En la sesión 5173-03, artículo 9, del 27 de agosto de 2003 la Junta Directiva del Banco Central de Costa Rica dispuso instruir a la Administración para que llevara a cabo un estudio y presentara el informe final sobre la causa de la diferencia entre la tasa de interés de las colocaciones del Ministerio de Hacienda y el BCCR en la subasta conjunta y las ofrecidas por los bancos comerciales. En atención a esa solicitud, la División Económica preparó el presente informe.En una situación en la que existe una diversidad de opciones de ahorro, es de esperar que los títulos del Ministerio de Hacienda y del Banco Central sean una especie de referencia para los demás títulos a plazos similares. No obstante, si el mercado financiero percibe un riesgo de insolvencia por parte del sectorpúblico es posible esperar que los ahorrantes acepten dichos títulos sólo si se les reconoce una prima adicional por riesgo.

Introducción Los esfuerzos realizados desde los años sesenta para modernizar la agricultura de los países en desarrollo, presentan un notable ejemplo de colaboración entre gobiernos y agencias especializadas que no tienen paragón en otras actividades productivas. La transferencia masiva del paquete tecnológico de la revolución verde realizada desde los centros de investigación agrícola especializados hace el Tercer Mundo, requirió y contó con un enorme apoyo financiero y recursos humanos altamente calificados. El firme convencimiento en los años sesenta de que la limitada oferta de alimentos y el hambre eran la principal causa de las guerras y, por lo tanto, el principal problema que enfrentaba la humanidad, llevó a mirar con especial atención los avances científicos logrados en la producción de alimentos básicos. El descubrimiento a finales de los años 50 de tecnologías para producir hibridos y nuevas variedades de cereales de alto rendimiento, abrió la posibilidad por primera vez de modificar sustancialmente esta situación…

Expone los factores críticos que afectan las capacidades competitivas de las Mipymes y se indican los retos y dificultades. Explica las políticas de apoyo institucional que el Estado costarricense ha implementado y analiza los factores institucionales que han incidido en la neutralidad de la política pública de apoyo a las Mipymes. Sugiere recomendaciones para diseñar una política pública que fortalezca las capacidades competitivas de la Mipymes eficientemente. Abstract This paper analyses the relation between the competitiveness of small and medium size enterprises (SMEs) and the public policies framework. Specially, it explains the main policies that have been giving technical and financial support to SMEs in Costa Rica. Thus, institutions such as ministries have designed projects, programs and policies to solve internal and external requirements in term of technology, training, marketing, local infrastructure, credits, research and development, among others. However, small producers and manufactures criticize the labor and the efficiency of these institutions because they do not receive the all support that they need. Therefore, this paper suggests some recommendations to define a better policy framework to improve the competitiveness of SMEs in Costa Rica.

Ms. Van Patten Elia Maria de Ocampo attended the Ninth International Conference on City Library Associations Guyana from 14 to 17 July 1980, Venezuela. Elia was very inspiring to see that the Costa Rican school library system up to the head of the whole region. There are big plans in other countries but have not been able to practice in that it has successfully done in our country. This told us Elia Maria:  Venezuela was chosen by the International Association of School Librarians to host its ninth Annual Conference. The event was held in Ciudad Guayana from 14 to 18 July 1980 and its importance lies in the fact that he offered an excellent and unique opportunity to meet and exchange ideas on the situation of school libraries in America and other regions . Conference was attended by 160 delegates from 13 different countries. Representing the school libraries of the Ministry of Education and with funding from the OAS through the Multinational Project on School Library Resource Centers that attended this important library activity.

The purpose of this research was to apply a test that measures different multiple intelligences in children from two different elementary schools to determine whether there are differences between the Academicist Pedagogical Model (traditional approach) established by the Costa Rican Ministry of Public Education and the Cognitive Pedagogical Model (MPC) (constructivist approach). A total of 29 boys and 20 girls with ages 8 to 12 from two different public schools in Heredia (Laboratorio School and San Isidro School) participated in this study. The instrument used was a Multiple Intelligences Test for school age children (Vega, 2006), which consists of 15 items subdivided in seven categories: linguistic, logical-mathematical, visual, kinaesthetic, musical, interpersonal, and intrapersonal. Descriptive and inferential statistics (Two-Way ANOVA) were used for the analysis of data.  Significant differences were found in linguistic intelligence (F:9.47; p < 0.01) between the MPC school (3.24±1.24 points) and the academicist school (2.31±1.10 points).  Differences were also found between sex (F:5.26; p< 0.05), for girls (3.25±1.02 points) and boys (2.52±1.30 points). In addition, the musical intelligence showed significant statistical differences between sexes (F: 7.97; p < 0.05).  In conclusion, the learning pedagogical models in Costa Rican public schools must be updated based on the new learning trends.
