The Butterfly Effect on Peace Education

The objective of this paper on peace education is to generate a reflection, through the metaphor of the butterfly effect, on the importance of educating for peace during the change process of human beings and society.  It proposes education for peace as a human right, an experience and learning process that is put into practice by human beings.  It aims at changing attitudes and actions to create harmonious relationships based on the respect and recognition of human rights, and the freedom and dignity of every person.

La construcción de políticas sociales con enfoque de derechos humanos para losadultos mayores: estudio de caso, Bogotá 2009

 Resumen:Este artículo presenta los resultados de una investigación realizada en el primer semestre de 2009 por el Grupo de Investigación en Derechos Humanos de la Universidad del Rosario1 y financiada por la Secretaría de Integración Social del Distrito Capital, donde se buscó desarrollar lineamientos para una política pública para los adultos mayores en Bogotá. Se abordan, en primer lugar, los aportes conceptuales de la investigación y su relación con los principales trabajos que en la materia se adelantan por parte del Grupo de Investigación en Derechos Humanos de la Universidad del Rosario, luego se describen los hallazgos logrados a través del trabajo con grupos focales en 10 localidades de Bogotá y, finalmente concluir con una breve explicación acerca de los retos identificados en dicho proceso. Abstract:The article presents the results of a research done during the first semester of 2009 by the Human Right Research Team of the Rosario University, and financed by the Secretary of Social Integration from District Capital, where the development of guidelines for an the elder adult’s policy in Bogotá was pursued. The article considers, in first place, the conceptual contribution of the research and it is relation with the principal works that in the same subject are done by the Human Right Research Team of the University of Rosario. The findings are described throughout the focal groups of work in 10 communities of Bogotá. Finally, the article concludes with a brief explanation about the challenges identified in the process.

Derechos humanos de los pueblos indígenas: Chile tras la ratificación del convenio 169 de la OIT

En el mes de septiembre del año 2008, Chile ratificó el Convenio 169 sobre Pueblos Indígenas y Tribales en Países Independientes de la organización Internacional del Trabajo (OIT). Esta ratificación pone nuevamente sobre el tapete la discusión respecto la jerarquía de los Tratados Internacionales de Derechos Humanos en el sistema jurídico chileno, discusión que no ha podido ser zanjada desde la reforma del año 1989, que modificó el artículo 5º de la Carta Fundamental.AbstractIn September 2008, the State of Chile proceeded with the ratification of the InternationalLabour Organization 169 Treaty Concerning Indigenous and Tribal People in Independent Countries. This ratification brings once again for discussion the hierarchical place that International Human Rights Treaties have within the jurisdictional system in Chile, discussion that has not been settled since the 1989 reform that modified article 5 of the Fundamental Letter.

The right to adequate housing in International Human Rights Law: Polish transformation experiences

AbstractHousing rights are now one of the most fundamental social and economic human rights. It is therefore the duty of every country to implement such rights for its own citizens, irrespective of its economicdevelopment, political situation, or social conditions. Possession of appropriate living conditions determines, in fact, the possibility of using other, more advanced human rights (e.g. the right to health, right to development, right to peace, or access to culture). Realization of the right to adequate housing is increasingly problematic for developed countries. According to the United Nations, there areover 100 million homeless people worldwide and more than 1 billion inadequately housed. Poland is an example of a country particularly afflicted by housing problems after the Second World War.Experiences of Polish democratic transformation after 1989, therefore, provide interesting lessons (and warnings) for all countries wishing to deal with the social problems arising from housing difficulties.Keywords: right to adequate housing, human rights, housing rights, social transformation, transition, economic and social human rights, social issues, Poland, United Nations, communism.ResumenEl derecho a la vivienda es uno de los derechos humanos sociales y económicos más elementales. Por lo tanto, es un deber de todos los países implementar esos derechos para susciudadanos y ciudadanas, independependientmente de su desarrollo económico, situación política, o condiciones sociales. La posesión de adecuadas condiciones de vida determinala posibilidad de utilizar otros derechos humanos más avanzados (por ejemplo, derecho a la salud, derecho al desarrollo, derecho a la paz, acceso a la cultura). La realizacióndel derecho a una vivienda adecuada es cada vez más problemática para los países desarrollados. Según las Naciones Unidas, hay más de 100 millones de personas sin hogar en todo el mundo y más de 1000 millones alojadas en viviendas inadecuadas. Polonia es ejemplo de un país particularmente afectado por los problemas de vivienda después de la Segunda Guerra Mundial.
