Hurricane Isabel made landfall as a Category 2 Hurricane on 18 September 2003, on the North Carolina Outer Banks between Cape Lookout and Cape Hatteras, then coursed northwestward through Pamlico Sound and west of Chesapeake Bay where it downgraded to a tropical storm. Wind damage on the west and southwest shores of Pamlico Sound and the western shore of Chesapeake Bay was moderate, but major damage resulted from the storm tide. The NOAA, National Ocean Service, National Centers for Coastal Ocean Sciences, Center for Coastal Fisheries and Habitat Research at Beaufort, North Carolina and the Center for Coastal Environmental Health and Biomedical Research Branch at Oxford, Maryland have hurricane preparedness plans in place. These plans call for tropical storms and hurricanes to be tracked carefully through NOAA National Weather Service (NWS) watches, warnings, and advisories. When a hurricane watch changes to a hurricane warning for the areas of Beaufort or Oxford, documented hurricane preparation plans are activated. Isabel exacted some wind damage at both Beaufort and Oxford. Storm tide caused damage at Oxford, where area-wide flooding isolated the laboratory for many hours. Storm tide also caused damage at Beaufort. Because of their geographic locations on or near the open ocean (Beaufort) or on or near large estuaries (Beaufort and Oxford), storm tide poses a major threat to these NOAA facilities and the safety of federal employees. Damage from storm surge and windblown water depends on the track and intensity of a storm. One tool used to predict storm surge is the Sea, Lake, and Overland Surges from Hurricanes (SLOSH) model of the NWS, which provides valuable surge forecasts that aid in hurricane preparation.

The states bordering the Gulf of Mexico i.e. Texas, Louisiana, Mississippi, Alabama, and Florida have been historically devastated by hurricanes and tropical storms. A large number of African Americans live in these southern Gulf States which have high percentages of minorities in terms of total population. According to the U.S. Census, the total black population in the United States is about 40.7 million and about one-fourth of them live in these five Gulf States (U.S. Census, 2008). As evidenced from Hurricane Katrina and other major hurricanes, lowincome and under-served communities are usually the hardest hit during these disasters. The aim of this study is to identify and visualize socio-economic vulnerability of the African American population at the county level living in the hurricane risk areas of these five Gulf States. NOAA and NC Sea Grant are funding a two-year project (Risk Perceptions and Emergency Communication Effectiveness in Coastal Zones) to learn how residents, government officials, businesses and other organizations are informed and use information regarding hurricane and tropical storms. This project characterized and assessed the condition of coastal water resources in the Dry Tortugas National Park (DRTO) located in the Florida Keys. The goal of the assessment was to: (1) identify the state of knowledge of natural resources that exist within the DRTO, (2) summarize the state of knowledge about natural and anthropogenic stressors and threats that affected these resources, and (3) describe strategies being implemented by DRTO managers to meet their resource management goals. The park, located in the Straits of Florida 113 km (70 miles) west of Key West, is relatively small (269 square kilometers) with seven small islands and extensive shallow water coral reefs. Significant natural resources within DRTO include coastal and oceanic waters, coral reefs, reef fisheries, seagrass beds, and sea turtle and bird nesting habitats. This report focuses on marine natural resources identified by DRTO resource managers and researchers as being vitally important to the Tortugas region and the wider South Florida ecosystem. Selected marine resources included physical resources (geology, oceanography, and water quality) and biological resources (coral reef and hardbottom benthic assemblages, seagrass and algal communities, reef fishes and macro invertebrates, and wildlife [sea turtles and sea-birds]). In the past few decades, some of these resources have deteriorated because of natural and anthropogenic factors that are local and global in scale. To meet mandated goals (Chapter 1), resource managers need information on: (1) the types and condition of natural and cultural resources that occur within the park and (2) the stressors and threats that can affect those resources. This report synthesizes and summarizes information on: (1) the status of marine natural resources occurring at DRTO; and (2) types of stressors and threats currently affecting those resources at the DRTO. Based on published information, the assessment suggests that marine resources at DRTO and its surrounding region are affected by several stressors, many of which act synergistically. Of the nine resource components assessed, one resource category – water quality – received an ecological condition ranking of "Good"; two components – the nonliving portion of coral reef and hardbottom and reef fishes – received a rating of "Caution"; and two components – the biotic components of coral reef and hardbottom substrates and sea turtles – received a rating of "Significant concern" (Table E-1). Seagrass and algal communities and seabirds were unrated for ecological condition because the available information was inadequate. The stressor category of tropical storms was the dominant and most prevalent stressor in the Tortugas region; it affected all of the resource components assessed in this report. Commercial and recreational fishing were also dominant stressors and affected 78% of the resource components assessed. The most stressed resource was the biotic component of coral reef and hardbottom resources, which was affected by 76% of the stressors. Water quality was the least affected; it was negatively affected by 12% of stressors. The systematic assessment of marine natural resources and stressors in the Tortugas region pointed to several gaps in the information. For example, of the nine marine resource components reviewed in this report, the living component of coral reefs and hardbottom resources had the best rated information with 25% of stressor categories rated "Good" for information richness. In contrast, the there was a paucity of information for seagrass and algal communities and sea birds resource components.

