Cambodia’s recent freshwater fishery sector reform, instigated at the top level of government, is one of the country’s most significant contemporary policy developments addressing natural resources management and rural development. Implemented in two main waves, the reforms culminated in the complete removal of inland commercial fishing lots. Yet serious problems still need to be addressed, including reportedly widespread illegal fishing, difficulties in protecting critical habitats, and competition among state agencies over resource management authority. This report summarizes the context of the recent fishery reforms, analyzes challenges and opportunities for policy implementation after the reforms, and details the outcomes of local institutional innovations in Kampong Thom Province, followed by a discussion of the implications for ongoing efforts aimed at reducing resource conflict and building livelihood resilience.

This study explored how climate-smart agricultural and aquaculture innovations may lead to more successful climate adaptation efforts and enhanced resilience for both men and women in households and across communities, as well as to improved and equitable outcomes in terms of income, nutrition and livelihood opportunities. Specifically, it investigated efforts to target women with household aquaculture innovations to understand (1) if such approaches enable women to use or benefit from them; (2) if and how usage impacts the sustained use of these innovations; and (3) if it would be possible to scale out these innovations to achieve large scale development outcomes.

Common shrimp trawl designs employed in the southeastern United States shrimp fishery are the flat, balloon, semiballoon, jib, and super X-3. Recent innovations in trawl design and rigging, including the twin trawl rigging and tongue trawl design, have improved the efficiency of shrimp trawling gear. A description of the construction techniques for the different designs indicate differences which affect gear performance. Measurements of horizontal spread and vertical opening for 76 trawl configurations indicate the relative efficiencies of the different designs. Maximum horizontal spreading efficiency was achieved by the "twin" and "tongue" trawl designs followed by the super X-3, jib, balloon, and semiballoon designs. Designs having the greatest vertical openings were the tongue and flat trawl designs followed by the semiballoon. Maximum total gape dimension was demonstrated by the "Mongoose" tongue trawl. Comparison of trawl spreading efficiency and door area to headrope length ratio indicates that a range of 70-80 in square (per door) of door area is required for each foot of trawl headrope length for maximum efficiency with conventional trawl designs and 66-75 in square per foot of headrope for tongue trawl designs. Dosidicus gigas is a large pelagic cephalopod of the eastern Pacific that has recently undergone an unexpected, significant range expansion up the coast of North America. The impact that such a range expansion is expected to have on local fisheries and marine ecosystems has motivated a thorough study of this top predator, a squid whose lifestyle has been quite mysterious until recently. Unfortunately, Dosidicus spends daylight hours at depths prohibitive to making observations without significant artificial interference. Observations of this squid‟s natural behaviors have thus far been considerably limited by the bright illumination and loud noises of remotely-operated-vehicles, or else the presence of humans from boats or with SCUBA. However, recent technological innovations have allowed for observations to take place in the absence of humans, or significant human intrusion, through the use of animal-borne devices such as National Geographic‟s CRITTERCAM. Utilizing the advanced video recording and data logging technology of this device, this study seeks to characterize unknown components of Dosidicus gigas behavior at depth. Data from two successful CRITTERCAM deployments reveal an assortment of new observations concerning Dosidicus lifestyle. Tri-axial accelerometers enable a confident description of Dosidicus orientation during ascents, descents, and depth maintenance behavior - previously not possible with simple depth tags. Video documentation of intraspecific interactions between Dosidicus permits the identification of ten chromatic components, a previously undescribed basal chromatic behavior, and multiple distinct body postures. And finally, based on visualizations of spermatophore release by D. gigas and repetitive behavior patterns between squid pairs, this thesis proposes the existence of a new mating behavior in Dosidicus. This study intends to provide the first glimpse into the natural behavior of Dosidicus, establishing the groundwork for a comprehensive ethogram to be supported with data from future CRITTERCAM deployments. Cataloguing these behaviors will be useful in accounting for Dosidicus‟ current range expansion in the northeast Pacific, as well as to inform public interest in the impacts this expansion will have on local fisheries and marine ecosystems.

The purpose of this output was to use the results of the baseline and participatory diagnostics analysis to develop alternative innovations for agricultural production, natural resource management and food security. The farming systems in the project areas were analysed to identify the innovations that communities had been using for agricultural production, natural resource management and food security. The innovative strategies were examined for their contribution to sustainable agriculture, food security and natural resource management. Comparative analysis of the agricultural productivity, food security and natural resource management in the different areas where the innovations have been put in place was undertaken. The best practices would be identified, which should be scaled-up, modified or sustained. The willingness and perceptions of the farmers to adopt the innovations would then be assessed.

Source of the Nile (SON) fish farm is located at Bugungu in Napoleon Gulf, northern Lake Victoria. The proprietors of the farm have a collaborative arrangement with NaFIRRI, a lead agency in fisheries research and innovations, to undertake quarterly environment monitoring surveys at the farm. The agreed areas for monitoring are: selected physico-chemical parameters (i.e. temperature, dissolved oxygen, pH, conductivity, secchi depth); total suspended solids (TSS); nutrient status; BOD5) and biological parameters (i.e. algae, zooplankton, macro-benthos and fish). Water and biological samples as well as field measurements were taken at 3 sites: within the fish cage rows (WIC/experimental), upstream (USC/control) and downstream (DSC) of the fish cages. The key research question was: Does fish cage operations have impacts on the water quality and aquatic biota in and around the SON cage fish farm? The environment monitoring surveys were projected to cover a full calendar year (i.e. from January to December). The first surveys were undertaken in 2011 and have continued on an annual basis since then. The present report presents field observations made for the fourth quarter survey undertaken in November 2014 and provides a scientific interpretation and discussion of the results with reference to possible impacts of the cage facilities to the water environment and the different aquatic biota in and around the fish cage site.

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) seeks to reduce poverty and improve food security for the millions of small-scale fishers and farmers who depend on the world’s floodplains, deltas and coasts. AAS combines more conventional approaches for introducing and scaling technical innovations, such as applied research and training, with approaches that foster innovation and promote institutional and policy change. Specifically, AAS utilizes participatory action research with communities to identify technology and policy solutions that best meet community long-term needs. One of the themes identified under AAS is the role of self-help groups in increasing livelihood resilience of agriculture and fisheries communities. As AAS establishes a hub of operations in Cambodia, AAS and Oxfam America are cooperating to investigate the potential of community-based self-help groups as a strategy for AAS implementation. As part of this cooperation, Oxfam America undertook this consultancy to analyze and describe the role, efficiency and effectiveness of the various types of self-help groups in Cambodia. This report gives an overview of this program which aims to conduct a field-based study to identify the types, main characteristics and effectiveness of self-help groups, with a particular focus on livelihood resilience of agriculture and fisheries communities.

This working paper aims to synthesize and share learning from the experience of adapting and operationalizing the Research in Development(RinD) approach to agricultural research in the five hubs under the The CGIAR Research Program on Aquatic Agricultural Systems. It seeks to share learning about how the approach is working in context and to explore the outcomes it is achieving through initial implementation over 3 ½ years. This learning can inform continuation of agricultural research in the second phase of the CGIAR research programs and will be useful to others aiming to implement research programs that seek to equitably build capacity to innovate in complex social-ecological systems. Each of the chapters in this working paper have shown that RinD has produced a range of outcomes that were often unexpected and broader in scope than might result from other approaches to agricultural research. RinD also produces innovations, and there is evidence that it builds capacity to innovate.

The paper seeks to identify and exploit opportunities for expanding market access for minor crops and NRM products. The minor crops studied included cow pea, sorghum, groundnut, sweet potato and yam.
