Command and control regulation programs, particularly input constraints, typically fail to achieve stated objectives, because fishermen may substitute unregulated for regulated inputs. It is, thus, essential to have an understanding of the internal structure of production technology. A primal formulation is used to estimate a translog production function at the vessels level that includes fishing effort and fisherman’s skill. The flexibility of the selected functional permits the analysis of the substitution possibilities among inputs by estimating the elasticity of substitution with no prior constraints. Particular attention is paid to the empirical validation of fishing effort as an aggregate input, which implies either, the acceptation of the joint hypothesis that inputs making up effort are weakly separable from the inputs out of the subgroup or considering that effort is an intermediate input produced by a non-separable two stage technology. Cross sectional data from the Spanish purse seine fleet operating in the VIII Division European anchovy fishery provide evidence of limited input substitution possibilities among the inputs making up the empirically validated fishing effort translog micro-production function.

Rating enables the information asymmetry existing in the issuer-investor relationship to be reduced, particularly for issues with a high degree of complexity, as is the case of securitizations. However, there may be a serious conflict of interest between the issuer’s choice and remuneration of the agency and the credit rating awarded, resulting in lower quality and information power of the published rating. In this paper, we propose an explicative model of the number of ratings requested, by analyzing the relevance of the number of ratings to measure the reliability, where multirating is shown to be associated to the quality, size, liquidity and the degree of information asymmetry relating to the issue. Thus, we consider that the regulatory changes that foster the widespread publication of simultaneous ratings could help to alleviate the problem of rating model arbitrage and the crisis of confidence in credit ratings in general and in the securitization issues, in particular.

This paper studies the feasibility of calculating strains in aged F114 steel specimens with Fiber Bragg Grating (FBG) sensors and infrared thermography (IT) techniques. Two specimens have been conditioned under extreme temperature and relative humidity conditions making comparative tests of stress before and after aging using different adhesives. Moreover, a comparison has been made with IT tecniques and conventional methods for calculating stresses in F114 steel. Implementation of Structural Health Monitoring techniques on real aircraft during their life cycle requires a study of the behaviour of FBG sensors and their wiring under real conditions, before using them for a long time. To simulate aging, specimens were stored in a climate chamber at 70 degrees C and 90% RH for 60 days. This study is framed within the Structural Health Monitoring (SHM) and Non Destructuve Evaluation (NDE) research lines, integrated into the avionics area maintained by the Aeronautical Technologies Centre (CTA) and the University of the Basque Country (UPV/EHU).

[EUS] Laurogeita hamarreko hamarkadan, Eusko Jaurlaritzako Berriztapen Pedagogikoaren Zuzendaritzak eta Bartzelonako Unibertsitateko CREA (Gizarte eta Heziketarako Ikerkuntza Zentroa) ikerkuntza-taldeak Ikas Komunitateen proiektua jarri zuten martxan, elkarlanean, Euskal Autonomia Erkidegoko lau zentrotan. Zentro horiek hezkuntza-proiektu berri bat abiatzeko bidea ematen dute; izan ere, porrot akademiko handia izatearren hautatu dira, ikasle-taldeen aniztasunaren egoerari heltzeko arazo ugari dituztelako edota dauden lekuetan gizarte-bazterkeriarekin loturiko arazo anitz daudelako. Aldi berean, proiektuak eraldaketa proposatzen du, bai eskolarena, baita inguruarena ere, eta, horretarako, eskolako partaide guztiak hartzen ditu kontuan. Emaitza onak ikusi ostean, eta, hezkuntza-berriztapenaren alorrean lehentasuna izanik, ekimena zabaltzen hasi zen hastapeneko zentroez bestelako ezaugarri sozioedukatiboak dituzten eskoletara ere. Esperientzia berritzaile horiek aurrera eramateko gogo handiz agertu ziren, baita ere, «praktika on»en paradigma ez zirenak, eta, emaitzei begiratzen badiegu, dirudienez, etekin onak lortzen ari dira zentroetan. Ikas Komunitateen proiektuak berekin daraman gaitasun eraldatzaileak egokitzeko berezko ahala erakusten du. Egokitzapen horretan, eskolaren —inguruarekin batera— eta proiektuaren arteko sinbiosia lortzen da, hezkuntzako arrakasta- ekintzak sustatuz.
