O mecanismo da condicionalidade pode ser considerado como um dos sucessos da UE na avaliação da forma como este afectou os processos de transição nos países pós-comunistas, em particular no caso dos países envolvidos no Quinto Alargamento. Este trabalho avalia a importância do mecanismo da condicionalidade na região da Europa de Leste, buscando analisar as políticas da UE em relação à Bulgária no período de 20 anos de difícil transição de um sistema comunista planificado para uma economia de mercado. Avaliamos também as políticas europeias de pré-adesão e as condições de adesão. Além disso, prestamos ainda atenção ao fenómeno do mecanismo da condicionalidade específico da UE, como tal, comparamos o seu impacto com os mecanismos do FMI e do Banco Mundial. Concluímos com a tentativa de fornecer alguns elementos sobre a utilidade prática do mecanismo de condicionalidade no Sudeste da Europa, definindo as suas principais realizações, bem como os problemas enfrentados. Através de uma revisão da literatura disponível, e adoptando uma perspectiva histórica, procuramos avaliar também as novas responsabilidades que a Bulgária assumiu ao alargar a fronteira exterior da UE e as consequências que daí decorreram para as relações políticas e económicas com os países vizinhos. /ABSTRACT: The conditionality mechanism can be considered one of the successes of the EU when estimated its influence over the transition process in the post-communist countries, especially for the countries involved in the Fifth Enlargement. This study evaluates the significance of the mechanism of conditionality in the region of Eastern Europe, analyzing the policies of the EU for Bulgaria during the 20 years of difficult transition from a planned communist system to a market economy. The European policies of pre-accession and the accession conditions are evaluated. Also, it pays attention to the phenomenon of the conditionality mechanism specific for EU, comparing its impact with the mechanisms of the IMF and World Bank. And concludes with an attempt to provide some elements about how useful has been the conditionality mechanism in South East Europe, defining the main achievements and difficulties that it faces. Having a look at the available literature and also reviewing it from historical point of view, it's evaluated the new responsibilities that Bulgaria assumed after extending the external frontiers of EU and the consequences for the political and economic relations with neighbor countries.

Comparar visibilidades e invisibilidades, relacionar diferentes tipos de periferias, estudar trajetórias deslembradas e entrelaçar outras mais conhecidas, comparando diferentes geografias, a portuguesa e a eslava, foram os objetivos da comunicação que agora se verte em artigo. Maria Guilhermina Silva Reis, Zoé Wauthelet Batalha Reis, Maria da Glória Ribeiro da Cruz foram três artistas portuguesas do século XIX e início do XX, cujos percursos desembocaram praticamente na invisibilidade. Marie Bashkirtseff, pintora de origem ucraniana, Aurélia de Sousa, pintora portuguesa e Anna Bilińska-Bohdanowicz, pintora polaca, têm os seus retratos na história e aqui serão justamente lembradas. Cotejando invisibilidades, aponta-se o caso atual da Pós-Graduação em Artes Visuais e Género da Universidade de Évora, pioneira no contexto académico português, mas conservada na penumbra. Porque é forte a convicção de que algo se pode fazer neste campo extremamente sensível da visibilidade em Arte, é o momento de “dar a volta à história”…

This chapter explores the relationship between environmental conflicts and technical progress, trying to understand, in the case of large mines of the Iberian Pyrite Belt, in Alentejo, how emerging environmental problems conditioned the performance or led to the search for alternative technical solutions, taking as chronological limit for this observation the beginning of World War II. In the absence of the archives of the companies, the research was based on existing administrative documents in the state archives (mining engineers reports, the licensing of mining activities), on reports and documents published in specialized mining press, in particular, the Bulletin of the Ministry of Public Works, Trade and Industry, the Journal of Public Works, Trade and Industry (both in Portuguese), and finally in the local press. Despite that limitation, the information available shows that in global competition markets, the success of the British enterprise in Santo Domingo had the active search for new technical solutions for the creation and adaptation of existing knowledge to local problems in order to maximize the mineral resources available. The early development of the hydrometallurgical processes for the treatment of poor ores, named ‘natural cementation’, can be explained as the way these companies tried to solve problems of competitiveness, boosting economies of scale. Thus, they transferred the environmental costs previously limited to agriculture to more fragile social groups, the poor fishermen of Guadiana River and of Vila Real de Santo António. Therefore, the hydrometallurgy of pyrites was developed locally, pioneered in Santo Domingo that allowed the survival and expansion of the British company from the late 1870s, that is, at a time when most small mines shut since they were not able to compete globally. Through different consented and regulated processes (judicial), through conflict or parliamentary mediation, the State imposed exceptionally additional costs to companies, either for compensation, the imposing the application of remediation measures to reduce the environmental damage in some cases, thus contributing to derail some projects. These cases suggest that the interaction between local conflicts, corporate behavior and technological progress proves to be complex. This article aims to contribute to the debate on economic and social history between the environment and technological progress, arguing that the fixed costs and economic imponderable social risks were factors that encouraged the companies to search for new solutions and to introduce innovations since that would allow the expansion of their activity. In this process the companies sometimes faced environmental dilemmas and unforeseen costs with consequences on the economy of firms. The nature of the knowledge needed to address the environmental problems they created, however, is of a very different nature from that knowledge needed to face the environmental burdens that were inherent to the development of its activity.
