Culture of a non-native species, such as the Suminoe oyster (Crassostrea ariakensis), could offset the harvest of the declining native eastern oyster (Crassostrea virginica) fishery in Chesapeake Bay. Because of possible ecological impacts from introducing a fertile non-native species, introduction of sterile triploid oysters has been proposed. However, recent data show that a small percentage of triploid individuals progressively revert toward diploidy, introducing the possibility that Suminoe oysters might establish self-sustaining populations. To assess the risk of Suminoe oyster populations becoming established in Chesapeake Bay, a demographic population model was developed. Parameters modeled were salinity, stocking density, reversion rate, reproductive potential, natural and harvest-induced mortality, growth rates, and effects of various management strategies, including harvest strategies. The probability of a Suminoe oyster population becoming self-sustaining decreased in the model when oysters are grown at low salinity sites, certainty of harvest is high, mini-mum shell length-at-harvest is small, and stocking density is low. From the results of the model, we suggest adopting the proposed management strategies shown by the model to decrease the probability of a Suminoe oyster population becoming self-sustaining. Policy makers and fishery managers can use the model to predict potential outcomes of policy decisions, supporting the ability to make science-based policy decisions about the proposed introduction of triploid Suminoe oysters into the Chesapeake Bay.

Executive Summary: Information found in this report covers the years 1986 through 2005. Mussel Watch began monitoring a suite of trace metals and organic contaminants such as DDT, PCBs and PAHs. Through time additional chemicals were added, and today approximately 140 analytes are monitored. The Mussel Watch Program is the longest running estuarine and coastal pollutant monitoring effort conducted in the United States that is national in scope each year. Hundreds of scientific journal articles and technical reports based on Mussel Watch data have been written; however, this report is the first that presents local, regional and national findings across all years in a Quick Reference format, suitable for use by policy makers, scientists, resource managers and the general public. Pollution often starts at the local scale where high concentrations point to a specific source of contamination, yet some contaminants such as PCBs are atmospherically transported across regional and national scales, resulting in contamination far from their origin. Findings presented here showed few national trends for trace metals and decreasing trends for most organic contaminants; however, a wide variety of trends, both increasing and decreasing, emerge at regional and local levels. For most organic contaminants, trends have resulted from state and federal regulation. The highest concentrations for both metal and organic contaminants are found near urban and industrial areas. In addition to monitoring throughout the nation’s coastal shores and Great Lakes, Mussel Watch samples are stored in a specimen bank so that trends can be determined retrospectively for new and emerging contaminants of concern. For example, there is heightened awareness of a group of flame retardants that are finding their way into the marine environment. These compounds, known as polybrominated diphenyl ethers (PBDEs), are now being studied using historic samples from the specimen bank and current samples to determine their spatial distribution. We will continue to use this kind of investigation to assess new contaminant threats. The paper presents: 1) biologic summaries for each of the formations for which paleontologic data are available, with brief discussions of the geologic age; 2) geologic correlations of the formations and the distribution of their age-equivalents in Central America, the West Indies, and the southeastern United States; 3) an outline of the paleogeography of middle America. The biologic summaries are based on the paleontologic memoirs in this vol. by Messars. Howe, Berry, Chuchman, Jackson, Canu and Bassler and Pilsbry, Miss Rathbun and myself.

