In this paper we analyse the behaviour of the EU market for CO2 emission allowances; specifically, we focus on the contracts maturing in the Kyoto Protocol's second period of application (2008 to 2012). We calibrate the underlying parameters for the allowance price in the long run and we also calibrate those from the Spanish wholesale electricity market. This information is then used to assess the option to install a carbon capture and storage (CCS) unit in a coal-fired power plant. We use a two-dimensional binomial lattice where costs and profits are valued and the optimal investment time is determined. In other words, we study the trigger allowance prices above which it is optimal to install the capture unit immediately. We further analyse the impact of several variables on the critical prices, among them allowance price volatility and a hypothetical government subsidy. We conclude that, at current permit prices, from a financial point of view, immediate installation does not seem justified. This need not be the case, though, if carbon market parameters change dramatically and/or a specific policy to promote these units is adopted.

Single-species management objectives may not be consistent within mixed fisheries. They may lead species to unsafe situations, promote discarding of over-quota and/or misreporting of catches. We provide an algorithm for characterising bio-economic reference points for a mixed fishery as the steady-state solution of a dynamic optimal management problem. The optimisation problem takes into account: i) that species are fishing simultaneously in unselective fishing operations and ii)intertemporal discounting and fleet costs to relate reference points to discounted economic profits along optimal trajectories. We illustrate how the algorithm can be implemented by applying it to the European Northern Stock of Hake (Merluccius merluccius), where fleets also capture Northern megrim (Lepidorhombus whiffiagonis) and Northern anglerfish (Lophius piscatorius and Lophius budegassa). We find that optimal mixed management leads to a target reference point that is quite similar to the 2/3 of the Fmsy single-species (hake) target. Mixed management is superior to singlespecies management because it leads the fishery to higher discounted profits with higher long-term SSB for all species. We calculate that the losses due to the use of the Fmsy single-species (hake) target in this mixed fishery account for 11.4% of total discounted profits.

This paper deals with electing candidates. In elections voters are frequently offered a small set of actions (voting in favor of one candidate, voting blank, spoiling the ballot, and not showing up). Thus voters can express neither a negative opinion nor an opinion on more than one candidate. Approval voting partially fills this gap by asking an opinion on all candidates. Still the choice is only between approval and non approval. However non approval may mean disapproval or just indifference or even absence of suffcient knowledge for approving the candidate. In this paper we characterize the dis&approval voting rule, a natural extension of approval voting that distinguishes between indifference and disapproval.

Español: A finales del 2007 muchas entidades financieras comenzaron a mostrar cifras negativas en sus balances y tras la quiebra de entidades de gran peso económico como el banco Lehman Brothers en Estados Unidos en septiembre del 2008, el mundo se ha visto envuelto en una crisis económica de la que parece no verse el final. Las entidades financieras tradicionales han centrado sus esfuerzos en obtener las mayores rentabilidades posibles, invirtiendo sus recursos en activos muy arriesgados, que si bien en un principio generaban beneficios muy elevados, a día de hoy han hecho quebrar muchas entidades a nivel mundial y han provocado la pérdida de los ahorros de muchos ciudadanos. Ajenas a esto se encuentran las entidades microfinancieras, que con un enfoque muy diferente al de la banca tradicional, se han centrado en proporcionar financiación a aquellos que dada su situación económica y falta de garantías no podían acudir al sector financiero tradicional. Tras realizar un análisis de los resultados de ambos modelos financieros desde 2006 hasta 2012, se ha podido comprobar como el sector microfinanciero presenta resultados más favorables y muestra una mayor prosperidad de cara al futuro. Por lo general, estas entidades mantienen niveles de solvencia más elevados y emplean todos sus recursos en proporcionar financiación a sus clientes. Finalmente, la solución a los problemas del sistema financiero tradicional se basa en un aumento de los niveles de capital de sus entidades, volviendo a un modelo de banca tradicional centrado en ofrecer financiación al público, con provisiones más liquidas y mayores garantías ante necesidades de liquidez como las retiradas masivas de depósitos recientemente sufridas.
