The text came from the UNESP-Project in Partnership with the Public Administration: City of Echaporã ‖, a multidisciplinary project, interdepartmental and that results from a term partnership signed between the State University / Campus Marilia, the Regional Office of Articulation Planning and the Municipality of Echaporã.Given the serious social problems diagnosed in this county Administrative Region of Marilia, somaramse forces and, since April 2002, Echaporã account with the performance of a design matrix that involves the community in six (6) subprojects, among which a which emphasizes the dissemination of information (the public library as a center of information and knowledge irradiator for urban and rural areas, seeking to enter the Society daInformação). By their nature, the project-matrix is considered open and can accommodate new subprojects, where they concern the problems identified in the initial diagnosis. For its validity, each subproject has its own methodology, some innovative and will be subject to further systematization and dissemination, however, after a few months of deployment, the results show the correctness of community involvement (being representative) in all discussions and steps of research, and activities developed, widely disseminated to the target audience. The membership of the community, the leaders and the authorities can be considered a good barometer of the actions carried out in Echaporã and evidence of change in information culture that is already noticeable in the city, setting the socio-cultural dynamics of the same, in terms a new public policy to be strengthened with the participation of specialists in this specific area, in direct work with local managers, in this case, specific examples relating to the strength of information in the process of change in small municipalities.

En este artículo se plantean los elementos fundamentales que deben contener un plan de transporte, dentro del contexto de los Planes Reguladores en Costa RicaSe pretende que este documento sirva de guía metodológica en la elaboración de los planes reguladores, en la sección correspondiente al transporte y la vialidad. Actualmente existe un vacío teórico metodológico que se refleja en una ambigüedad conceptual y en una falta de rigurosidad metodológica, provocada por la interpretación que cada uno hace de las diferentes leyes de la planificación urbana que existen en nuestro país. Con el traspaso de los recursos obtenidos de la ley de bienes inmuebles a las municipalidades, se hace imperativo que la mayoría de las municipalidades, que no han elaborado un plan regulador, se aboquen a hacerlo y que numerosos consultores privados e institutos y escuelas universitarias ofrezcan esos servicios.El trabajo recoge la experiencia de varios años de investigación en ese campo y la participación en numerosos congresos y conferencias a nivel nacional e internacional.ABSTRACT:This article dcals with the principal elements which a transportation plan should contain, within the context of regulatory plan in Costa Rica.It is hoped that thís document wilI gcncrally serve as a methological guide for the design of thosc rcgulatory plans, and particulary with regard to the scction dealing with transportation and roadways.There exists at prcsent a theoretical and methodological vacuum in this area which is reflected in a conceptual ambiguity and lack of methodological discipline, due to the various individual interpretations applied to ihose urban planning laws which do exist in this country.Statutory revisions now prov ide for the allocation of proceeds from real property taxes to the municipalities, thus making it emperative that those local governments which have not done so, promptly design their own regulatory plan, and that public and private consultants, as well as institutions of learning and research, offer their specialized expertise to this effort.Morever, this anide presents the results of many years of research in Ihis area in addition to the lessons learned from a continuing participation in conferences, seminars and events of a similar nature, heid at both national and international leveis.

This article aims to present the relation between the selected socio environmental indicators used to make the expert system environment (SEA) as tool for automate the process of viability consultation for implementation of new constructions, which tends to increase the agility of the public administration within the control of use and occupation of municipal land. The development of this tool is justified since the urban growth in most Brazilian cities has promoted sociospatial segregation, marginalization of the poor and degradation of natural environments. To elaborate the conceptual model of the SEA, the present study has selected socio environmental indicators and, also, has used parameters of environmental law and land use. For each indicator was determined a value that is measured by a checklist procedure and for the analysis of the legislation and crossed with the city’s basemap. Thus, it was made a connection between the characterizations of the environment versus the type of work in viability, resulting in a graph which allowed measuring the significant environmental impact. The implementation of the environmental modeling system encounters the instrumentalization of the municipal administration, which will feature modern land management tool.