Understanding how well National Marine Sanctuaries and other marine protected areas represent the diversity of species present within and among the biogeographic regions where they occur is essential for assessing their conservation value and identifying gaps in the protection of biological diversity. One of the first steps in any such assessment should be the development of clearly defined and scientifically justified planning boundaries representing distinct oceanographic conditions and faunal assemblages. Here, we propose a set of boundaries for the continental shelf of northeastern North America defined by subdivisions of the Eastern Temperate Province, based on a review and synthesis (i.e. meta-analysis) of the scientific literature. According to this review, the Eastern Temperate Province is generally divided into the Acadian and Virginian Subprovinces. Broad agreement places the Scotian Shelf, Gulf of Maine, and Bay of Fundy within the Acadian Subprovince. The proper association of Georges Bank is less clear; some investigators consider it part of the Acadian and others part of the Virginian. Disparate perspectives emerge from the analysis of different groups of organisms. Further, while some studies suggest a distinction between the Southern New England shelf and the rest of the Mid-Atlantic Bight, others describe the region as a broad transition zone with no unique characteristics of its own. We suggest there exists sufficient evidence to consider the Scotian Shelf, Gulf of Maine, Georges Bank, Southern New England, and Southern Mid-Atlantic Bight as distinct biogeographic regions from a conservation planning perspective, and present a set of proposed mapped boundaries. This report presents a discussion of communications strategies to influence policy outcomes. It is based on a series of interviews with projects, NGOs and regional organisations to review current activities and assess the implications for STREAM of developing a communications strategy within a livelihoods framework. The main message of the report is that in order to fulfil its guiding principles. STREAM must acknowledge that policy change is related to governance and civil society, and requires a broad range of partnerships and a broad range of voices in the policy-making arena. Village tanks are put to a wide range of uses by the rural communities that depend on them for their survival. As the primacy of irrigation has decreased under these tanks due to a variety of climatic and economic reasons there is a need to reevaluate their use for other productive functions. The research presented in this paper is part of a programme investigating the potential to improve the management of living aquatic resources in order to bring benefits to the most marginal groups identified in upper watershed areas. Based on an improved typology of seasonal tanks, the seasonal changes and dynamics of various water quality parameters indicative of nutrient status and fisheries carrying capacity are compared over a period of one year. Indicators of Net (Primary) Productivity (NP): Rates of Dissolved Oxygen (DO) change, Total Suspended Solids (TSS): Total Suspended Volatile solids (TVSS) ratios are the parameters of principle interest. Based on these results a comparative analysis is made on two classes of ‘seasonal’ and ‘semi-seasonal’ tanks. Results indicate a broad correlation in each of these parameters with seasonal trends in tank hydrology. Highest productivity levels are associated with periods of declining water storage, whilst the lowest levels are associated with the periods of maximum water storage shortly after the NW monsoon. This variation is primarily attributed to dilution effects associated with depth and storage area. During the yala period, encroachment of the surface layer by several species of aquatic macrophyte also has progressively negative impacts on productivity. The most seasonal tanks show wider extremes in seasonal nutrient dynamics, overall, with less favourable conditions than the ‘semi-seasonal’ tanks. Never the less all the tanks can be considered as being highly productive with NP levels comparable to fertilised pond systems for much of the year. This indicates that nutrient status is not likely to be amongst the most important constraints to enhancing fish production. ENGLISH: The growth of yellowfin tuna in the eastern Pacific is described in terms of several measurements taken from the fish and their otoliths (sagittae). Equations are also developed to predict age from the readily available dimensions of fork length and head length. The data for all of these relationships were obtained from a sample of 196 fish collected during 1977 through 1979 from purse seiners fishing north of the equator and east of 137°W. The fork-length range of the sample was 30-170 cm. The number of increments on a sagitta of each fish was used as a direct estimate of its age in days. The correspondence between increments and days has been validated for yellowfin in the length range of 40-110 cm. Circumstantial evidence indicates that the relationship also applies in the intervals of 0-40 cm and 110-170 cm. This circumstancial evidence was derived from: 1) literature on validated increments during early growth for other species, 2) knowledge that structures assumed to be daily increments on yellowfin otoliths have subsequently been validated in the corresponding zone on bluefin otoliths, and 3) a comparison of the growth curve based on increments to others obtained from length frequency modal analysis. Based on this information the age estimates over the entire size range of sampled fish are believed to be accurate. In addition to the general growth and age-predictive relationships, the major conclusions of the study are that: 1) Sexually dimorphic growth exists in terms of fork length, fish weight and the length of the otolith counting path for the entire data set. Examination of the data for 1977 and 1979 also revealed that the fork-length growth of each sex differed within years. 