Within natural resource management, there is increasing criticism of the traditional model of top-down management as a method of governance, as researchers and managers alike have recognized that resources can frequently be better managed when stakeholders are directly involved in management. As a result, in recent years the concept of co-management of natural resources, in which management responsibilities are shared between the government and stakeholders, has become increasingly popular, both in the academic literature and in practice. However, while co-management has significant potential as a successful management tool, the issue of equity in co-management has rarely been addressed. It is necessary to understand the differential impacts on stakeholders of co-management processes and the degree to which diverse stakeholders are represented within co-management. Understanding the interests of various stakeholders can be a way to more effectively address the distributional and social impacts of coastal policies, which can in turn increase compliance with management measures and lead to more sustainable resource management regimes. This research seeks to take a closer look at the concepts of co-management and participation through a number of case studies of marine protected areas (MPAs) in the Caribbean. The likely response of freshwater plankton to the direct and indirect effects of sustained global warming are summarized. Distribution and prevalence of the phoretic barnacle Xenobalanus on cetacean species are reported for 22 cetaceans in the eastern tropical Pacific Ocean (21 million km2). Four cetacean species are newly reported hosts for Xenobalanus: Bryde’s whale (Balaenoptera edeni), long-beaked common dolphin (Delphinus capensis), humpback whale (Megaptera novaeangliae), and spinner dolphin (Stenella longirostris). Sightings of Xenobalanus in pelagic waters are reported for the first time, and concentrations were located within three productive zones: near the Baja California peninsula, the Costa Rica Dome and waters extending west along the 10°N Thermocline Ridge, and near Peru and the Galapagos Archipelago. Greatest prevalence was observed on blue whales (Balaenoptera musculus) indicating that slow swim speeds are not necessary for effective barnacle settlement. Overall, prevalence and prevalence per sighting were generally lower than previously reported. The number of barnacles present on an individual whale was greatest for killer whales, indicating that Xenobalanus larvae may be patchily distributed. The broad geographic distribution and large number of cetacean hosts, indicate an extremely cosmopolitan distribution. A better understanding of the biology of Xenobalanus is needed before this species can be used as a biological tag.

The Republic of Kiribati is a vast South Pacific island group with one of the largest exclusive economic zones (EEZs) in the world. Kiribati waters support a wealth of marine fisheries activities. These activities occur in oceanic, coastal and inshore environments and range from large, foreign, industrial-scale oceanic fishing operations to small-scale, domestic, inshore subsistence fisheries, aquaculture and recreational fisheries. Kiribati has developed a framework of domestic and international governance arrangements that are designed to sustainably manage its wealth of marine resources. The report provides background information for fisheries projects in Kiribati that aim to build food security, improve artisanal livelihoods and strengthen community engagement in fisheries governance. It provides information on the current status of Kiribati fishery resources (oceanic and coastal), their current governance and future challenges. Fish and fisher alike pay little heed to maritime boundaries and bureaucratic distinctions. This report covers both sides of the oceanic/coastal boundary because of the I-Kiribati communities’ interest in oceanic fisheries such as tuna and their heavy dependence on its fisheries resources for food security and economic development. The report focuses on two potential pilot sites for community-based fisheries management projects: North Tarawa and Butaritari.
