Executive Summary: A number of studies have shown that mobile, bottom-contact fishing gear (such as otter trawls) can alter seafloor habitats and associated biota. Considerably less is known about the recovery of these resources following such disturbances, though this information is critical for successful management. In part, this paucity of information can be attributed to the lack of access to adequate control sites – areas of the seafloor that are closed to fishing activity. Recent closures along the coast of central California provide an excellent opportunity to track the recovery of historically trawled areas and to compare recovery rates to adjacent areas that continue to be trawled. In June 2006 we initiated a multi-year study of the recovery of seafloor microhabitats and associated benthic fauna inside and outside two new Essential Fish Habitat (EFH) closures within the Cordell Bank and Gulf of the Farallones National Marine Sanctuaries. Study sites inside the EFH closure at Cordell Bank were located in historically active areas of fishing effort, which had not been trawled since 2003. Sites outside the EFH closure in the Gulf of Farallones were located in an area that continues to be actively trawled. All sites were located in unconsolidated sands at equivalent water depths. Video and still photographic data collected via a remotely operated vehicle (ROV) were used to quantify the abundance, richness, and diversity of microhabitats and epifaunal macro-invertebrates at recovering and actively trawled sites, while bottom grabs and conductivity/temperature/depth (CTD) casts were used to quantify infaunal diversity and to characterize local environmental conditions. Analysis of still photos found differences in common seafloor microhabitats between the recovering and actively trawled areas, while analysis of videographic data indicated that biogenic mound and biogenic depression microhabitats were significantly less abundant at trawled sites. Each of these features provides structure with which demersal fishes, across a wide range of size classes, have been observed to associate. Epifaunal macro-invertebrates were sparsely distributed and occurred in low numbers in both treatments. However, their total abundance was significantly different between treatments, which was attributable to lower densities at trawled sites. In addition, the dominant taxa were different between the two sites. Patchily-distributed buried brittle stars dominated the recovering site, and sea whips (Halipteris cf. willemoesi) were most numerous at the trawled site though they occurred in only five of ten transects. Numerical classification (cluster analysis) of the infaunal samples also revealed a clear difference between benthic assemblages in the recovering vs. trawled areas due to differences in the relative abundances of component species. There were no major differences in infaunal species richness, H′ diversity, or J′ evenness between recovering vs. trawled site groups. However, total infaunal abundance showed a significant difference attributable to much lower densities at trawled sites. This pattern was driven largely by the small oweniid polychaete Myriochele gracilis, which was the most abundant species in the overall study region though significantly less abundant at trawled sites. Other taxa that were significantly less abundant at trawled sites included the polychaete M. olgae and the polychaete family Terebellidae. In contrast, the thyasirid bivalve Axinopsida serricata and the polychaetes Spiophanes spp. (mostly S. duplex), Prionospio spp., and Scoloplos armiger all had significantly to near significantly higher abundances at trawled sites. As a result of such contrasting species patterns, there also was a significant difference in the overall dominance structure of infaunal assemblages between the two treatments. It is suggested that the observed biological patterns were the result of trawling impacts and varying levels of recovery due to the difference in trawling status between the two areas. The EFH closure was established in June 2006, within a month of when sampling was conducted for the present study, however, the stations within this closure area are at sites that actually have experienced little trawling since 2003, based on National Marine Fishery Service trawl records. Thus, the three-year period would be sufficient time for some post-trawling changes to have occurred. Other results from this study (e.g., similarly moderate numbers of infaunal species in both areas that are lower than values recorded elsewhere in comparable habitats along the California continental shelf) also indicate that recovery within the closure area is not yet complete. Additional sampling is needed to evaluate subsequent recovery trends and persistence of effects. Furthermore, to date, the study has been limited to unconsolidated substrates. Ultimately, the goal of this project is to characterize the recovery trajectories of a wide spectrum of seafloor habitats and communities and to link that recovery to the dynamics of exploited marine fishes. The siltation of an experimental gravel bed, with three grades of sand moving in suspension and as bedload, was examined. The rate of infiltration of sand into the void space of the gravel was determined under differing conditions of discharge, water depth, and velocity (jointly expressed as variation in the Froude Number) and suspended sediment concentration. The downstream reduction in siltation from the point source was also examined.

In accordance with the plan for joint Anglo-Soviet scientific and technical collaboration on environmental problems, the comparative evaluation of systems of hydrobiological analysis of the surface water quality started in 1977 at the Regional Laboratory of the Severn-Trent Water Authority in Nottingham were continued in the spring of 1978. The investigations were carried out under the auspices of the Institute of Hydrobiology of the Academy of Sciences of the Ukrainian SSR. Hydrobiological and hydrochemical samples were collected by Soviet and British specialists from the Kiev reservoir and the rivers Dnieper, Sozh, Desna and Snov. The samples were processed on the expedition ships and in the Laboratory for the Hydrobiology of Small Water Bodies of the Institute of Hydrobiology of the Academy of Sciences of the Ukrainian SSR. The possible approved methods to be adopted were evaluated from the samples using the phytoperiphyton, phytoplankton, zooplankton and zoobenthos against a background of hydrochemical characteristics. The study concludes that weather conditions complicated the work on testing the systems of biological indication of water quality and made it inadvisable to use those methods of comparison which were used when similar work was carried out in Nottingham.

