[ES]Las políticas de apoyo al emprendimiento se han demostrado imprescindibles para el desarrollo económico de los países. En este contexto las conocidas incubadoras de empresas juegan un papel importante, pero los innovadores aceleradores de crecimiento que están logrando convertir pequeñas start-up en grandes compañías de base tecnológica se presentan como una apuesta para el futuro. La unión de ambos conceptos constituye un modelo eficaz de apoyo a las start-up tecnológicas. En el trabajo se presentan varios estudios que demuestran que mientras que, en las incubadoras los recursos más valorados son el ahorro de costes y el mentoring, los aceleradores obtienen muy buena calificación en todos sus ámbitos. Aun así la facilidad para obtener financiación y el mentoring también son los aspectos más valorados por los participantes en la aceleración. Además se han utilizado dos casos de éxito con el objeto de proponer un corolario de buenas prácticas que ayude entre otros, a la mejora de la situación de la Comunidad Autónoma del País Vasco (CAPV) en cuanto a emprendimiento se refiere.

The implementation of the European Commission Services Directive initiated the modernization process of services markets within the European Union. The objective was to guarantee the creation of a single market by ensuring the freedom of establishment and circulation. The transposition of the Directive in Spain triggered an initial wave of reforms in the Spanish legal system. A second package of reforms is currently underway, following recommendations by the EC, IMF and OECD, which highlight the relative lack of competition in Spain’s services as one of the major imbalances in its economy, alongside the public deficit and unemployment. Both the implemented and planned reforms represent a major step forward. Nevertheless, the government has recently announced modifications to the draft bill of the Professional Services and Associations Law, which is expected to soon be submitted for parliamentary debate and approval. Taking into consideration modifications already introduced, together with anticipated further changes, it will be important to maintain the main points of the draft bill and to introduce a deeper review of the legal framework for professional services, of the professional associations themselves, and for the activities that are subject to compulsory membership within a professional association. Spain’s territorial map of professional associations must too be redrawn.

Background: Two distinct trends are emerging with respect to how data is shared, collected, and analyzed within the bioinformatics community. First, Linked Data, exposed as SPARQL endpoints, promises to make data easier to collect and integrate by moving towards the harmonization of data syntax, descriptive vocabularies, and identifiers, as well as providing a standardized mechanism for data access. Second, Web Services, often linked together into workflows, normalize data access and create transparent, reproducible scientific methodologies that can, in principle, be re-used and customized to suit new scientific questions. Constructing queries that traverse semantically-rich Linked Data requires substantial expertise, yet traditional RESTful or SOAP Web Services cannot adequately describe the content of a SPARQL endpoint. We propose that content-driven Semantic Web Services can enable facile discovery of Linked Data, independent of their location. Results: We use a well-curated Linked Dataset - OpenLifeData - and utilize its descriptive metadata to automatically configure a series of more than 22,000 Semantic Web Services that expose all of its content via the SADI set of design principles. The OpenLifeData SADI services are discoverable via queries to the SHARE registry and easy to integrate into new or existing bioinformatics workflows and analytical pipelines. We demonstrate the utility of this system through comparison of Web Service-mediated data access with traditional SPARQL, and note that this approach not only simplifies data retrieval, but simultaneously provides protection against resource-intensive queries. Conclusions: We show, through a variety of different clients and examples of varying complexity, that data from the myriad OpenLifeData can be recovered without any need for prior-knowledge of the content or structure of the SPARQL endpoints. We also demonstrate that, via clients such as SHARE, the complexity of federated SPARQL queries is dramatically reduced.

Background: In recent years Galaxy has become a popular workflow management system in bioinformatics, due to its ease of installation, use and extension. The availability of Semantic Web-oriented tools in Galaxy, however, is limited. This is also the case for Semantic Web Services such as those provided by the SADI project, i.e. services that consume and produce RDF. Here we present SADI-Galaxy, a tool generator that deploys selected SADI Services as typical Galaxy tools. Results: SADI-Galaxy is a Galaxy tool generator: through SADI-Galaxy, any SADI-compliant service becomes a Galaxy tool that can participate in other out-standing features of Galaxy such as data storage, history, workflow creation, and publication. Galaxy can also be used to execute and combine SADI services as it does with other Galaxy tools. Finally, we have semi-automated the packing and unpacking of data into RDF such that other Galaxy tools can easily be combined with SADI services, plugging the rich SADI Semantic Web Service environment into the popular Galaxy ecosystem. Conclusions: SADI-Galaxy bridges the gap between Galaxy, an easy to use but "static" workflow system with a wide user-base, and SADI, a sophisticated, semantic, discovery-based framework for Web Services, thus benefiting both user communities.

