Relatively few studies have addressed water management and adaptation measures in the face of changing water balances due to climate change. The current work studies climate change impact on a multipurpose reservoir performance and derives adaptive policies for possible futurescenarios. The method developed in this work is illustrated with a case study of Hirakud reservoir on the Mahanadi river in Orissa, India,which is a multipurpose reservoir serving flood control, irrigation and power generation. Climate change effects on annual hydropower generation and four performance indices (reliability with respect to three reservoir functions, viz. hydropower, irrigation and flood control, resiliency, vulnerability and deficit ratio with respect to hydropower) are studied. Outputs from three general circulation models (GCMs) for three scenarios each are downscaled to monsoon streamflow in the Mahanadi river for two future time slices, 2045-65 and 2075-95. Increased irrigation demands, rule curves dictated by increased need for flood storage and downscaled projections of streamflow from the ensemble of GCMs and scenarios are used for projecting future hydrologic scenarios. It is seen that hydropower generation and reliability with respect to hydropower and irrigation are likely to show a decrease in future in most scenarios, whereas the deficit ratio and vulnerability are likely to increase as a result of climate change if the standard operating policy (SOP) using current rule curves for flood protection is employed. An optimal monthly operating policy is then derived using stochastic dynamic programming (SDP) as an adaptive policy for mitigating impacts of climate change on reservoir operation. The objective of this policy is to maximize reliabilities with respect to multiple reservoir functions of hydropower, irrigation and flood control. In variations to this adaptive policy, increasingly more weightage is given to the purpose of maximizing reliability with respect to hydropower for two extreme scenarios. It is seen that by marginally sacrificing reliability with respect to irrigation and flood control, hydropower reliability and generation can be increased for future scenarios. This suggests that reservoir rules for flood control may have to be revised in basins where climate change projects an increasing probability of droughts. However, it is also seen that power generation is unable to be restored to current levels, due in part to the large projected increases in irrigation demand. Sixteen irrigation subsystems of the Mahi Bajaj Sagar Project, Rajasthan, India, are evaluated and selection of the most suitable/best is made using data envelopment analysis (DEA) in both deterministic and fuzzy environments. Seven performance-related indicators, namely, land development works (LDW), timely supply of inputs (TSI), conjunctive use of water resources (CUW), participation of farmers (PF), environmental conservation (EC), economic impact (EI) and crop productivity (CPR) are considered. Of the seven, LDW, TSI, CUW, PF and EC are considered inputs, whereas CPR and EI are considered outputs for DEA modelling purposes. Spearman rank correlation coefficient values are also computed for various scenarios. It is concluded that DEA in both deterministic and fuzzy environments is useful for the present problem. However, the outcome of fuzzy DEA may be explored for further analysis due to its simple, effective data and discrimination handling procedure. It is inferred that the present study can be explored for similar situations with suitable modifications.

This paper presents an approach to model the expected impacts of climate change on irrigation water demand in a reservoir command area. A statistical downscaling model and an evapotranspiration model are used with a general circulation model (GCM) output to predict the anticipated change in the monthly irrigation water requirement of a crop. Specifically, we quantify the likely changes in irrigation water demands at a location in the command area, as a response to the projected changes in precipitation and evapotranspiration at that location. Statistical downscaling with a canonical correlation analysis is carried out to develop the future scenarios of meteorological variables (rainfall, relative humidity (RH), wind speed (U-2), radiation, maximum (Tmax) and minimum (Tmin) temperatures) starting with simulations provided by a GCM for a specified emission scenario. The medium resolution Model for Interdisciplinary Research on Climate GCM is used with the A1B scenario, to assess the likely changes in irrigation demands for paddy, sugarcane, permanent garden and semidry crops over the command area of Bhadra reservoir, India. Results from the downscaling model suggest that the monthly rainfall is likely to increase in the reservoir command area. RH, Tmax and Tmin are also projected to increase with small changes in U-2. Consequently, the reference evapotranspiration, modeled by the Penman-Monteith equation, is predicted to increase. The irrigation requirements are assessed on monthly scale at nine selected locations encompassing the Bhadra reservoir command area. The irrigation requirements are projected to increase, in most cases, suggesting that the effect of projected increase in rainfall on the irrigation demands is offset by the effect due to projected increase/change in other meteorological variables (viz., Tmax and Tmin, solar radiation, RH and U-2). The irrigation demand assessment study carried out at a river basin will be useful for future irrigation management systems. Copyright (c) 2012 John Wiley & Sons, Ltd.