The community structure of fishes associated with pelagic Sargassum spp. and open water lacking Sargassum was examined during summer and fall cruises, 1999–2003, in the Gulf Stream off North Carolina. Significantly more individual fishes (n= 18,799), representing at least 80 species, were collected from samples containing Sargassum habitat, compared to 60 species (n=2706 individuals) collected from openwater habitat. The majority (96%) of fishes collected in both habitats were juveniles, and planehead filefish (Stephanolepis hispidus) dominated both habitats. Regardless of sampling time (day or night), Sargassum habitat yielded significantly higher numbers of individuals and species compared with open-water collections. Overall, fishes collected by neuston net tows from Sargassum habitat were significantly larger in length than fishes collected from open-water habitat with neuston nets. A significant positive, linear relationship existed between numbers of fishes and the quantity of Sargassum collected by neuston net. Underwater video recordings indicated a layered structure of fishes among and below the algae and that smaller fishes were more closely associated with the algae than larger fishes. Observations of schooling behaviors of filefishes (Monacanthidae), dolphinfish (Coryphaena hippurus), and jacks (Carangidae), and fish-jellyfish associations were also recorded with an underwater video camera. Our data indicate that Sargassum provides a substantial nursery habitat for many juvenile fishes off the U.S. southeast coast.

This paper gives an overview of the economic rationale for limited entry as a method of fishery management and discusses general advantages and disadvantages of license limitation and catch rights as the two primary methods of restricting access to marine fisheries. Traditional open-access methods of regulation (e.g., gear restrictions, size limits, trip limits, quotas, and closures) can be temporarily effective in protecting fish populations, but they generally fail to provide lasting biological or economic benefits to fishermen because they do not restrict access to the fishery. The general result of regulation with unrestricted access to a fishery is additional and more costly and complex regulations as competition increases for dwindling fishery resources. Regulation that restricts access to a fishery in conjunction with selected traditional methods of regulation would encourage efficient resource usage and minimize the need for future regulatory adjustments, provided that enforcement and monitoring costs are not too great. In theory, catch rights are superior to license limitation as a means of restricting access to a fishery.

The transition between freshwater and marine environments is associated with high mortality for juvenile anadromous salmonids, yet little is known about this critical period in many large rivers. To address this deficiency, we investigated the estuarine ecology of juvenile salmonids and their associated fish assemblage in open-water habitats of the lower Columbia River estuary during spring of 2007–10. For coho (Oncorhynchus kisutch), sockeye (O. nerka), chum (O. keta), and yearling (age 1.0) Chinook (O. tshawytscha) salmon, and steelhead (O. mykiss), we observed a consistent seasonal pattern characterized by extremely low abundances in mid-April, maximum abundances in May, and near absence by late June. Subyearling (age 0.0) Chinook salmon were most abundant in late June. Although we observed interannual variation in the presence, abundance, and size of juvenile salmonids, no single year was exceptional across all species-and-age classes. We estimated that >90% of juvenile Chinook and coho salmon and steelhead were of hatchery origin, a rate higher than previously reported. In contrast to juvenile salmonids, the abundance and composition of the greater estuarine fish assemblage, of which juvenile salmon were minor members, were extremely variable and likely responding to dynamic physical conditions in the estuary. Comparisons with studies conducted 3 decades earlier suggest striking changes in the estuarine fish assemblage—changes that have unknown but potentially important consequences for juvenile salmon in the Columbia River estuary.

This technical memorandum describes a developing project under the direction of NOAA’s Biogeography Branch in consultation with the National Park Service and US Geological Survey to understand and quantify spatial patterns and habitat affinities of reef fishes in the US Virgin Islands. The purpose of this report is to describe and disseminate the initial results from the project and to share information on the location of acoustic receivers and species electronic tag ID codes. The Virgin Islands Coral Reef National Monument (VICRNM), adjacent to Virgin Islands National Park (VIIS), was established by Executive Order in 2000, but resources within the monument are poorly documented and the degree of connectivity to VIIS is unknown. Whereas, VICRNM was established with full protection from resource exploitation, VIIS has incurred resource harvest by fishers since 1956 as allowed in its enabling legislation. Large changes in local reef communities have occurred over the past several decades, in part due to overexploitation. In order to better understand the habitat utilization patterns and movement of fishes among management regimes and areas open to fishing around St, John, an array of hydroacoustic receivers was deployed while a variety of reef fish species were acoustically tagged. In July 2006, nine receivers with a detection range of ca. 350 m were deployed in Lameshur Bay on the south shore of St. John, within VIIS. Receivers were located adjacent to reefs and in seagrass beds, inshore and offshore of these reefs. It was found that lane snappers and bluestriped grunts showed diel movement from reef habitats during daytime hours to offshore seagrass bed at night. Timing of migrations was highly predictable and coincided with changes in sunrise and sunset over the course of the year. Fish associated with reefs that did not have adjacent seagrass beds made more extensive movements than those fishes associated with reefs that had adjacent seagrass habitats. In April 2007, 21 additional receivers were deployed along much of the south shore of St. John (ca. 20 km of shoreline). This current array will address broader-scale movement among management units and examine the potential benefits of the VICRNM to provide adult “spillover” into VIIS and adjacent harvested areas. The results from this work will aid in defining fine to moderate spatial scales of reef fish habitat affinities and in designing and evaluating marine protected areas.