Understanding fluctuations in tropical cyclone activity along United States shores and abroad becomes increasingly important as coastal managers and planners seek to save lives, mitigate damage, and plan for resilience in the face of changing storminess and sea-level rise. Tropical cyclone activity has long been of concern to coastal areas as they bring strong winds, heavy rains, and high seas. Given projections of a warming climate, current estimates suggest that not only will tropical cyclones increase in frequency, but also in intensity (maximum sustained winds and minimum central pressures). An understanding of what has happened historically is an important step in identifying potential future changes in tropical cyclone frequency and intensity. The ability to detect such changes depends on a consistent and reliable global tropical cyclone dataset. Until recently no central repository for historical tropical cyclone data existed. To fill this need, the International Best Track Archive for Climate Stewardship (IBTrACS) dataset was developed to collect all known global historical tropical cyclone data into a single source for dissemination. With this dataset, a global examination of changes in tropical cyclone frequency and intensity can be performed. Caveats apply to any historical tropical cyclone analysis however, as the data contributed to the IBTrACS archive from various tropical cyclone warning centers is still replete with biases that may stem from operational changes, inhomogeneous monitoring programs, and time discontinuities. A detailed discussion of the difficulties in detecting trends using tropical cyclone data can be found in Landsea et al. 2006. The following sections use the IBTrACS dataset to show the global spatial variability of tropical cyclone frequency and intensity. Analyses will show where the strongest storms typically occur, the regions with the highest number of tropical cyclones per decade, and the locations of highest average maximum wind speeds. This report is a compilation of five regional reviews that document the global status of tropical rivers and inland fisheries in three continents: Latin America, Africa and Asia. It explores the role of ‘valuation’ methods and their contribution to policy-making and river fishery management. From the compilation, the best estimate of the global value of inland fisheries for those three continents is US$ 5.58 billion (gross market value), which is equivalent to 19 percent of the current value of annual fish exports from developing countries (US$ 29 billion) for 2004. The compilation shows that there is a general shortage of information on inland fisheries, especially derived from conventional economic valuation methods, though information from economic impact assessment methods and socio-economic and livelihood analysis methods is more widely available. The status of knowledge about the impact of changes in river management on the value of tropical river fisheries is weak and patchy. Although the impacts of large dams on the hydrology, ecology and livelihood support attributes of tropical rivers are well-recognized, there have been only few valuation studies of these issues. The document highlights the need for further valuation studies of tropical river and inland fisheries in developing countries. It underlines how vital it is for policy-makers and other stakeholders to understand the importance of these natural resources in order to make appropriate decisions concerning their role in development policy and illustrates why capacity building in valuation should become a major priority for agencies concerned with fisheries management and policy-making.

This study attempts to estimate the economic value of riverine fisheries in tropical Asia and quantify the economic impacts of any changes to the environment that affects rivers and hence fisheries. The value of riverine fisheries has been considered in the following two ways: firstly, through a compilation and summary of the results of existing studies on this topic; secondly, by estimating the direct use value of riverine and floodplain fishing by country using quantities and freshwater fish prices derived from various sources. Furthermore, a review of the characteristics of the fisheries is presented. These fisheries have been shown to be valuable (i.e., economically or socially important) in at least two specific ways: as a generator of commercially marketable output, and as a source of income and employment in relatively impoverished communities.

