The principal sources of surface-water supplies inBaker County are the St. Marys River and its tributaries. However, the flow of many of the small tributaries is intermittent, and without storage they are not dependable sources of supply during sustained periods of deficient rainfall. Of the six stream-gaging stations in Baker County for which complete records are available, one has been in operation for 31 years and provides a long-term record upon which to base correlative estimates for extending the short-term records at the other stations. All available streamflow data to 1957 have been summarized in graphic or tabular form. The hydrologic balance between minimum streamflows and increased evaporation losses afforded by potential shallow reservoirs provides design criteria for determining the maximum surface area of effective reservoir that can be created at a selected site within Baker County. This information has been presented in graphic and tabular form in the report. (PDF has 37 pages.)

Practically all water for municipal and industrial use in the Fernandina area is supplied by artesian wells. In recent years, the use of artesian water in the area has increased to meet the needs of expanding industry and increasing population. The total industrial and municipal pumpage has increased from approximately 35 million gallons per day in 1941 to approximately 50 million gallons per day in 1959. Correlated with the increase in water use is the constant decline in the artesian pressure in the area. In many other areas in Florida, such a decline in artesian pressure has resulted in salt-water intrusion into the fresh-water supply.An intrusion of salt water in the Fernandina area would contaminate the existing fresh-water supply and would result in a hardship for the population and seriously injure the economy. Recognizing the threat to the fresh-water supplies of this area, the U. S. Geological Survey in cooperation with the Florida Geological Surveymade a reconnaissance to determineif there has been any intrusion of salt water into the fresh-water supply or if there is any danger of future intrusion. The rapidly expanding population and economic growth in the seven counties of the East Central Florida Regional Planning Council as shown in Figure 1, herein called the East Central Florida Region or the Region, has resulted in increasing demands on its water resources. Although there is abundant water in the Region as a whole, the water in some areas of the Region is of unacceptable quality for most uses. As the population increases the demand for water will become much greater and the available supply may be reduced by pollution and increased drainage necessitated by urbanization and other land development- Ground-water supplies can be increased by capturing and storing water underground that now drains to the sea or evaporates from swamp areas. Research is needed, however, to develop artificial-recharge methods that are feasible and which will preserve or improve the quality of water in the aquifer. (PDF contains 57 pages)

Two common goals of this meeting are to arrest the effects of sea level rise and other phenomena caused by Greenhouse Gases from anthropogenic sources ("GHG",) and to mitigate the effects. The fundamental questions are: (1) how to get there and (2) who should shoulder the cost? Given Washington gridlock, states, NGO's and citizens such as the Inupiat of the Village of Kivalina have turned to the courts for solutions. Current actions for public nuisance seek (1) to reduce and eventually eliminate GHG emissions, (2) damages for health effects and property damage—plus hundreds of millions in dollars spent to prepare for the foregoing. The U.S. Court of Appeals just upheld the action against the generators of some 10% of the CO2 emissions from human activities in the U.S., clearing the way for a trial featuring the state of the art scientific linkage between GHG production and the effects of global warming. Climate change impacts on coastal regions manifest most prominently through sea level rise and its impacts: beach erosion, loss of private and public structures, relocation costs, loss of use and accompanying revenues (e.g. tourism), beach replenishment and armoring costs, impacts of flooding during high water events, and loss of tax base. Other effects may include enhanced storm frequency and intensity, increased insurance risks and costs, impacts to water supplies, fires and biological changes through invasions or local extinctions (IPCC AR4, 2007; Okmyung, et al., 2007). There is an increasing urgency for federal and state governments to focus on the local and regional levels and consistently provide the information, tools, and methods necessary for adaptation. Calls for action at all levels acknowledge that a viable response must engage federal, state and local expertise, perspectives, and resources in a coordinated and collaborative effort. A workshop held in December 2000 on coastal inundation and sea level rise proposes a shared framework that can help guide where investments should be made to enable states and local governments to assess impacts and initiate adaptation strategies over the next decade. This is the Water Resources in West Cumbria November 1976 report produced by the North West Water Authority. The report focuses on the provision of additional supplies of water in West Cumbria. In certain areas of West Cumbria difficulties arose in meeting peak demands. Moreover British Nuclear Fuels Ltd. (B.N.F.L) required additional water supplies. The area under consideration forms the western edge of the Lake District National Park and all the sources considered in this report, apart from the aquifer in the immediate vicinity of Calder Hall, lie wholly or partly within the National Park boundaries. The Rivers Ehen, Calder and Irt support migratory trout and salmon and are angling streams of a high quality. Amenity considerations therefore play an important part in determining the location and extent of any development.