2) For combined sexes there were significant differences among the fork-length growth curves for yellowfin sampled in different years. 3) Yellowfin caught inshore (within 275 miles of the coast) were heavier than those caught offshore for fork lengths between 30 and 110 cm. The situation was reversed for lengths greater than 110 cm. 4) Back-calculated spawning months were distributed uniformly throughout the year in 1974 and 1977, but in 1975-1976 and 1978 spawning activity was apparently concentrated in the latter half of the year. SPANISH: El crecimiento del atún aleta amarilla en el Pacífico oriental se describe en términos de varias medidas obtenidas de peces y otolitos (sagita). Se formularon también ecuaciones para pronosticar la edad, según las dimensiones fácilmente disponibles de la longitud horquilla y longitud de la cabeza. Los datos de todas estas relaciones fueron obtenidos mediante una muestra de 196 peces recolectados desde 1977hasta 1979, en barcos cerqueros que estaban pescando al norte de la línea ecuatorial y al este de los 137°W. El intervalo de la longitud horquilla de la muestra fue de 30-170 cm. Se empleó el número de incrementos en la sagita de cada pez como un estimado directo de la edad en días. Se ha comprobado la relación entre los incrementos y los días en el intervalo de longitud de 40-110 cm del aleta amarilla. La evidencia circunstancial indica que se aplica también la relación a los intervalos de 0-40 cm y 110-170 cm. Esta evidencia circunstancial se dedujo: 1) de las publicaciones sobre incrementos comprobados de otras especies durante el primer crecimiento, 2) del conocimientoque las estructuras que se supone son incrementos diarios en los otolitos del aleta amarilla han sido comprobadas luego en la parte correspondiente de otolitos del aleta azul y 3) por una comparación de la curva de crecimiento, basada en incrementos relacionados a otras curvas obtenidas según el análisis modal frecuencia-talla. Se cree, basados en esta información, que las estimaciones de la edad sobre toda la amplitud de talla de los peces muestreados, es acertada. Además de la relación del crecimiento general y del pronóstico de la edad, las principales conclusiones de este estudio son: 1) En toda la serie de datos existe el crecimiento sexualmente dimórfico en términos de longitud horquilla, peso del pez y longitud del plano de conteo del otolito. El examen de los datos de 1977 y 1979, revelan también que el crecimiento longitud horquilla de cada sexo es diferente en los años. 2) En los sexos combinados hubo diferencias significativas entre las curvas de crecimiento longitud horquilla del aleta amarilla muestreado en diferentes años. 3) El aleta amarilla capturado cerca a la costa (en las primeras 275 millas) fue más pesado que el capturado en las aguas mar afuera, correspondiente a la longitud horquilla entre 30 y 110 cm. La situación fue inversa para tallas de más de 110 cm. 4) En 1974 y 1977, los meses retrocalculados del desove se distribuyeron uniformemente durante el año, pero en 1975-1976 y 1978, la actividad del desove se concentró aparentemente en el último semestre del año. How is climate change affecting our coastal environment? How can coastal communities adapt to sea level rise and increased storm risk? These questions have garnered tremendous interest from scientists and policy makers alike, as the dynamic coastal environment is particularly vulnerable to the impacts of climate change. Over half the world population lives and works in a coastal zone less than 120 miles wide, thereby being continuously affected by the changes in the coastal environment [6]. Housing markets are directly influenced by the physical processes that govern coastal systems. Beach towns like Oak Island in North Carolina (NC) face severe erosion, and the tax assesed value of one coastal property fell by 93% in 2007 [9]. With almost ninety percent of the sandy beaches in the US facing moderate to severe erosion [8], coastal communities often intervene to stabilize the shoreline and hold back the sea in order to protect coastal property and infrastructure. Beach nourishment, which is the process of rebuilding a beach by periodically replacing an eroding section of the beach with sand dredged from another location, is a policy for erosion control in many parts of the US Atlantic and Pacific coasts [3]. Beach nourishment projects in the United States are primarily federally funded and implemented by the Army Corps of Engineers (ACE) after a benefit-cost analysis. Benefits from beach nourishment include reduction in storm damage and recreational benefits from a wider beach. Costs would include the expected cost of construction, present value of periodic maintenance, and any external cost such as the environmental cost associated with a nourishment project (NOAA). Federal appropriations for nourishment totaled $787 million from 1995 to 2002 [10]. Human interventions to stabilize shorelines and physical coastal dynamics are strongly coupled. The value of the beach, in the form of storm protection and recreation amenities, is at least partly capitalized into property values. These beach values ultimately influence the benefit-cost analysis in support of shoreline stabilization policy, which, in turn, affects the shoreline dynamics. This paper explores the policy implications of this circularity. With a better understanding of the physical-economic feedbacks, policy makers can more effectively design climate change adaptation strategies. (PDF contains 4 pages)

