The aim of this report is to provide brief profiles of the main stakeholders within the aquatic resources and fisheries sectors in Western Visayas, to describe their access to information, and the communication between and within stakeholder groups, organizations and institutions within the sector. The Guidelines provide a special focus on information and knowledge sharing and its current and potential role in supporting implementation of the Code of Conduct for Responsible Fisheries. They expand on relevant principles and standards set forth in the Code and make practical suggestions about ways to ensure that this role can be enhanced. The issues involved in the flow of information between different stakeholder groups include topics as diverse as information policy frameworks and information and communication technology infrastructure, hence coverage is introductory. Some of the constraints involved in the cycle from the creation, production, dissemination and availability of information and knowledge to its effective use and sharing by the present generation as well as its preservation for the future are presented. The special circumstances and requirements of stakeholders in developing countries are recognized in accordance with Article 5 of the Code. A separate chapter on small-scale fisheries and aquaculture looks in more detail at the special situation and information needs of the sub-sector. The Guidelines aim to foster a better understanding of the issues involved to ensure that stakeholders obtain the essential information that they need and that they make available their own information and knowledge for the public good. Co-management is typically known to be a resource management system that shares managerial responsibility between the state and other stakeholders of a resource. In the case of Lake Victoria, one would expect the state to be represented by the fisheries departments of Kenya, Uganda and Tanzania, while stakeholder groups may comprise fishing communities, fish processing factories and municipalities. Taking that into account, the survey's objectives were defined as: (a) To identify the difficulties and impracticalities inherent in implementing state-based regulations via a "top-down" management strategy. (b) To assess the prevalence of community-based institutions that either seek to regulate the fishery or have the potential to be used to regulate it. (c) To identify ways in which community-based regulatory and monitory systems may be established, and how these will fare over time. (d) To identify roles for national Fisheries Departments, industrial fish processors and other stakeholders. (e) To develop well-founded policy suggestions for the establishment of a co-management framework to manage the fisheries of Lake Victoria.

Fishing communities that have exploited the resource for generations constitute the main stakeholder groups in the fisheries of Lake Victoria. Several studies have examined Uganda's Lake Victoria fishing communities and characterised key stakeholders at community level over the last decade (SEDAWOG 1999a and b; Geheb 1997; FeSEP 1997; Kitakule 1991). The communities are made up of scattered settlements at the shores and on islands. The categories of people living in these communities include fishers who consist primarily of large numbers of male youths who provide labour to boat and gear owners. There are resident and non-resident fish traders who after securing their supplies at the beaches, depart for their market destinations. In addition, there are fish processors, mostly operating traditional and improved smoking kilns. Many other people, dealing in provisions and supplies also stay at the beaches, their activities depending on the level of fish catch. The fishing communities of Lake Victoria, Uganda, include auxiliary livelihood activities such as boat building, net repairing and transportation; bait supply and beachside kiosks, video halls and retail shop business. Other economic activities are brick making, charcoal burning/wood trade, farming and livestock keeping.

A baseline survey of the fishing communities was conducted in 2005/06 as one of the main studies under the Socio-economic Research and Monitoring Working Group on Lake Victoria. The overall objective of the survey was to provide a deeper understanding of the broad socio-economic characteristics and well being of the different stakeholder groups immediately dependent on the Lake Victoria fisheries. An understanding of socioeconomic status of the fishery primary stakeholders, who include fishers, artisanal processors and traders, is essential for any subsequent periodic evaluation of development. During the survey, a total of 1,235 respondents were interviewed, at 34 landing sites in all the Ugandan districts on Lake Victoria. The purpose of this fact sheet is to provide information on the fish landing beaches, people involved in fisheries, their livelihood activities and facilities available to them.

