This document describes the analytical methods used to quantify core organic chemicals in tissue and sediment collected as part of NOAA’s National Status and Trends Program (NS&T) for the years 2000-2006. Organic contaminat analytical methods used during the early years of the program are described in NOAA Technical Memoranda NOS ORCA 71 and 130 (Lauenstein and Cantillo, 1993; Lauenstein and Cantillo, 1998) for the years 1984-1992 and 1993-1996, respectively. These reports are available from our website (http://www.ccma.nos.gov) The methods detailed in this document were utilized by the Mussel Watch Project and Bioeffects Project, which are both part of the NS&T program. The Mussel Watch Project has been monitoring contaminants in bivalves and sediments since 1986 and is the longest active national contaminant monitoring program operating in U.S. costal waters. Approximately 280 Mussel Watch sites are sampled on a biennial and decadal timescale for bivalve tissue and sediment respectively. Similarly, the Bioeffects Assessment Project began in 1986 to characterize estuaries and near coastal environs. Using the sediment quality triad approach that measures; (1) levels of contaminants in sediments, (2) incidence and severity of toxicity, and (3) benthic macrofaunal conmmunities, the Bioeffects Project describes the spatial extent of sediment toxicity. Contaminant assessment is a core function of both projects. These methods, while discussed here in the context of sediment and bivalve tissue, were also used with other matricies including: fish fillet, fish liver, nepheloid layer, and suspended particulate matter. The methods described herein are for the core organic contaminants monitored in the NS&T Program and include polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), butyltins, and organochlorines that have been analyzed consistently over the past 15-20 years. Organic contaminants such as dioxins, perfluoro compounds and polybrominated biphenyl ethers (PBDEs) were analyzed periodically in special studies of the NS&T Program and will be described in another document. All of the analytical techniques described in this document were used by B&B Laboratories, Inc, an affiliate of TDI-Brook International, Inc. in College Station, Texas under contract to NOAA. The NS&T Program uses a performance-based system approach to obtain the best possible data quality and comparability, and requires laboratories to demonstrate precision, accuracy, and sensitivity to ensure results-based performance goals and measures. Catch trends from Fisheries Department reports from the last eleven years (1985-1995) were analyzed. These showed a shift in the fishery from a cichlid-based system to one dominated by Nile perch and tilapias. In recent years, catches have declined from a peak in the early 1990s. Catch per unit effort appears to have remained stable except for a drop in 1995, however, this is considered dubious because the effort showed a doubling in that year. Limitations of the fisheries data collection system for the Tanzanian sector of Lake Victoria are highlighted and discussed.

Aquatic agricultural systems (AAS) are systems in which the annual production dynamics of freshwater and/or coastal ecosystems contribute significantly to total household income. Improving the livelihood security and wellbeing of the estimated 250 million poor people dependent on AAS in Bangladesh, Cambodia, the Philippines, the Solomon Islands and Zambia is the goal of the Worldfish Center-led Consortium Research Program (CRP), “Harnessing the development potential of aquatic agricultural systems for development.” One component expected to contribute to sustainably achieving this goal is enhancing the gender and wider social equity of the social, economic and political systems within which the AAS function. The CRP’s focus on social equity, and particularly gender equity, responds to the limited progress to date in enhancing the inclusiveness of development outcomes through interventions that offer improved availability of resources and technologies without addressing the wider social constraints that marginalized populations face in making use of them. The CRP aims to both offer improved availability and address the wider social constraints in order to determine whether a multi-level approach that engages with individuals, households and communities, as well as the wider social, economic and political contexts in which they function, is more successful in extending development’s benefits to women and other excluded groups. Designing the research in development initiatives to test this hypothesis requires a solid understanding of each CRP country’s social, cultural and economic contexts and of the variations across them. This paper provides an initial input into developing this knowledge, based on a review of literature on agriculture, aquaculture and gender relations within the five focal countries. Before delving into the findings of the literature review, the paper first justifies the expectation that successfully achieving lasting wellbeing improvements for poor women and men dependent on AAS rests in part on advances in gender equity, and in light of this justification, presents the AAS CRP’s conceptual framew

This is the Gunnislake Fish Counter, Annual Report 1999 produced by the Environment Agency South West Region on March 2000. The report presents the daily upstream counts of migratory salmonids recorded at Gunnislake Weir fish counting station (SX 435 713) situated on the River Tamar in 1999. The counter data contained within this report covers the period of the commercial migratory salmonid net buy-back scheme and the implementation of the National Spring Salmon Byelaws. The fish counter at Gunnislake is a resistivity based system (Logie 2100A – Aquantic limited) and is installed in the fish pass on the Cornish bank of the River Tamar at the head of the tide. The minimum salmon count for 1999 was 2691. The run pattern observed for salmon and sea trout in 1999 was generally consistent with that of previous years. However, the total combined annual count of salmon and sea trout migrating upstream on the River Tamar in 1999 was 25% higher than the 5 year average (1994 - 1998).

This is the Restormel Fish Counter, Annual Report 1999 produced by the Environment Agency South West Region on March 2000. The report presents the daily upstream counts of migratory salmonids recorded at Restormel Weir counting station (SX 107 613) River Fowey in 1999. The counter data covers the period of the commercial migratory salmonid net buy-back scheme, which was in operation between March and June 1999. The fish counter is a resistivity based system (Logie 2100 A - Aquantic limited) and operates over all three channels of the weir at Restormel. The minimum salmon count estimate was 497, and the 1999 upstream count for sea trout was 6590. The run pattern observed for salmon and sea trout in 1999 was generally consistent with that of previous years. Flows on average were half those of 1998 during September, October, and November.

This is the Restormel Fish Counter, Annual Report 2001 produced by the Environment Agency South West Region on March 2002. The report presents the daily upstream counts of migratory salmonids on the River Fowey at Restormel Weir fish counting station (SX 107 613) in 2001. The counter data covers the period of the commercial salmonid net buy back scheme and the national spring salmon byelaws. These reduce the commercial netting season for salmon and sea trout to between 16 June and 31 August. The fish counter at Restormel is installed on a crump sectioned weir on the River Fowey. The fish counter is a resistivity based system and operates over all three channels of the weir. 2001 was a good year for large sea trout. The number of returning large sea trout was above average in April, May, June and July and equal to or higher than the previous recorded maximum in those months. The main run of small sea trout occurred at a similar time to previous years with the highest numbers of fish entering the Fowey during June and July.

The report presents the daily upstream counts of migratory salmonids recorded on the River Fowey at Restormel Weir fish counting station (SX 107 613) in 2002. Data contained within this report covers the period of the commercial migratory salmonid net buy-back scheme and the National Spring Salmon Bylaws. The fish counter at Restormel is a resistivity based system (Logie 2100A - Aquantic limited) and is installed on the weir at Restormel approximately 2 km upstream of the tidal limit. The run pattern observed for salmon and sea trout in 2002 was generally consistent with that of previous years. The upstream salmon / large sea trout count for 2002 was 1804.
