This paper focuses on the concept of Integrated Coastal Management (ICM) putting the theoretical basis of Chapter 17, Agenda 21 (UN Conference on Environment and Development, UNCED), in relation to the theoretical backgrounds on which the development of coastal area programmes have been founded. Reasoning leads us to think that the general system theory is the proper conceptual basis to stimulate ICM and that, in this theoretical context, integration is to be pursued between (i) the claiming of national maritime jurisdictional belts and the protection of the coastal ecosystem, (ii) the coastal system and its external environment, (iii) the decision making systems acting at all levels (international, regional, national and local). Integration, therefore, should be thought of as a political process.

Salt marsh-tidal creek systems as a coastal geomorphological unit represent an important natural resource. The present study on Jiangsu salt marshes, eastern China, shows that variations in tidal current velocities in salt marsh creeks are controlled by the local tidal wave characteristics and the bed slope and elevation of the salt marshes and creeks. Likewise, the tidal currents modify the geomorphology of the salt marsh-tidal creek systems by transporting sediments and causing erosion/deposition. Storm events, which appear to have cyclical changes in their intensity relating to sunspot activities, can affect the geomorphic evolution of such systems. Further, in response to accelerated sea-level rise, accretional rates on salt marshes may increase. The tidal creeks have the function of transporting water and sediment onto the salt marsh surface; further, the energy of tidal currents and waves are dissipated within the salt marsh-tidal creek system. Hence, this coastal system has a potential value for coastal protection.

This paper discusses the definition and use of the term ‘integrated management’ in the context of coastal and ocean resources. It identifies several components which appear to be needed to establish an integrated management system for a large area subject to multiple use and jurisdiction. It suggests that the basis of integrated management should be a clear articulation of common purpose which addresses long term needs and vision. Once developed, this common purpose should be securely established to provide the setting against which sectoral and agencies managers and the community conduct and co-ordinate their activities.

Natural hazards and human activities in the coastal zone are threatening the integrity of the coastal resource system. Conflicts of interest between short term economic benefits and long term ecologic assets should be identified and solved by means of a balanced CZM approach. Systems analysis, supported by mathematical modelling tools are the appropriate instruments to assist the coastal zone manager. The paper presents a general system description of the coastal zone, and focuses on the modelling of the natural subsystem components of this system as a first step towards a model for Integrated Coastal Management (ICM).

On the basis of data of drifting bottles' tracks and the current measured in anchored stations, as well as temperature and salinity observed in cruise investigations and coastal stations, ADCP current data and AVHRR surface sea temperature (SST) data on the western coast of Guangdong, synthetic results of analysis showed that the coastal currents in the west of the mouth of the Zhujiang River were mainly westward in summer, which constituted the north branch of cyclonic gyre in the east of the Qiongzhou Straits. Part of its water flowed westward into the Beibu Gulf through the Qiongzhou Straits. The coastal current pattern was not identical with the traditional current system which flowed westward in the Qiongzhou Straits in winter and eastward in summer. The summertime's coastal current was always westward, maybe temporarily turning northeast only when the southwest wind was strong. The important characteristics of coastal current on the western coast of Guangdong, in the Qiongzhou Straits and in the north of the Beibu Gulf were analyzed and their mechanisms also were explained.

The distribution of dissolved organic nitrogen (DON) and nitrate were determined seasonally (winter, spring and summer) during three years along line P, i.e. an E-W transect from the coast of British Columbia, Canada, to Station P (50degreesN, 145degreesW) in the subarctic North East Pacific Ocean. In conjunction, DON measurements were made in the Straits of Juan de Fuca and Georgia within an estuarine system connected to the NE Pacific Ocean. The distribution of DON at the surface showed higher values of 4-17 muM in the Straits relative to values of 4-10 muM encountered along line P, respectively. Along line P, the concentration of DON showed an inshore-offshore gradient at the surface with higher values near the coast. The equation for the conservation of DON showed that horizontal transport of DON (inshore-offshore) was much larger than vertical physical mixing. Horizontal advection of DON-rich waters from the coastal estuarine system to the NE Pacific Ocean was likely the cause of the inshore-offshore gradient in the concentration of DON. Although the concentration of DON was very variable in space and time, it increased from winter to summer, with an average build up of 4.3 muM in the Straits and 0.7 muM in the NE subarctic Pacific. This implied seasonal DON sources of 0.3 mmol N m(-2) d(-1) at Station P and 1.5 mmol N m(-2) d(-1) in the Straits, respectively. These seasonal DON accumulation rates corresponded to about 15-20% of the seasonal nitrate uptake and suggested that there was a small seasonal build up of labile DON at the surface. However, the long residence times of 180-1560 d indicated that the most of the DON pool in surface waters was refractory in two very different productivity regimes of the NE Pacific. Fed fish farms produce large amounts of wastes, including dissolved inorganic nitrogen and phosphorus. In China, fish mariculture in coastal waters has been increasing since the last decade. However, there is no macroalgae commercially cultivated in north China in warm seasons. To exploit fish-farm nutrients as a resource input, and at the same time to reduce the risk of eutrophication, the high-temperature adapted red alga Gracilaria lemaneiformis (Bory) Dawson from south China was co-cultured with the fish Sebastodes fuscescens in north China in warm seasons. Growth and nutrient removal from fish culture water were investigated in laboratory conditions in order to evaluate the nutrient bioremediation capability of G. lemaneiformis. Feasibility of integrating the seaweed cultivation with the fed fish-cage aquaculture in coastal waters of north China was also investigated in field conditions. Laboratory seaweed/fish co-culture experiments showed that the seaweed was an efficient nutrient pump and could remove most nutrients from the system. Field cultivation trials showed that G. lemaneiformis grew very well in fish farming areas, at maximum growth rate of 11.03% day(-1). Mean C, N, and P contents in dry thalli cultured in Jiaozhou Bay were 28.9 +/- 1.1%, 4.17 +/- 0.11 % and 0.33 +/- 0.01 %, respectively. Mean N and P uptake rates of the thalli were estimated at 10.64 and 0.38 mu mol g(-1) dry weight h(-1), respectively. An extrapolation of the results showed that a 1-ha cultivation of the seaweed in coastal fish fanning waters would give an annual harvest of more than 70 t of fresh G. lemaneiformis, or 9 t dry materials; 2.5 t C would be produced, and simultaneously 0.22 t N and 0.03t P would be sequestered from the seawater by the seaweed. Results indicated that the seaweed is suitable as a good candidate for seaweed/fish integrated mariculture for bioremediation and economic diversification. The integration can benefit economy and environment in a sustainable manner in warm seasons in coastal waters of north China. (c) 2005 Elsevier B.V. All rights reserved.
