics, comfort, safety and durability.

In Angola, the construction made of raw earth is a cultural heritage widely used by low income households, representing over 80% of the population [1, 3]. In Huila province is evident construction in raw earth in a large scale, either in urban or in periurban and rural areas. The construction methods follow the ancestral standards, distributed throughout the region of Huila, being built by the several ethnic groups. Among the construction techniques in earth, stand out: the adobe, wattle-and-daub and more recently on CEB (Compressed Earth Block). The type of soil used to make the adobes is mainly silty-clayed sand [1]. The most applied materials are: rods, reeds, wood, grass, straw, soil and stone, almost with the same characteristics [2]. The manufacture of adobe, consists essentially in mixing clay and grass (plant fibers), then put the mixture inside a wooden mold, having a size of 42 cm long and 18 cm high and taking three to four days to dry and be applied in housing construction. The application of these materials makes the construction less expensive because they are collected, transformed and applied by the owner himself of housing without any project, based only on the result of the practice and experience acquired from their ancestors. They are simple constructions, presenting a typology of grouped and isolated single-family housing, ranging between 2 and 3 bedrooms [2]. The construction techniques used in such small housings have positive environmental aspects, both as regards the materials employed, such as the manner in which the constructions are raised, showing special concerns for the quality improvement of them, as regards the resistance, durability and comfort [4].

A relação faunística identificada corresponde a uma zona litoral. Ora, considerando o conjunto de dados em face da presença de fauna pelágica e dos grandes predadores, especialmente Isurus hastalis e Carcharocles megalodon, podemos admitir que existisse então um Golfo relativamente largo de uma faixa Atlântica aberta (Antunes & Balbino, 2004); ABSTRACT: Selachians from Farol the Lagostas (Cuanza Basin, Angola) The present work consists of the presentation of diversity of selachians from Farol das Lagostas, which belongs to the Cuanza Basin. The condrichthyes are a part of aquatic fauna since the Paleozoic. However, due to the nature of the cartilaginous skeleton, the paleontological registration of the same ones is restricted to mineralized parts like teeth, dermal denticles and cephalic spines. The of formation, Farol das Lagostas has a fauna of selachian relatively rich and diverse, represented in this study for around 1.000 isolated teeth, and other skeletal parts. Forty four taxa were described and identified, belonging to the following orders: Hexanchiformes, Squaliformes, Pristiophoriformes, Squatiniformes, Lamniformes, Carcharhiniformes, Rajiformes e Myliobatiformes. It’s a faunal diversity whose most genera have current representatives. The Carcharhiniformes represente 53% of the identified taxa. The represented families are Scyliorhinidae, Triakidae, Hemigaleidae, Carcharhinidae e Sphyrnidae, with 18 species. There is presence of benthic and nektonic forms that indicate moderate thermal conditions, the temperate and tropical hot, often inhabit coastal areas. The identified faunal relation corresponds to a coastal zone. So, considering the data set, due to the presence of pelagic fauna and large predators, especially Isurus hastalis e Carcharocles megalodon, we can admit that then there was a relatively large Gulf of open Atlantic range (Antunes & Balbino, 2004).

Partindo do perfil e tipologias resultantes da contribuição do quadro de Políticas Públicas de turismo e com base nos resultados obtidos através da análise de conteúdo das entrevistas, construiu-se uma proposta de modelo de políticas públicas de turismo propiciadoras do desenvolvimento local sustentável em Angola baseada numa lógica de ação coletiva, capaz de salvaguardar a sustentabilidade económica, política, social e territorial; ABSTRACT: Public policies in tourism became a priority of developed country governments and less developed countries from the 1970s, when the state bodies linked to the tourism sector began the definition of a broad national agenda for the development of the tourism industry for long-term periods, with clear descriptions of the position that tourism occupies in the national economic development; on the goals they want to achieve and how they will be achieved. The tremendous growth of tourism, the involvement of governments and the negative impacts of tourism were registered in developing countries and helped to bring the academic debate analysis on public tourism policies, in the late 80s and early 90s of the past century. In the legislative framework, we inventoried public tourism policies in Angola that later became the sociological framework of the National Policy and Plan for tourism in Angola; we identified the actors involved in the execution of public tourism policies in Angola and its social meaning, as well as the central factors conductive to social and economic development in the local context (Huila). This allowed to determine the profile and types resulting from the tourism Public Policy framework contribution to the level of promotion of local social development in Angola, helping us in this way to try to understand to what extent public tourism policies in Angola work as a local social development factor. From the profile and types resulting from the tourism Public Policy framework contribution and based on the results obtained from the interviews, we constructed a proposed model of public policies which encourage a more sustainable local development kind of tourism in Angola, based on a logic of collective action, able to safeguard the economic, political, social and territorial capitals.