The WorldFish Center was contracted by the World Wide Fund for Nature (WWF) to lead a preliminary assessment of the Lac Maï-Ndombe fishery, one of three water bodies for which such an assessment will be completed in the Lac Tele-Lac Tumba Landscape of the CARPE program. Between Aug.29-Sept.5, 2007, a joint WorldFish Center-WWF team traveled to Lac Maï-Ndombe in Bandundu Province, and conducted an analysis of the conditions surrounding the fishery and fisherfolk livelihoods in a total of 19 villages and camps. Included in this assessment were preliminary analyses of market-chain networks and stakeholders’ receptivity to NGO capacity-building to improve commercialization of fish catches and/or to introduce local fisheries management regimes. While perceptions of declining fish stocks prevail, the absence of changes in reported fish sizes bring into doubt any urgent need for fishery management interventions. However, lacking scientific fish population structure data the team would not recommend any NGO interventions to increase fishing effort. Lac Maï-Ndombe fisherfolk have highly diversified levels of dependence on fishing, and while there is evidence that some stakeholder groups are flourishing, the majority of the fishery appears to be characterized by a livelihood insecurity and a lack of capital. This limits fishers’ abilities to negotiate with transporters and with Kinshasa-based market brokers, and in combination with a heavy burden of rent-seeking behavior by civil servants, this condition forces over half of the fishers to sell their fish and buy all manufactured products through local intermediaries at disadvantageous prices.

The goal of the Puget Sound Nearshore Ecosystem Restoration Project (PSNERP) is to improve system-wide functionality of nearshorei ecosystem processes. To achieve that goal, PSNERP plans to strategically restore nearshore sites throughout Puget Sound. PSNERP scientists are assessing changes to the nearshore, and will recommend an environmentally strategic restoration portfolio. Yet, PSNERP also needs stakeholder input to design a socially strategic portfolio. This research investigates the values and preferences of stakeholders in the Whidbey Sub-Basin of Puget Sound to help PSNERP be both socially and environmentally strategic. This investigation may be repeated in the six other Puget Sound Sub-Basins. The results will guide restoration portfolio design and future stakeholder involvement activities. This study examines four areas of stakeholder values and preferences: 1) beliefs about the causes, solutions, and severity of nearshore problems; 2) priorities for nearshore features, shoreforms, developments, and restoration objectives; 3) thoughts about ecosystem servicesiii and trade-offs among them; and 4) visions of a future, restored Puget Sound nearshore and the role of science in attaining this vision. The study is framed by two hypotheses from the Advocacy Coalition Framework (ACF), which suggests that groups of policy advocates form around shared “policy core beliefs” which can transcend traditional categories of stakeholders.(PDF contains 3 pages)

This meeting, the second national Fisheries Governance Dialogue, aimed to help stakeholders in the fisheries sector generate a shared understanding of critical lessons and pathways for fisheries co-management success in Ghana. This was a direct response to the call from both fisheries communities and the government of Ghana for a radical change from the way fisheries resources are currently being managed. The meeting was attended by 60 men and women from stakeholder organizations and communities, and commenced with presentations on co-management experiences from local, regional and international participants. This was followed by panel discussions to extract lessons that specifically related to successfully implementing co-management in Ghana’s fisheries. Finally, breakout groups addressed in greater detail some issues of importance to fisheries governance reform in Ghana. While fisheries co-management is not a new concept in Ghana, participants heard that previous attempts to initiate these systems proved unsustainable. A number of lessons were drawn from these past experiences.

Self-help groups (SHGs) are ways for farmers and fishers, especially those who are poor, to come together and work together. They can be a useful entry point for outsiders, promote a supportive local environment, strengthen voices in decision-making and in negotiations with more powerful forces, increase the effectiveness of local actions, and provide easier access to micro-credit and other resources and services. This case study describes a rural aquaculture development context, in India, the development of SHGs and the concept of a ‘one-stop aqua shop’, set up and run by a federation of self-help groups in Kaipara village, West Bengal (a pilot state along with Jharkhand and Orissa). It outlines testing new ways to share information, as part of a series of revised procedures and institutional arrangements for service delivery recommended by farmers and fishers and prioritized by government, with support from the Department of International Development, London (DFID) Natural Resources Support Programme (NRSP) and the Network of Aquaculture Centres in Asia-Pacific (NACA) to the Support to Regional Aquatic Resources Management (STREAM) Initiative (10 p.)

