Cities may be responsible for up to 70% of global carbon emissions and 75% of global energy consumption and by 2050 it is estimated that 70% of the world's population could live in cities. The critical challenge for contemporary urbanism, therefore, is to understand how to develop the knowledge, capacity and capability for public agencies, the private sector and multiple users in city regions systemically to re-engineer their built environment and urban infrastructure in response to climate change and resource constraints. Re-Engineering the City 2020-2050: Urban Foresight and Transition Management (Retrofit 2050) is a major new interdisciplinary project funded under the Engineering and Physical Science Research Council's (EPSRC) Sustainable Urban Environments Programme which seeks to address this challenge. This briefing describes the background and conceptual framing of Retrofit 2050 project, its aims and objectives and research approach.

This paper discusses the sustainability of two different approaches to upgrade water and sanitation infrastructure in Kenya’s largest informal settlement, Kibera. A background to the urbanization of poverty is outlined along with approaches to urban slums. Two case-studies of completed interventions of infrastructure upgrading have been investigated. In one case-study, the upgrading method driven by an NGO uses an integrated livelihoods and partnership technique at community level to create an individual project. in the other case-study, the method is a collaboration between the government and a multi-lateral agency to deliver upgraded services as a part of a country-wide programme. The ‘bottom-up’ (project) and ‘top-down’ (programme) approaches each seek sustainability and aim to achieve this in the same context using different techniques. This paper investigates the sustainability of each approach. The merits and challenges of the approaches are discussed with the projected future of Kibera. The paper highlights the valuable opportunity for the role of appropriate engineering infrastructure for sustainable urban development, as well as the alleviation of poverty in a developing context.

This paper describes the resettlement process of a community devastated by annual floods, to newly constructed housing in Pune, India. The relocation from Kamgar Putala slum to a housing society at Hadapsar was organized by a community-led NGO partnership in 2004. The housing development was coordinated by the local NGO Shelter Associates with significant community participation. The housing has been revisited in 2010 to evaluate the sustainability of the resettlement project’s delivery model via stakeholder perception. The process of organizing for resettlement after natural disaster is described along with the implementation and evaluation of the new housing nearly six years after initial occupation. The strong partnership approach overcame a series of political and financial hurdles at various stages of the relocation project. The story of resettling Kamgar Putala is detailed alongside an outline of the current political climate for an alternative slum-upgrading policy in India and Pune. The advantages of an empowered community supported by an influential local NGO demonstrate a commendable team effort which has tackled the threat of floods. The paper highlights the merits of a community-led partnership approach to housing development for achieving sustainable urban development as well as the alleviation of poverty in a developing context.

Contaminated land remediation has traditionally been viewed as sustainable practice because it reduces urban sprawl and mitigates risks to human being and the environment. However, in an emerging green and sustainable remediation (GSR) movement, remediation practitioners have increasingly recognized that remediation operations have their own environmental footprint. The GSR calls for sustainable behaviour in the remediation industry, for which a series of white papers and guidance documents have been published by various government agencies and professional organizations. However, the relationship between the adoption of such sustainable behaviour and its underlying driving forces has not been studied. This study aims to contribute to sustainability science by rendering a better understanding of what drives organizational behaviour in adopting sustainable practices. Factor analysis (FA) and structural equation modelling (SEM) were used to investigate the relationship between sustainable practices and key factors driving these behaviour changes in the remediation field. A conceptual model on sustainability in the environmental remediation industry was developed on the basis of stakeholder and institutional theories. The FA classified sustainability considerations, institutional promoting and impeding forces, and stakeholder's influence. Subsequently the SEM showed that institutional promoting forces had significant positive effects on adopting sustainability measures, and institutional impeding forces had significant negative effects. Stakeholder influences were found to have only marginal direct effect on the adoption of sustainability; however, they exert significant influence on institutional promoting forces, thus rendering high total effect (i.e. direct effect plus indirect effect) on the adoption of sustainability. This study suggests that sustainable remediation represents an advanced sustainable practice, which may only be fully endorsed by both internal and external stakeholders after its regulatory, normative and cognitive components are institutionalized. © 2014 Elsevier Ltd. The global trend towards urbanization means that over half of the world's population now lives in cities. Cities use energy in different proportions to national energy use averages, typically corresponding to whether a country is industrialized or developing. Cities in industrialized countries tend to use less energy per capita than the national average while cities in developing countries use more. This paper looks at existing World Bank data in respect to urban energy consumption, the emissions inventory work done by New York City, and discusses how this data highlights the need for a focus on: energy policy for buildings in industrialized cities; masterplanning and new construction standards in developing cities; and how urban energy policy can become more effective in reducing urban greenhouse gas emissions.