This study aims at understanding the need for decentralized power generation systems and to explore the potential, feasibility and environmental implications of biomass gasifier-based electricity generation systems for village electrification. Electricity needs of villages are in the range of 5–20 kW depending on the size of the village. Decentralized power generation systems are desirable for low load village situations as the cost of power transmission lines is reduced and transmission and distribution losses are minimised. A biomass gasifier-based electricity generation system is one of the feasible options; the technology is readily available and has already been field tested. To meet the lighting and stationary power needs of 500,000 villages in India the land required is only 16 Mha compared to over 100 Mha of degraded land available for tree planting. In fact all the 95 Mt of woody biomass required for gasification could be obtained through biomass conservation programmes such as biogas and improved cook stoves. Thus dedication of land for energy plantations may not be required. A shift to a biomass gasifier-based power generation system leads to local benefits such as village self reliance, local employment and skill generation and promotion of in situ plant diversity plus global benefits like no net CO2 emission (as sustainable biomass harvests are possible) and a reduction in CO2 emissions (when used to substitute thermal power and diesel in irrigation pump sets).

Solar cells on thin conformable substrates require conventional plastics such asPS and PMMA that provide better mechanical and environmental stability with cost reduction. We can also tune charge transfer between PPV derivatives and fullerene derivatives via morphology control of the plastics in the solar cells. Our group has conducted morphology evolution studies in nano- and microscale light emitting domains in poly (2-methoxy, 5-(2'-ethyl-hexyloxy)-p-phenylenevinylene) (MEH-PPV) and poly (methyl methacrylate) (PMMA) blends. Our current research has been focused on tricomponent-photoactive solar cells which comprise MEH-PPV, PMMA, and [6,6]-phenyl C61-butyric acid methyl ester (PCBM, Figure 1) in the photoactive layer. Morphology control of the photoactive materials and fine tuning of photovoltaic properties for the solar cells are our primary interest. Similar work has been done by the Sariciftci research group. Additionally, a study on inter- and intramolecular photoinduced charge transfer using MEH-PPV derivatives that have different conjugation lengths (Figure 1, n=1 and 0.85) has been performed.

A global climate model experiment is performed to evaluate the effect of irrigation on temperatures in several major irrigated regions of the world. The Community Atmosphere Model, version 3.3, was modified to represent irrigation for the fraction of each grid cell equipped for irrigation according to datasets from the Food and Agriculture Organization. Results indicate substantial regional differences in the magnitude of irrigation-induced cooling, which are attributed to three primary factors: differences in extent of the irrigated area, differences in the simulated soil moisture for the control simulation (without irrigation), and the nature of cloud response to irrigation. The last factor appeared especially important for the dry season in India, although further analysis with other models and observations are needed to verify this feedback. Comparison with observed temperatures revealed substantially lower biases in several regions for the simulation with irrigation than for the control, suggesting that the lack of irrigation may be an important component of temperature bias in this model or that irrigation compensates for other biases. The results of this study should help to translate the results from past regional efforts, which have largely focused on the United States, to regions in the developing world that in many cases continue to experience significant expansion of irrigated land.

In the paper new way of classifying spillways have been suggested. The various types, merits and demerits or existing spillway devices have been discussed. The considerations governing the choice of a design of a spillway have been mention. A criteria for working out the economics of spillway design has been suggested. An efficient surplus sing device has next been described and compared with other devices. In conclusion it has been suggested that the most efficient and at the same time economical arrangement will be a combination of devices. In conclusion it has been suggested will be a combination of crest gate, volute siphons and high head gates. The appendix gives a list of devices used in dams in various parts of the world.

A river basin that is extensively developed in the downstream reaches and that has a high potential for development in the upper reaches is considered for irrigation planning. A four-reservoir system is modeled on a monthly basis by using a mathematical programing (LP) formulation to find optimum cropping patterns, subject to land, water, and downstream release constraints. The model is applied to a fiver basin in India. Two objectives, maximizing net economic benefits and maximizing irrigated cropped area, considered in the model are analyzed in the context of multiobjective planning, and the tradeoffs are discussed.

In a detailed model for reservoir irrigation taking into account the soil moisture dynamics in the root zone of the crops, the data set for reservoir inflow and rainfall in the command will usually be of sufficient length to enable their variations to be described by probability distributions. However, the potential evapotranspiration of the crop itself depends on the characteristics of the crop and the reference evaporation, the quantification of both being associated with a high degree of uncertainty. The main purpose of this paper is to propose a mathematical programming model to determine the annual relative yield of crops and to determine its reliability, for a single reservoir meant for irrigation of multiple crops, incorporating variations in inflow, rainfall in the command area, and crop consumptive use. The inflow to the reservoir and rainfall in the reservoir command area are treated as random variables, whereas potential evapotranspiration is modeled as a fuzzy set. The model's application is illustrated with reference to an existing single-reservoir system in Southern India.