ENGLISH: Howard and Landa (1958) and Barrett and Howard (1961) have studied the life history of the anchoveta in most of the areas where this species occurs in important quantities. The Gulf of Panama was the only area of Panama included in these studies, as this was the only one from which sufficient samples were available. Berdegue (1958) compared certain meristic and morphometric characters of anchovetas from Montijo Bay and nine other areas of the eastern tropical Pacific Ocean. He found statistically significant differences, and concluded that the fish of the different areas belonged to separate "populations." Fish from Chiriquí province were not included in his study. Since the, completion of the above-mentioned studies, a number of collections of anchovetas from Montijo Bay and Chiriquí province have been obtained. In the present report use is made of this material to determine the salient facts regarding the life history of the anchoveta from these areas and to supplement the available knowledge of the identity of the intraspecific groups. Encontró diferencias estadísticamente significativas e hizo la conclusión de que los peces de las diferentes áreas pertenecían a "poblaciones" separadas. Los peces de la Provincia de Chiriquí no fueron incluidos en su estudio. Desde la terminación de los estudios antes meneionados se obtuvieron varias recolecciones de anchovetas del Golfo de Montijo y de la Provincia de Chiriquí. En el presente informe se usó este material para determinar los hechos sobresalientes referentes a la historia natural de la anchoveta de estas áreas y suplir el conocimiento disponible de la identidadde los grupos intraespecíficos. ENGLISH: Monthly estimates of the abundance of yellowfin tuna by age groups and regions within the eastern Pacific Ocean during 1970-1988 are made, using purse-seine catch rates, length-frequency samples, and results from cohort analysis. The numbers of individuals caught of each age group in each logged purse-seine set are estimated, using the tonnage from that set and length-frequency distribution from the "nearest" length-frequency sample(s). Nearest refers to the closest length frequency sample(s) to the purse-seine set in time, distance, and set type (dolphin associated, floating object associated, skipjack associated, none of these, and some combinations). Catch rates are initially calculated as the estimated number of individuals of the age group caught per hour of searching. Then, to remove the effects of set type and vessel speed, they are standardized, using separate weiznted generalized linear models for each age group. The standardized catch rates at the center of each 2.5 0 quadrangle-month are estimated, using locally-weighted least-squares regressions on latitude, longitude and date, and then combined into larger regions. Catch rates within these regions are converted to numbers of yellowfin, using the mean age composition from cohort analysis. The variances of the abundance estimates within regions are large for 0-, 1-, and 5-year-olds, but small for 1.5- to 4-year-olds, except during periods of low fishing activity. Mean annual catch rate estimates for the entire eastern Pacific Ocean are significantly positively correlated with mean abundance estimates from cohort analysis for age groups ranging from 1.5 to 4 years old. Catch-rate indices of abundance by age are expected to be useful in conjunction with data on reproductive biology to estimate total egg production within regions. The estimates may also be useful in understanding geographic and temporal variations in age-specific availability to purse seiners, as well as age-specific movements. SPANISH: Se calculan estimaciones mensuales de la abundancia del atún aleta amarilla por grupos de edad y regiones en el Océano Pacífico oriental durante 1970-1988, usando tasas de captura cerquera, muestras de frecuencia de talla, y los resultados del análisis de cohortes. Within natural resource management, there is increasing criticism of the traditional model of top-down management as a method of governance, as researchers and managers alike have recognized that resources can frequently be better managed when stakeholders are directly involved in management. As a result, in recent years the concept of co-management of natural resources, in which management responsibilities are shared between the government and stakeholders, has become increasingly popular, both in the academic literature and in practice. However, while co-management has significant potential as a successful management tool, the issue of equity in co-management has rarely been addressed. It is necessary to understand the differential impacts on stakeholders of co-management processes and the degree to which diverse stakeholders are represented within co-management. Understanding the interests of various stakeholders can be a way to more effectively address the distributional and social impacts of coastal policies, which can in turn increase compliance with management measures and lead to more sustainable resource management regimes. This research seeks to take a closer look at the concepts of co-management and participation through a number of case studies of marine protected areas (MPAs) in the Caribbean. (PDF contains 4 pages)

1) The 4-beaches survey was the first of its kind on Lake Victoria. Drawing on Participatory Rural Appraisal (PRA) techniques, four landing sites around the lake were selected for long-term monitoring from March 2000 through to October 2001. 2)Held in all the 3 riparian countries of Lake Victoria the stakeholders' workshops aimed to assess the necessity of fisheries management for Lake Victoria and to identify who the stakeholders in fisheries management would be.