Salinity, fresh water and sea level data from the Negombo Lagoon with respect to oceanic sea level and salinity data were considered. The open ocean spring tidal range was 0.57 m, whereas the neap tidal range was 0.10 m. In lagoon, the corresponding spring tidal range was 0.13 m and neap tidal range is 0.05 m. The lagoon tide was strongly choked because of the restricted inlet channel, through which only a limited water exchange could take place over a tidal cycle. Mean water exchange and the residence times for variable fresh water supplies were calculated. These calculations were based on fortnightly measurements of salinity and river discharges in 1993. During this year, salinity varied from 30-5‰ depending on the river inputs which were 20-225 m³ sˉ¹. Corresponding residence times varied from 11-2 days and the tide is dominated the exchange during low discharges of freshwater.

In recent years, difficulties encountered in obtaining ground-water supplies with acceptable chemical characteristics in the Myakka River basin area led to the implementation of a test drilling program. Under this program, well drilling and data collection were executed in such a manner that all water-producing zones of the local aquifers, together with the quality and quantity of the water available, were effectively identified. A step-drilling method was utilized which allowed the collection of formation cuttings, water samples, and water-level data, from isolated zones in the well as drilling proceeded. The step drilling procedure is described. The driller's logs, geophysical logs, and chemical quality of water tables are presented.(Document has 66 pages.)

Executive Summary: Observations show that warming of the climate is unequivocal. The global warming observed over the past 50 years is due primarily to human-induced emissions of heat-trapping gases. These emissions come mainly from the burning of fossil fuels (coal, oil, and gas), with important contributions from the clearing of forests, agricultural practices, and other activities. Warming over this century is projected to be considerably greater than over the last century. The global average temperature since 1900 has risen by about 1.5ºF. By 2100, it is projected to rise another 2 to 11.5ºF. The U.S. average temperature has risen by a comparable amount and is very likely to rise more than the global average over this century, with some variation from place to place. Several factors will determine future temperature increases. Increases at the lower end of this range are more likely if global heat-trapping gas emissions are cut substantially. If emissions continue to rise at or near current rates, temperature increases are more likely to be near the upper end of the range. Volcanic eruptions or other natural variations could temporarily counteract some of the human-induced warming, slowing the rise in global temperature, but these effects would only last a few years. Reducing emissions of carbon dioxide would lessen warming over this century and beyond. Sizable early cuts in emissions would significantly reduce the pace and the overall amount of climate change. Earlier cuts in emissions would have a greater effect in reducing climate change than comparable reductions made later. In addition, reducing emissions of some shorter-lived heat-trapping gases, such as methane, and some types of particles, such as soot, would begin to reduce warming within weeks to decades. Climate-related changes have already been observed globally and in the United States. These include increases in air and water temperatures, reduced frost days, increased frequency and intensity of heavy downpours, a rise in sea level, and reduced snow cover, glaciers, permafrost, and sea ice. A longer ice-free period on lakes and rivers, lengthening of the growing season, and increased water vapor in the atmosphere have also been observed. Over the past 30 years, temperatures have risen faster in winter than in any other season, with average winter temperatures in the Midwest and northern Great Plains increasing more than 7ºF. Some of the changes have been faster than previous assessments had suggested. These climate-related changes are expected to continue while new ones develop. Likely future changes for the United States and surrounding coastal waters include more intense hurricanes with related increases in wind, rain, and storm surges (but not necessarily an increase in the number of these storms that make landfall), as well as drier conditions in the Southwest and Caribbean. These changes will affect human health, water supply, agriculture, coastal areas, and many other aspects of society and the natural environment. This report synthesizes information from a wide variety of scientific assessments (see page 7) and recently published research to summarize what is known about the observed and projected consequences of climate change on the United States. It combines analysis of impacts on various sectors such as energy, water, and transportation at the national level with an assessment of key impacts on specific regions of the United States. For example, sea-level rise will increase risks of erosion, storm surge damage, and flooding for coastal communities, especially in the Southeast and parts of Alaska. Reduced snowpack and earlier snow melt will alter the timing and amount of water supplies, posing significant challenges for water resource management in the West. (PDF contains 196 pages)

