介绍了生物质气化与废弃物焚烧联合发电技术项目,确定了该项目经济效益的评价指标,定量计算了项目的投资回收期、净现值和内部收益率。同时还对燃料费用、上网电价和固定资产变化引起的敏感性进行分析。结果表明,该联合发电技术的动态投资回收期为9.05a,净现值为2770万元,内部收益率为15.82%,三个经济指标均符合行业标准。从经济角度看是完全可行的。


The item of the biomass gasification and waste incineration combined power was briefly introduced in the paper. The eyaluation index for the economic benefit of this combined power technology was confirmed. The pay back period, net present value and internal rate of return were quantitatively calculated. In addition, sensitivity of evaluation index arose by fuel cost, distribution electricity price and fixed assets was analyzed. The result point out that from the view of economy this combined power technology is feasible because its evaluation index accord with standard of electric industry.

生态资产评估是近年来备受关注的一项工作。长期以来,由于受资源无价、环境无价观念的影响,生态资产评估的各个环节目前来看都不是很成熟。虽然这方面的社会需要非常紧迫,但可操作的评价方法及指标体系却无法满足社会的需求,许多认识也很不清晰和一致,因此,开展此项工作就显得非常迫切和重要。 本文拟在已有工作的基础上,就生态资产的理论和实践两方面面临的问题进行探究。理论上,综合分析、归纳、凝炼和完善前人的研究工作,对生态资产评估所研究的内容和具体的测算方法进行了阐释。借鉴自然资本理论和森林资源核算理论等已有成果和方法,提出较为完善的生态资产评估理论和可操作的评估方法。选择长白山林区露水河林业局为典型案例,基于森林资源清查数据,在实地调查和对相关大量文献综合分析的基础上,从生态系统质量、生态系统压力和生态资产价值量三方面进行了具体测算。获得以下主要结论: (1)生态资产评估可以从生态系统质量、生态系统压力和生态资产价值量三方面着手,由于生态系统的复杂性,目前看来,评估的精确性不应是首要目的,而评价方法及结论的科学与合理性、能否产生较强的说服力和警示作用才是关键。 (2)构建了操作相对简单,容易理解的生态系统质量评估指标体系。选用综合指标法,初步得出长白山林区露水河林业局的生态系统质量指数为0.6,说明该地区生态系统质量有待提高。 (3)运用生态足迹指数来反映区域生态系统所受压力的程度,计算得生态足迹指数为0.638,表明该区具有弱可持续发展能力,也反映了长白山林区露水河林业局森林生态系统所受外力需要减轻。 (4)运用传统的测算方法,结合社会发展阶段系数,选择并测算了林木,林副产品,碳储,涵养水源,生态旅游等5个方面的资产价值。长白山林区露水河林业局生态资产的总量为180.2亿元,人均拥有生态资产约为35.7万元。其中有形生态资产为23.5亿元,无形生态资产为156.71亿元,无形生态资产是有形生态资产的6.67倍,由此足见加强生态保护的重要性。

Natural hazards and human activities in the coastal zone are threatening the integrity of the coastal resource system. Conflicts of interest between short term economic benefits and long term ecologic assets should be identified and solved by means of a balanced CZM approach. Systems analysis, supported by mathematical modelling tools are the appropriate instruments to assist the coastal zone manager. The paper presents a general system description of the coastal zone, and focuses on the modelling of the natural subsystem components of this system as a first step towards a model for Integrated Coastal Management (ICM).