A summary is presented of research conducted on beach erosion associated with extreme storms and sea level rise. These results were developed by the author and graduate students under sponsorship of the University of Delaware Sea Grant Program. Various shoreline response problems of engineering interest are examined. The basis for the approach is a monotonic equilibrium profile of the form h = Ax2 /3 in which h is water depth at a distance x from the shoreline and A is a scale parameter depending primarily on sediment characteristics and secondarily on wave characteristics. This form is shown to be consistent with uniform wave energy dissipation per unit volume. The dependency of A on sediment size is quantified through laboratory and field data. Quasi-static beach response is examined to represent the effect of sea level rise. Cases considered include natural and seawalled profiles. To represent response to storms of realistic durations, a model is proposed in which the offshore transport is proportional to the "excess" energy dissipation per unit volume. The single rate constant in this model was evaluated based on large scale wave tank tests and confirmed with Hurricane Eloise pre- and post-storm surveys. It is shown that most hurricanes only cause 10% to 25% of the erosion potential associated with the peak storm tide and wave conditions. Additional applications include profile response employing a fairly realistic breaking model in which longshore bars are formed and long-term (500 years) Monte Carlo simulation including the contributions due to sea level rise and random storm occurrences. A post Agnes study emphasizing environmental factors...weekly sampling at eight stations from 28 June to August 30, 1972. Spatial and temporal changes in the distribution of many factors, e.g., salinity, dissolved oxygen (DO), seston, particulate carbon and nitrogen, inorganic and organic fractions of dissolved nitrogen and phosphorus, and chlorophyll a were studied and compared to earlier extensive records. Patterns shown by the present data were compared especially with a local heavy storm that occurred in the Patuxent drainage basin during July 1963. ENGLISH (pgs. 267-283): In the spring of 1963, the senior author, who is a member of the staff of the Nankai Regional Fisheries Research. Laboratory, Fisheries Agency, Japanese Government, came to the Institute of Marine Resources of the University of California as a visiting investigator, bringing with him catch statistical data from the fishery in the eastern Pacific, which had been collected at the Nankai Regional Fisheries Research Laboratory (NRFRL) through September 1962, in order to conduct studies of these data in collaboration with the junior author, and with investigators of the InterAmerican Tropical Tuna Commission. A general review of the long-line fishery, based on the catch statistics of the commercial fishing fleet has been published by Suda and Schaefer (1965). In this paper we present an analysis of data respecting the size-composition of yellowfin tuna taken on long-line gear throughout the eastern Pacific between 1958 and 1962, and make some comparisons with data on size-composition of yellowfin tuna taken in the near-surface fishery, by bait boats and purse-seiners, in waters adjacent to the American coast. As has been shown by Suda and Schaefer (1965), the long-line fishery in the eastern Pacific is primarily directed toward the capture of bigeye tuna. However, considerable quantities of yellowfin tuna are also taken on this gear, and, in addition, there are substantial catches of albacore and of several species of spearfishes in some parts of the range of this fishery. Information respecting the catch rates of yellowfin tuna, and information respecting the size-composition of the stock of yellowfin tuna being exploited by the long-line fishery, is of particular interes~" because the yellowfin tuna population of the eastern Pacific is also subject to an intensive fishery by baitboats and purse-seiners which capture this species, together with skipjack, near the surface along the coast of the Americas, and around the outlying islands, in the region of California to northern Chile. Como ha sido demostrado por Suda y Schaefer (1965) la pesquería con palangre en el Pacífico oriental tiene como principal objeto la captura del atún ojo grande. Sin embargo, considerables cantidades de atún aleta amarilla son capturadas también por este equipo y, además, hay también considerables capturas de albacora y de diversas especies de peces-espada en algunas partes de la región que abarca esta pesquería. La información respecto a las tasas de captura del atún aleta amarilla, y la relativa a la composición de tamaños del stock de esta especie que explota la pesquería con palangre, es de particular interés, a causa de que la población de atún aleta amarilla del Pacífico oriental es también objeto de una pesca intensiva por barcos de carnada y rederos que capturan esta especie, junto con el barrilete, cerca de la superficie a 10 largo de la costa de las Américas y alrededor de las islas mar afuera, en la región desde California hasta el norte de Chile.