The Alliance for Coastal Technologies (ACT) convened a workshop on Evaluating Approaches and Technologies for Monitoring Organic Contaminants in the Aquatic Environment in Ann Arbor, MI on July 21-23, 2006. The primary objectives of this workshop were to: 1) identify the priority management information needs relative to organic contaminant loading; 2) explore the most appropriate approaches to estimating mass loading; and 3) evaluate the current status of the sensor technology. To meet these objectives, a mixture of leading research scientists, resource managers, and industry representatives were brought together for a focused two-day workshop. The workshop featured four plenary talks followed by breakout sessions in which arranged groups of participants where charged to respond to a series of focused discussion questions. At present, there are major concerns about the inadequacies in approaches and technologies for quantifying mass emissions and detection of organic contaminants for protecting municipal water supplies and receiving waters. Managers use estimates of land-based contaminant loadings to rivers, lakes, and oceans to assess relative risk among various contaminant sources, determine compliance with regulatory standards, and define progress in source reduction. However, accurately quantifying contaminant loading remains a major challenge. Loading occurs over a range of hydrologic conditions, requiring measurement technologies that can accommodate a broad range of ambient conditions. In addition, in situ chemical sensors that provide a means for acquiring continuous concentration measurements are still under development, particularly for organic contaminants that typically occur at low concentrations. Better approaches and strategies for estimating contaminant loading, including evaluations of both sampling design and sensor technologies, need to be identified. The following general recommendations were made in an effort to advance future organic contaminant monitoring: 1. Improve the understanding of material balance in aquatic systems and the relationship between potential surrogate measures (e.g., DOC, chlorophyll, particle size distribution) and target constituents. 2. Develop continuous real-time sensors to be used by managers as screening measures and triggers for more intensive monitoring. 3. Pursue surrogate measures and indicators of organic pollutant contamination, such as CDOM, turbidity, or non-equilibrium partitioning. 4. Develop continuous field-deployable sensors for PCBs, PAHs, pyrethroids, and emerging contaminants of concern and develop strategies that couple sampling approaches with tools that incorporate sensor synergy (i.e., measure appropriate surrogates along with the dissolved organics to allow full mass emission estimation).[PDF contains 20 pages]

Included in this report is also work at Middleton Hatchery, a brief note on fish disease in migratory fish in the Lune and Kent, and net catch figures for the year for the Rivers Lune, Kent, Leven and Duddon. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

This is the report from the Regional Fisheries Advisory Committee meeting, which was held on the 4th March, 1985. The report contains sections on Public Water Supplies in West Cumbria, proposals for water supply for British Nuclear Fuels Limited (BNFL), and the proposals for a fish pass at Ennerdale Weir. The section on BNFL looks at the proposal of British Nuclear Fuels Limited to take more water from Wastwater. This section includes information about Wastwater, Calder Valley Boreholes, Mine Water and the River Ehen, and other groundwater investigations. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.
