The games were an opportunity for Spain to show to the world as a modern, wealthy and democratic country of Western Europe, that successfully accomplished 15 years of political transition and dealt with identity issues. But the games also were a window of opportunity for the complete “reinvention” of Barcelona at all levels (political, economical, social and urbanistic) and laid the foundations for the development of the city in the next decades. This research argues that this process of “reinvention of the city” can be explained for three factors: 1) A policy coalition involving key economic and social actors under the leadership of Barcelona‟s Major, which led to a new urban regime. 2) An intergovernmental game that privileged the cooperation between the federal and urban government, as well as the international sports institutions 3) An understanding of the Olympic infrastructures not only as a guarantee for the success of the event, but as the starting point for a new model of urban and identity development regarding to the XXI siècle. The presented work is an essay rather than a scientific dissertation. The author wants to put an impact on the source of conflicts regarding the complex subject of heritage management and conservation in comparison with the local needs and the given context. The paper attempts to show the role of local communities and their cooperation with authorities as well as the effects of such cooperation. The area of research comprises the problems arising in the field of implementing external rules on the local field, challenges appearing regarding the needs of local communities and the efforts of official authorities trying to implement the principles of the conventions. The problems arise when local communities display the lack of understanding and do not share the common idea of heritage conservation. This is caused mainly by the decreasing possibilities of comfortable life. The author tries to identify the main and wrongful approaches as ‘Gone with the Wind’, ‘The Prince and The Pauper’, ‘Heart of Darkness’ or ‘Scarlet letter’. The focus will be put to explain what the areas are where a mutual misunderstanding arise and why all parts to the problem present different points of view. What creates a value? Is it a heritage object or maybe the other values need a stronger protection? When the general duty and the need to protect the heritage is regarded as a controversy and when it is considered as a value within a given community? The international public interest in heritage protection is often regarded as an attempt to diminish the sovereign power of the community and provokes severe controversies and tensions. The major problem envisaged today seems to be the massive and increasing urbanisation and the destruction of the vestiges still existing of traditional cultures, when we consider century urban post-industrial districts of Upper Silesia in Poland, the medieval cities in Western Europe, the traditional nomad Masaya villages in Kenya or the remains of vanished cultures in various regions of Asia. The preferred platform of cooperation between the parts of the conflict includes divergent needs, beliefs and practices of communities and the possible fields of reconciling the abovementioned. Chosen examples of the best practices considering mutual cooperation will be underlined.

This research paper sets up a typology of libraries managed by cultural centres abroad. Nearly 2,200 libraries linked to a dozen of different cultural organizations provide not only traditional services such as loan and access to printed and audiovisual materials but they also approach local citizens, offering help and services in matters of education, literacy, cooperation, social issues or development. These actions may fit under the label of cultural diplomacy actions. This paper analyses the relevance of those cultural centres and offers a classification through a table including networks of institutions of the thirty most significant cultural centres worldwide.

The objective of this paper is to analyse the effects of international R&D cooperation on firms’ economic performance. Our approach, based on a complete data set with information about Spanish participants in research joint ventures supported by the EU Framework Programme during the period 1995-2005, establishes a recursive model structure to capture the relationship between R&D cooperation, knowledge generation and economic results, which are measured by labour productivity. In the analysis we take into account that the participation in this specific type of cooperative projects implies a selection process that includes both the self-selection by participants to join the consortia and the selection of projects by the European Commission to award the public aid. Empirical analysis has confirmed that: (1) R&D co-operation has a positive impact on the technological capacity of firms, captured through intan-gible fixed assets and (2) the technological capacity of firms is positively related to their productivity.
