A technique of cross talk mitigation developed for liquid crystal on silicon spatial light modulator based optical interconnects and fiber switches is demonstrated. By purposefully introducing an appropriate aberration into the system, it is possible to reduce the worst-case cross talk by over 10 dB compared to conventional Fourier-transform-based designs. Tests at a wavelength of 674nm validate this approach, and show that there is no noticeable reduction in diffraction efficiency. A 27% spot increase in beam diameter is observed, which is predicted to reduce at longer datacom and telecom wavelengths. © 2012 Optical Society of America.

Restoring a scene distorted by atmospheric turbulence is a challenging problem in video surveillance. The effect, caused by random, spatially varying, perturbations, makes a model-based solution difficult and in most cases, impractical. In this paper, we propose a novel method for mitigating the effects of atmospheric distortion on observed images, particularly airborne turbulence which can severely degrade a region of interest (ROI). In order to extract accurate detail about objects behind the distorting layer, a simple and efficient frame selection method is proposed to select informative ROIs only from good-quality frames. The ROIs in each frame are then registered to further reduce offsets and distortions. We solve the space-varying distortion problem using region-level fusion based on the dual tree complex wavelet transform. Finally, contrast enhancement is applied. We further propose a learning-based metric specifically for image quality assessment in the presence of atmospheric distortion. This is capable of estimating quality in both full-and no-reference scenarios. The proposed method is shown to significantly outperform existing methods, providing enhanced situational awareness in a range of surveillance scenarios. © 1992-2012 IEEE.

Mitigation plans to combat climate change depend on the combined implementation of many abatement options, but the options interact. Published anthropogenic emissions inventories are disaggregated by gas, sector, country, or final energy form. This allows the assessment of novel energy supply options, but is insufficient for understanding how options for efficiency and demand reduction interact. A consistent framework for understanding the drivers of emissions is therefore developed, with a set of seven complete inventories reflecting all technical options for mitigation connected through lossless allocation matrices. The required data set is compiled and calculated from a wide range of industry, government, and academic reports. The framework is used to create a global Sankey diagram to relate human demand for services to anthropogenic emissions. The application of this framework is demonstrated through a prediction of per-capita emissions based on service demand in different countries, and through an example showing how the "technical potentials" of a set of separate mitigation options should be combined.

Abstract: Starting in the 1980s, household-level water treatment and safe storage systems (HWTS) have been developed as simple, local, user-friendly, and low cost options to improve drinking water quality at the point of use. However, despite conclusive evidence of the health and economic benefits of HWTS, and promotion efforts in over 50 countries in the past 20 years, implementation outcomes have been slow, reaching only 5-10 million regular users. This study attempts to understand the barriers and drivers affecting HWTS implementation. Although existing literature related to HWTS and innovation diffusion theories proposed ample critical factors and recommendations, there is a lack of holistic and systemic approach to integrate these findings. It is proposed that system dynamics modelling can be a promising tool to map the inter-relationships of different critical factors and to understand the structure of HWTS dissemination process, which may lead to identifying high impact, leveraged mitigation strategies to scale-up HWTS adoption and sustained use.

Soil liquefaction continues to be a major source of damage to buildings and infrastructure after major earthquake events. Ground improvement methods are widely used at many sites worldwide as a way of mitigating liquefaction damage. The relative success of these ground improvement methods in preventing damage after a liquefaction event and the mechanisms by which they can mitigate liquefaction continue to be areas of active research. In this paper the emphasis is on the use of dynamic centrifuge modelling as a tool to investigate the effectiveness of ground improvement methods in mitigating liquefaction risk. Three different ground improvement methods will be considered. First, the effectiveness of in situ densification as a liquefaction resistance measure will be investigated. It will be shown that the mechanism by which soil densification offers mitigation of the liquefaction risk can be studied at a fundamental level using dynamic centrifuge modelling. Second, the use of drains to relieve excess pore pressures generated during an earthquake event will be considered. It will be shown that current design methods can be further improved by incorporating the understanding obtained from dynamic centrifuge tests. Finally, the use of soil grouting to mitigate liquefaction risk will be investigated. It will be shown that by grouting the foundation soil, the settlement of a building can be reduced following earthquake loading. However, the grouting depth must extend the whole depth of the liquefiable layer to achieve this reduction in settlements.

Replacing a conventional combustor in a gas turbine with one that produces a pressure gain could significantly raise cycle efficiency. For this efficiency gain to be achieved the exit flow from the combustor must be coupled to the downstream turbine such that the pressure gain produced by the combustor is retained and such that the turbine efficiency is maintained. The exit flow from a pressure gain combustor will often contain a high velocity unsteady jet. It has previously been proposed that ejectors should be used to harness the energy in the unsteady jet, this paper proposes combining an ejector with the first stage vane, producing a single compact component that preserves the combustion driven pressure gain and delivers a suitable flow to the turbine so that its efficiency is not compromised. This novel component has been experimentally tested for the first time. The performance of this first prototype design is found to be low due to high levels of loss generated by secondary flows. However possible mitigation strategies are discussed. It is shown that the unsteadiness at exit form the ejector-vane is reduced compared to the inlet flow. If a pulse combustor were incorporated into a gas turbine, it is unlikely that the level of unsteadiness experienced in a downstream rotor will be significantly larger that that due to the periodic passing of upstream wakes. State and regional policies, such as low carbon fuel standards (LCFSs), increasingly mandate that transportation fuels be examined according to their greenhouse gas (GHG) emissions. We investigate whether such policies benefit from determining fuel carbon intensities (FCIs) locally to account for variations in fuel production and to stimulate improvements in FCI. In this study, we examine the FCI of transportation fuels on a lifecycle basis within a specific state, Minnesota, and compare the results to FCIs using national averages. Using data compiled from 18 refineries over an 11-year period, we find that ethanol production is highly variable, resulting in a 42% difference between carbon intensities. Historical data suggests that lower FCIs are possible through incremental improvements in refining efficiency and the use of biomass for processing heat. Stochastic modeling of the corn ethanol FCI shows that gains in certainty due to knowledge of specific refinery inputs are overwhelmed by uncertainty in parameters external to the refiner, including impacts of fertilization and land use change. The LCA results are incorporated into multiple policy scenarios to demonstrate the effect of policy configurations on the use of alternative fuels. These results provide a contrast between volumetric mandates and LCFSs. © 2011 Elsevier Ltd.