Efforts to promote infill development and to raise densities are growing in many cities around the world as a way to encourage urban sustainability. However, in cities polarized along socio-economic lines, the benefits of densification are not so evident. The aim of this paper is to discuss some of the contradictions of densification in Santiago de Chile, a city characterized by socio-spatial disparities. To that end, we first use regression analysis to explain differences in density rates within the city. The regression analysis shows that dwelling density depends on the distance from the city center, socioeconomic conditions, and the availability of urban attributes in the area. After understanding the density profile, we discuss the implications for travel and the distribution of social infrastructures and the environmental services provided by green areas. While, at the metropolitan scale, densification may favor a more sustainable travel pattern, it should be achieved by balancing density rates and addressing spatial differences in the provision of social services and environmental amenities. We believe a metropolitan approach is essential to correct these spatial imbalances and to promote a more sustainable and socially cohesive growth pattern.

Abstract
The World Meteorological Organization (WMO) has repeatedly expressed concern over the increasing number of impact cases of wind turbine farms on weather radars. Current signal processing techniques to mitigate wind turbine clutter (WTC) are scarce, so the most practical approach to this issue is the assessment of the potential interference from a wind farm before it is installed. To do so, and in order to obtain a WTC reflectivity model, it is crucial to estimate the radar cross section (RCS) of the wind turbines to be built, which represents the power percentage of the radar signal that is backscattered to the radar receiver.
For the proposed model, a representative scenario has been chosen in which both the weather radar and the wind farm are placed on clear areas; i.e., wind turbines are supposed to be illuminated only by the lowest elevation angles of the radar beam.
This paper first characterizes the RCS of wind turbines in the weather radar frequency bands by means of computer simulations based on the physical optics theory and then proposes a simplified model to estimate wind turbine RCS values. This model is of great help in the evaluation of the potential impact of a certain wind farm on the weather radar operation.

[EUS] Hiriko ekosistemak garrantzi handiko gune berdeak bilakatzen ari diren honetan, geroz eta gehiago dira eremu naturalen kudeaketarako estrategiak garatzeko biodibertsitatearen eta ekosistemen zerbitzuen balioa kontuan hartu behar dela uste dutenak. Ekosistemen zerbitzuen (gizakiak ekosistematik eskuratzen dituen onurak) kudeaketa jasangarria garatzeko, zerbitzuon eskaintza eta eskaria kontuan hartzen dituzten aspektu biofisiko, sozio-kultural eta ekonomikoak ezagutzea beharrezkoa da. Ikerketa honetan, hiritarrek Bilboko Eraztun Berdeko ekosistemek eskaintzen dituzten zerbitzuen inguruan duten pertzepzioa ezagutu nahi da, jendeak eskaintzen diren zerbitzu guztiak hautematen dituen jakiteko. Horretarako, ikertutako arean ekosistemen hiru zerbitzu kartografiatu dira (aspektu biofisikoa) eta 111 pertsona inkestatu dira euren iritzia ezagutzeko (aspektu sozio-kultural eta ekonomikoa). Hala, ikusi da hiritarrek naturak ongizaterako duen garrantzia ezagutzen dutela, nahiz eta ekosistemen zerbitzuen kontzeptua ez ezagutu. Dena dela, ekosistemak egoera onean mantentzeko prest daude, bereziki garrantzitsuak iruditzen baitzaizkie erregulaziozko zerbitzuak (airearen kalitatea) eta zerbitzu kulturalak (lasaitasuna, aisia, eta naturarekin kontaktua). Beraz, emaitza hauek kontuan hartu beharko lituzkete Bilboko Eraztun Berdeko ekosistemen kudeaketaz arduratzen diren agintariek, etorkizun hurbilean zerbitzuen eskaintza eta eskariaren arteko kudeaketa orekatua garatzeko.

[ES] Este estudio analiza la relación entre productividad laboral, innovación radical, innovación incremental, tecnología incorporada en maquinaria y equipos, utilización de la capacidad productiva y formación. Los datos utilizados son de empresas españolas, manufactureras y de servicios, procedentes de la Business Environment and enterprise Performance Survey (BEEPS). La técnica empleada para estimar los coeficientes del modelo es la regresión mínimo cuadrática ordinaria, ya que la variable dependiente (productividad laboral) es continua. Los resultados indican que la innovación radical y la formación influyen positiva y significativamente sobre la productividad laboral. La influencia de la tecnología incorporada también es significativa, pero de signo negativo. Finalmente, señalar que las empresas que más exportan y las de mayor tamaño alcanzan mayores niveles de productividad. Los hallazgos encontrados en este estudio tienen implicaciones para los responsables de la política económica. Los decisores políticos españoles deben promover y subsidiar la adquisición de maquinaria y equipos más eficientes para las empresas que alcanzan menores niveles de productividad, así como subsidiar la formación de trabajadores cualificados en el manejo de estos nuevos equipos. Además, también deben promover y subsidiar el desarrollo de actividades de elevado contenido en I+D para las empresas que consiguen elevados niveles de productividad, a fin de que incrementen su desempeño en innovación radical. La promoción y subsidiación de programas de formación relacionados con la I+D también resulta esencial en este tipo de empresas, máxime en un escenario caracterizado por un cambio tecnológico intenso y que se produce con gran rapidez.
