The economic, environmental and social benefits of more sensitive land use practices that protect or restore the natural functions of river catchments have been widely discussed. Changing land use has implications for a wide range of other biological communities. Some studies have already been undertaken on the benefits of sensitive farming at the catchment scale in England and Wales. However, there is a gap in these studies at the local scale, and particularly for upland farms from which headwaters arise. This article documents a case study relating to a successful partnership in Cumbria, UK, set within the wider context of catchment management. Whilst the case study is not highly detailed, and some costs have been described in outline only to protect confidentiality and commercial sensitivity, it provides some generic lessons and may therefore be useful in informing more sustainable policy-making. High Hullockhowe Farm near Haweswater, which was used a the case study highlighting changes in farm practise, costs and benefits, water resources and biodiversity. The authors relate the case study to wider policy implications.

This report presents the findings of a mission to critically review the institutional, policy and regulatory framework for sustainable development of the Egyptian aquaculture sector. The study was undertaken by an International Expert on Aquaculture Policy, and a National Expert on Institutions, on behalf of the Project “Improving Employment and Income through the Development of Egypt’s Aquaculture Sector“, implemented by WorldFish and CARE, and funded by the Swiss Agency for Development and Cooperation(SDC). The objective of the mission was to assess the current status of the Egyptian aquaculture sector, in terms of the policy, legal and institutional environment, with a view to suggesting the major issues to be addressed within a future policy dialogue.

The purpose of the project was to investigate international trade in fisheries products and its relationship to poverty alleviation and livelihoods of poor aquatic resource users in developing countries in Asia, and to identify options to improve the effectiveness of poverty reduction through international seafood trade. The project directly addressed the EC-PREP priority area of trade and development, and indirectly provided valuable insight to two other priority areas: food security and sustainable rural development; and institutional capacity building. This statement was prepared by the participants of the FAO/NACA-STREAM Workshop on Aquatic Resources and Livelihoods: Connecting Policy and People, 17-19 March 2005, in Los Baños, Laguna, Philippines. This was the concluding event of the FAO Technical Cooperation Program (TCP) project entitled “Assistance in Poverty Alleviation through Improved Aquatic Resources Management in Asia-Pacific.” The purpose of the workshop was to review and share experiences of the NACA-STREAM Initiative, build consensus on the value of livelihoods approaches in aquatic resources management and poverty alleviation, and identify ways of promoting livelihoods approaches throughout the region. There is general agreement amongst Government and many donors that aquaculture and improved aquatic resources management can make a significant and direct impact on poverty reduction and hunger eradication in Vietnam. The key policy issue is to better support poor and vulnerable groups who depend on or could make use of aquatic resources through the use of the livelihoods perspective. To address this issue the Ministry of Fisheries of Vietnam (MOFI) has prepared this Sustainable Aquaculture for Poverty Alleviation strategy - the SAPA strategy. (Pdf contains 54 pages).

Puget Sound shorelines have historically provided a diversity of habitats that support a variety of aquatic resources throughout the region. These valued natural resources are iconic to the region and remain central to both the economic vitality and community appreciation of Puget Sound. Deterioration of upland and nearshore shoreline habitats, have placed severe stress on many aquatic resources within the region (PSAT, 2007). Since a majority of Washington State shorelines are privately owned, regulatory authority to legislate restoration on private property is limited in scope and frequency. Washington States’ Shoreline Management Act (RCW 90.58) requires local jurisdictions to plan for appropriate future shoreline uses. Under the Act, future development can be regulated to protect existing ecological functions, but lost functions cannot be restored without purchase or compensation of restored areas. Therefore, questions remains as to the ecological resilience of the region when considering cumulative effect of existing/ongoing shoreline development constrained by limited shoreline restoration opportunities. In light of these questions, this analysis will explore opportunities to promote restoration on privately owned shorelines within Puget Sound. These efforts are intended to promote more efficient ecosystem management and improve ecosystem-wide ecological functions. From an economics perspective, results of past shoreline management can generally be characterized as both market and government failure in effectively protecting the publics’ interest in maintaining healthy shoreline resources. Therefore coastal development has proceeded in spite of negative externalities and market imbalances resulting in inefficient resource management driven by the individual ambitions of private shoreline property owners to develop their property to their highest and best use. Federally derived property rights will protect continuation of existing uses along privately owned shorelines; therefore, a fundamental challenge remains in sustainable management of existing shoreline resources while also restoring ecological functions lost to past mistakes in an effort to increase the ecologic resiliency within the region. The WorldFish Center was tasked to undertake a study to access, collate and develop background materials to produce an internationally linked and Africa-wide perspective on sectorally relevant policy issues. The specific objective of the study was to assess and define conditions and impact pathways, in Africa or elsewhere, where markets, policies, resources and technologies have combined to promote steady and sustainable growth of aquaculture, and where have been clear direct impacts on food supply, income, employment and consumption opportunities, as well as increase in supply that has led to stabilised prices. The study was also aimed at providing guidelines for scaling up the implementation of the synthesis study via Afri-FishNet (CAADP Fish Expert Pools) at the national and regional levels.

The report of the proceedings of the New Delhi workshop on the SSF Guidelines (Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication). The workshop brought together 95 participants from 13 states representing civil society organizations. governments, FAO, and fishworker organizations from both the marine and inland fisheries sectors. This report will be found useful for fishworker organizations, researchers, policy makers, members of civil society and anyone interested in small-scale fisheries, tenure rights, social development, livelihoods, post harvest and trade and disasters and climate change.