The legal and policy issues facing Newport as it revises and implements its ordinances are numerous. Most of the issues have not been squarely resolved for Rhode Island. While Newport may take guidance from other states, it will be Rhode Island's task going forward to define the reach of its PTD as applied to some novel issues raised by mooring administration. The benefit of the flexibility of the PTD is allowing smaller units of government like Newport to define their regulatory goals based on a locally-tailored balancing test of competing interests facing scarce ocean resources. This report was designed to facilitate decision-maker discussion of how to strike that delicate balance.

Local communities and local government units are recognized as the primary stakeholders and participants in the management of coral reef resources and the primary beneficiaries of small-scale fishing activities in the nearshore areas of the coastal zone. The issues relating to the management of the coastal zone are multi-faceted and some issues are largely intertwined with national policy and development goals. Thus, national governments have jurisdiction over these nearshore coastal resources to harmonize policies, monitor resource use and provide incentives for sustainable use. However, the natural boundaries of these reef resources, the processes that support reef ecosystems, and the local or national affiliation of the people who benefit from them may transcend the boundaries of the local and national management units. Therefore, efforts to arrest the decline in fish catch and loss of biodiversity for reefs require management interventions and assessment activities to be carried out at varying scales. In Southeast Asia, some aspects of reef and reef resources management — particularly in deciding the allocation of catch among competing fisheries, development of sustainable harvest strategies, use of broodstock for restocking or stock enhancement programs, protection of nursery and spawning areas, designation of systems of marine protected areas, and the identification of representative, adequate and comprehensive areas for biodiversity conservation in the region — may require the definition of larger management units. At the regional level, multi-country initiatives will need to define units for the transboundary management of resources. The use of large marine ecosystems (LMEs) to identify and manage fisheries resources may be a starting point; however, given the relatively sedentary nature of coral reef-dwelling and reef-associated organisms compared with other pelagic and demersal species, meso-scale transboundary units within the LMEs have to be defined. This paper provides suggestions for transboundary management units for coral reef and reef-associated resources in Southeast Asia based on information from genetic structures of model organisms in the region. In addition, specific reef areas are identified, which may be important beyond their national boundaries, as potential sources of recruits.

Economic analysis of the trawl fishery of Brunei Darussalam was conducted using cost and returns analysis and based on an economic survey of trawlers and B:RUN, a low-level geographic information system. Profitability indicators were generated for the trawl fleet under various economic and operational scenarios. The results show that financial profits are earned by trawlers which operate off Muara, particularly those with high vessel capacity, and that these profits could be further enhanced. On the other hand, a similar fleet operating off Tutong would generate profits due mainly to high fish biomass. Trawling operations offshore are deemed financially unfeasible. Incorporating realistic opportunity costs and externalities for existing trawl operations off Muara results in economic losses.

B:RUN is a low-level GIS software designed to help formulate options for the management of the coastal zone of Brunei Darussalam. This contribution presents the oil spill simulation module of B:RUN. This simple module, based largely on wind and sea surface current vector parameters, may be helpful in formulating relevant oil spill contingency plans. It can be easily adapted to other areas, as can the B:RUN software itself.

Community-based aquaculture founded on the principles of common interest groups working together regardless of sex and age has been an effective tool for implementing scientific aquaculture programs in India. Water bodies that do not interset villagers are targeted for use to avoid communal problems. Farmers who share common interests are identified and organized and a team leader chosen among them. An inventory of resources using the SWOT analysis is made. A participatory approach to identify major problems, socioeconomic and biophysical constraints is used and appropriate interventions are planned. This process is then evaluated and the results of the impact assessment are provided to research/extension /policy planners for setting directions and priorities for further improvement. The potential for expanding community aquaculture for generating self-employment and improving food security of the rural poor as well as improving the environmental conditions of the villages in India can be further tapped.