This article presents the results of a study using satellite remote sensing techniques to evaluate the current status of canal system performance in terms of the spatial and temporal mismatch between water requirements and water releases within the command area The Rajolibanda Diversion Scheme(RDS)is the only operational major irrigation project in the drought prone district of Mahaboobnagar in Andra Pradesh. It is an inter-state project between Karnataka and Andra Pradesh which comprises of an anicut constructed in Karnataka in 1995 across river Thungabhdra and a 143 km long left bank main canel. The initial 42.6 km of the canel lies in Karnataka consisting of 12 distributaries and servers and serves an localised ayacut of 2739ha. In Andra Pradesh, the latter stretch of the main canal consists of distributaries 12A to 40, is localised to serve an ayacut of 35,410 ha.of which 14,215 ha during kharif season,19,332 ha, during rabi season and 1,863 ha.of perennial crops

An estimate of the irrigation potential over and above the existing utilization was made based on the ground water potential in the Vedavati river basin. The estimate is based on assumed crops and cropping patterns as per existing practice in the various taluks of the basin. Irrigation potential was estimated talukwise based on the available ground water potential identified from the simulation study. It is estimated that 84,100 hectares of additional land can be brought under irrigation from ground water in the entire basin.

Microbiological quality of the treated wastewater is an important parameter for its reuse. The data oil the Fecal Coliform (FC) and Fecal Streptococcus (FS) at different stages of treatment in the Sewage Treatment Plants (STPs) in Delhi watershed is not available, therefore in the present study microbial profiling of STPs was carried out to assess the effluent quality for present and future reuse options. This Study further evaluates the water quality profiles at different stages of treatment for 16 STPs in Delhi city. These STPs are based on conventional Activated Sludge Process (ASP), extended aeration, physical, chemical and biological treatment (BIOFORE), Trickling Filter and Oxidation Pond. The primary effluent quality produced from most of the STPs was suitable for Soil Aquifer Treatment (SAT). Extended Hydraulic Retention Time (HRT) as a result Of low inflow to the STPS Was responsible for high turbidity, COD and BODs removal. Conventional ASP based STPs achieved 1.66 log FC and 1.06 log FS removal. STPs with extended aeration treatment process produced better quality effluent with maximum 4 log order reduction in FC and FS levels. ``Kondli'' and ``Nilothi'' STPs employing ASP, produced better quality secondary effluent as compared to other STPs based oil similar treatment process. Oxidation Pond based STPs showed better FC and FS removals, whereas good physiochemical quality was achieved during the first half of the treatment. Based upon physical, chemical and microbiological removal efficiencies, actual integrated efficiency (IEa) of each STP was determined to evaluate its Suitability for reuse for irrigation purposes. Except Mehrauli'' and ``Oxidation Pond'', effluents from all other STPs require tertiary treatment for further reuse. Possible reuse options, depending Upon the geographical location, proximity of facilities of potential users based oil the beneficial uses, and sub-soil types, etc. for the Delhi city have been investigated, which include artificial groundwater recharge, aquaculture, horticulture and industrial uses Such as floor washing, boiler feed, and cooling towers, etc. (C) 2009 Elsevier B.V. Groundwater is a significant water resource in India for domestic, irrigation, and industrial needs. By far the most serious natural groundwater-quality problem in India, in terms of public health, derives from high fluoride, arsenic, and iron concentrations. Hydrogeochemical investigation of fluoride contaminated groundwater samples from Kolar and Tumkur Districts in Karnataka are undertaken to understand the quality and potability of groundwater from the study area, the level of fluoride contamination, the origin and geochemical mechanisms driving the fluoride enrichment. Majority of the groundwater samples did not meet the potable water criteria as they contained excess (>1.5 mg/L) fluoride, dissolved salts (>500 mg/L) and total hardness (75-924 mg/L). Hydrogeochemical facies of the groundwater samples suggest that rock weathering and evaporation-crystallization control the groundwater composition in the study area with 50-67% of samples belonging to the Ca-HCO3 type and the remaining falling into the mixed Ca-Na-HCO3 or Ca-Mg-Cl type. The saturation index values indicated that the groundwater in the study area is oversaturated with respect to calcite and under-saturated with respect to fluorite. The deficiency of calcium ion concentration in the groundwater from calcite precipitation favors fluorite dissolution leading to excess fluoride concentration.