ENGLISH: Results of a study of the length-weight relationships of yellowfin (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) tuna from several fishing areas of the Eastern Tropical Pacific Ocean have been published by Chatwin (1959). In that report, a very low exponential value of 2.6261 was obtained for skipjack from Area 14 (off northern Chile, see Chatwin, Figure 1). It was pointed out, however, that this estimate was based on two samples of fish with a very narrow range of total lengths, not representative of the range in the catch, and that it would be desirable to obtain a further estimate based on a larger range of total lengths. In addition, there proved to be significantly large differences among exponents for the areas sampled, precluding use of a single regression equation for all areas. Two important fishing areas remained unsampled (Areas 10 and 13, see Chatwin, Figure 1), and it appeared desirable to collect length-weight measurement data from them, so that estimating equations would be available for all areas. Subsequent to publication of Chatwin's study, samples of skipjack length-weight measurements were obtained from the desired areas. Estimates derived from these data, and their effects on the previous analysis are presented herein. SPANISH:Los resultados de un estudio sobre las relaciones entre la longitud y el peso del atún aleta amarilla (Neothunnus macropterus) y del barrilete (Katsuwonus pelamis) de las diferentes áreas de pesca en el Pacífico Oriental Tropical ya han sido publicados por Chatwin (1959). En ese informe se obtuvo un valor exponencial muy bajo de 2.626 para el barrilete del Area 14 (frente a la costa norte de Chile, ver Chatwin, Figura 1). Se hizo hincapié, sin embargo, en que esta estimación se basaba en dos muestras de peces con una amplitud muy estrecha de longitudes totales, no representativa de la amplitud en la pesca, y que sería deseable obtener una estimación adicional basada en una amplitud mayor de longitudes totales. Además, se comprobó que habian diferencias significativamente grandes entre los exponentes de las áreas muestreadas lo que impedía el usa de una sola ecuación de regresión para todas las áreas. Se quedaron sin muestrear dos importantes áreas de pesca (Areas 10 y 13, ver Chatwin, Figura 1) y pareció deseable recolectar datos de medidas de longitud y peso de estas áreas, de tal manera que hubiesen disponibles ecuaciones estimadoras para todas las áreas. Después de la publicación del estudio de Chatwin, so obtuvieron muestras de medidas de longitud y peso de barriletes de las áreas deseadas. Las estimaciones derivadas de estos datos y sus efectos sabre el análisis previo se dan en el presente informe.

ENGLISH: This is a data report based on information collected from the logbooks of baitboats and purse-seiners engaged in the fishery for yellowfin (Neothunnus macropterus) and skipjack (Katsulvonus pelamis) tuna in the Eastern Tropical Pacific Ocean from 1951 through 1958. The detailed analysis of these data appears in other research bulletins, some already published and others in preparation. SPANISH: Este es un informe basado en los datos contenidos en la información recogida de los registros de bitácora de los barcos de carnada y rederos que se dedicaron a la pesca de atún aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) en el Océano Pacífico Oriental Tropical de 1951 a 1958. El análisis detallado de estos datos aparece en otros boletines de investigación, algunos de los cuales ya han sido publicados y otros están en preparación.

ENGLISH: Yellowfin tuna, Neothunnus macropterus, and skipjack tuna, Katsuwonus pelamis, are fished intensively off the west coast of the Americas in an area from about the California-Mexico border in the north to the Peru-Chile border in the south. The historical development of this fishery, and its expansion by the long-range California fleets of bait and purse-seine vessels, are well documented by Godsil (1938), Scofield (1951) and Shimada and Sehaefer (1956). The quarterly distribution of the tuna catches within this area has been reported for some recent years by Alverson (1959). SPANISH: Los atunes aleta amarilla, Neothunnus macropterus, y barrilete, Katsuwonus pelamis, son pescados con intensidad frente a la costa occidental del continente americano, en un área comprendida más o menos entre la frontera California-México en el norte y el límite Perú-Chile en el sur. El desarrollo histórico de esta pesquería y la expansión que le han dado las flotas californianas de largo radio de acción, formadas por los barcos de carnada y rederos, están bien documentados por Godsil (1938), Scofield (1951) y Shimada y Schaefer (1956). La distribución trimestral de las pescas de atún dentro de esta área ha sido tratada por Alverson (1959) con referencia a años recientes.
