Resumen Este trabajo analiza algunos aspectos de las negociaciones e iniciativas que intentan enfrentar el cambio climático a nivel internacional, poniendo énfasis en los mecanismos de compensación y la creación de los mercados de carbono, su significado en relación a  la creación dederechos de propiedad sobre la contaminación de la atmósfera” y en relación a la efectividad  que estos esquemas tienen para  enfrentar el Cambio Climático. Asimismo, se analiza su vinculación con la propuesta del actual gobierno de Costa Rica (Oscar Arias Sánchez, 2006-2010) denominada “Costa Rica, Carbono Neutral para el año 2021” y su pertinencia para enfrentar el Cambio Climático en nuestro país.  Abstract This document analyzes some aspects of the international negotiations and initiatives that intent to face out Climate Change. It put emphasis on the offset mechanisms and carbon markets, their meaning in terms of the creation of “property” over the atmosphere contamination rights and in term of their efficiency to face the Climate Change.  It also analyzes the relationship of these initiatives with the actual Costa Rican Government (Oscar Arias Sánchez, 2006-2010) proposal, named “Costa Rica, Carbon Neutral 2021” and its adequacy to confront Climate Change in the country.

In the Atlantic forest biome, very fragmented and with high diversity of ecosystems, of species, and high endemism degree, the maintenance of the status of the biological diversity presupposes the recovery and conservation of the mosaic of existent fragments. In that context, the use of global functional indicators for the evaluation of the state of conservation of fragments, for the character of systemic synthesis that they act becomes interesting. In tropical forests ecosystems, the surface organic matter stock of the soil is one functional indicator of the decomposition subsystem and they are responsible in big measured by the maintenance and survival of the communities of those ecosystems group. The human action when fragmenting the forest ecosystems, as it substitutes the native forest for different forms of use of the soil, it creates different head offices that they exercise pressures differentiated on the fragment and, consequently, on the operation of the fundamental processes of the ecosystem that represents it. Thus, in the sense of understanding the state of functional conservation of fragments forest remainders of the Atlantic forest, in the extent of the Environmental Protection Area of Petrópolis - Rio de Janeiro, which interferes in the Mosaic of Units of Conservation of the Fluminense Central Atlantic forest and, in a larger scale still, in the Ecological Corridor of the Serra do Mar, in the present study the stock of organic matter of surface of four forest fragments in summer of 2008 and summer of 2009 are analyzed comparatively.

As relações entre as espécies e o ambiente físico caracterizam-se por uma constante permuta dos elementos, em uma atividade cíclica, a qual, por compreender aspectos de etapas biológicas, físicas e químicas alternantes, recebe a denominação geral de Ciclos Biogeoquímicos. É através desses ciclos que os elementos e compostos químicos são transferidos entre os organismos e entre diferentes partes do planeta. O estudo e a compreensão dos ciclos biogeoquímicos podem ajudar a identificar potenciais impactos ambientais causados pela introdução de substâncias potencialmente perigosas nos diversos ecossistemas