General Circulation Models (GCMs) may be useful in estimating the ecological impacts of global climatic change. We analyzed seasonal weather patterns over the conterminous United States and determined that regional patterns of rainfall seasonality appear to control the distributions of the Nation's major biomes. These regional patterns were compared to the output from three GCMs for validation. The models appear to simulate the appropriate seasonal climates in the northern tier of states. However, the spatial extent of these regions is distorted. None of the models accurately portrayed rainfall seasonalities in the southern tier of states, where biomes are primarily influenced by the Bermuda High.

These simulations are focused on the sensitivity of the barotropic ocean non-linear model to the various open boundary conditions (OBCs). Different OBCs from gradient to radiation condition are examined to determine the best result and help to choose the most appropriate OBCs. Since the interior points are changing with time both implicit and explicit forms are applied. The simulations showed that the interior flow is sensitive to changes in the OBCs and the results are highly dependent on the bathymetry of the area. When a constant depth (100m) is used, the circulation pattern with all OBCs is same. The best boundary conditions are Orlanski Radiation and its modified form. These boundary conditions produce identical adjustment in velocity and are determined to be satisfactory for both constant depth and actual bathymetry.

On the basis of observation data of water temperature and salinity the mean seasonal geostrophic circulation in open region of the South China Sea (SCS) was computed by the dynamic method relative to the 800 decibar reference surface. The results of computation let go to following notices: In both main monsoons (winter and summer) there are two main geostrophic eddies: the anticlockwise eddy in the northern and northwestern part, and the clockwise eddy in the southern part of the SCS with corresponding divergent and convergent zones. The main frontal zones go along the middle latitudes of the sea from the southern continental shelf of Vietnam to the area west of Luzon Island. The strength and stability of the current in winter are higher than in summer. The Kuroshio has an enough strong branch intruding into the SCS through Bashi Strait in winter creating in the sea the water structure similar to that of the Northwest Pacific subtropical and tropical regions. In summer the Kuroshio water can intrude directly only into the area southwest of Taiwan.

An on-farm trial was conducted over 150 days to determine appropriate stocking ratio, growth and production of climbing perch (Anabas testudineus) in cages and carps in open water of ponds in eighteen farmers' ponds from Haluaghat Upazila at Mymensingh district of Bangladesh. One or two 1 m super(3) cage was suspended in each of 12 earthen ponds and other 6 ponds served as control without cages. Climbing perch of 2-3 g in size were stocked in cages while fingerlings of silver carp (Hypophthalmicthys molitrix), catla (Catla catla), rohu (Labeo rohita), mirgal (Cirhinus cirrhosus), rajputi (Puntius sarana) and common carp (Cyprinus carpio) were stocked at 1 fish/m super(2) with a species ratio of 5:4:4:4:2:1 in open water of all ponds to give cage to open-pond fish ratios of 1:1 (T sub(1:1)) and 2:1 (T sub(2:1)) and 0:1 (T sub(0:1)) as three treatments with six replicates each. Survival of climbing perch was higher in T sub(1:1) (61.67%) than that of T sub(2:1) (29.5%) and was significantly different (p>0.05) between the treatments. Stocking of small size climbing perch fry increased the mortality rate in cages. The net yields of Thai koi were 0.13±0.01 (t/ha) and 0.10±0.01 (t/ha) in treatments T sub(1:1) and T sub(2:1), respectively and both were significantly different (p>0.05). Survival of-open-pond carps was high, ranging from 50 to 91.67% with significantly lower in T sub(0:1) than that of T sub(1:1) and T sub(2:1) treatment. Net and gross yield of each carp species were significantly higher in the T sub(1:1) and T sub(2:1) treatment than that in T sub(0:1) treatment. Net revenues were positive but low in all treatments. Therefore, bigger size climbing perch with lower stocking ratio (T sub(1:1)) is suitable for integrated cage-pond culture of climbing perch and carps. However, more on-farm trials in different ecosystem with scientific interventions are necessary to develop the technology for further dissemination among the rural farmers.
