Rural Participation in the Territorial Development Processes

This paper discusses the urgency of creating a bridge between social participation and civic capacity building.  The permanent dialogue between expert and local knowledge should sustain significant, relevant learning processes from/to the rural areas of the Central American region.  Consistency and persistence of these processes will enhance human welfare based on the changes experienced in the rural areas.  Numerous Central American initiatives require effective social and institutional participation to be implemented.  Education, in its different forms and through its different resources, has the crucial responsibility of helping citizens to take advantage of those initiatives.

DISEÑO DE UN GEOPORTAL PARA ANALIZAR LAS INICIATIVAS DE DESARROLLO RURAL LEADER EN EXTREMADURA

En Europa se están gestionando Políticas de Desarrollo Rural desde el año 1991 bajo el amparo de la Iniciativa LEADER. En este proyecto se ha diseñado un Geoportal para visualizar las Iniciativas LEADER de Desarrollo Rural en Extremadura. Para su elaboración se utilizó MapServer que facilita la introducción de las variables físicas, demográficas, económicas, equipamientos y las inversiones por medidas en una base de datos  cartográfica y alfanumérica a escala municipal. El diseño de dicho Geoportal permite, por una parte, analizar el impacto de este tipo de políticas en los últimos dieciséis años, así como establecer su contribución a la mejora de las condiciones de vida de la población rural, sin duda, objetivo principal de estas iniciativas. Y, por otra parte, facilita la consulta pública de los datos sin coste alguno para el usuario, al estar disponible en software SIG Libre.Palabras clave: Europa, LEADER Iniciativa, SIG, software libre, MapServer.ABSTRACTIn Europe, Rural Development Policy since 1991 has been managed under the auspices of the LEADER Initiative. In this project a Geoportal has been designed to visualize rural development under the LEADER Initiatives. MapServer has been used for elaboration and the physical, demographic, economic, equipment and investment measures have been introduced in an alphanumeric and cartographic database to municipal scale. The design of the Geoportal allows the impact of the policies over the last 16 years to be analyzed, as well as to determine their impact on improving the living conditions of the rural population, without a doubt the main objective of these initiatives. Base de Datos “I&D” Primera Experiencia con el Software Microisis, Versión 3.0 Multiusuario -Versión de Prueba-

La normalización facilita la comunicación y permite el intercambio de información con cualquier institución nacional o internacional. Este objetivo es posible a través de los formatos de comunicación para intercambio de información automatizada como CEPAL, MARC., FCC.La Escuela de Bibliotecología, Documentación e Información de la Universidad Nacional utiliza el software MICROISIS en red para la enseñanza. Las bases de datos que se diseñan utilizan el formato MARC y para la descripción bibliográfica las RCAA2.Se presenta la experiencia con la base de datos “I&D” sobre desarrollo rural, presentando la Tabla de Definición de Campos, la hoja de trabajo, el formato de despliegue y Tabla de selección de Campos.

Análisis crítico a los agro(bio)combustibles

Industry, governments, and scientists that promote biofuels think these will become an alternative to oil, which is running out. These new fuels are supposed to help in containing climate change through greenhouse gas emission reduction, increasing farmers´ incomes, and promoting rural development. However, rigorous research and analyses undertaken by serious ecologists and social scientists suggests that the current boom in biofuels industry will be disastrous for farmers, the natural environment, the preservation of biodiversity, and particularly for poor consumers.

Realidad de las comunidades rurales de Costa Rica

The purpose of this article is to reflect about current reality experimented in rural communities in our country in order to look for solutions to their problems that allow them to reach a better quality of life. Analyses are made from different perspectives. Within this context, we take into account the role that rural communities have in the development of a country as well as the part education plays in the fight for the achievement of a better quality of life.
