Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but “upscaling” and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of “a cost-effective and integrated approach to resource management that is consistent with national policy and needs” based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses.

Despite the expenditure of huge amounts of money and human effort, the Green Revolution has largely failed to benefit the vast majority of the rural poor in Africa: those smallholding farmers who sell little, if any, of what they grow and rely almost entirely upon natural soil fertility, rainfall and traditional broodstock and seed varieties. New approaches on food production and income generation in the rural areas must be found if this sector of agricultural community is to be assisted. Integrated resources management (IRM) in general, and integrated agriculture-aquaculture (IAA) in particular, may offer some solutions in cases where the classical methods of improving farm output have failed and/or been unsustainable.

Kainji Lake, the first man-made lake in Nigeria is one of the most researched water bodies in Africa. Earlier studies indicated that there was no systematic management of the lake fisheries involving the participation of the fishers in the decision-making processes before 1993. In 1993, the Nigeria-German Kainji Lake Fisheries Promotion Project (KLFPP) started the introduction of a bottom-up approach in the management of the fishery resources through a random selection of some fishers representatives for the decision making body of the project. The paper traces the democratization process of the management approach to the lake fisheries culminating in the systematic selection, appointment, training and assignment of responsibilities to twenty-four Wakilis covering the 316 fishing communities around Lake Kainji

Two studies were conducted in consecutive years over the time period 14 January to 1 July to determine whether labor-savings and fish growth enhancement could be achieved by stocking Tilapia rendalli directly into ponds containing weeds left from a dry period. Six replicates 200 sq. m ponds located at the Malawi National Aquaculture Centre, Domasi were drained, left dry for 63 days and natural growth of weeds was allowed. All ponds were stocked with 200 T. rendalli fingerlings (study 1) or adults (study 2) averaging 4.6 g (40 mm TL) and 47.7 (130 mm TL), respectively. For T. rendalli juveniles, final standing stock, growth and offspring production were significantly (P<0.05) better in fed than in weedy ponds. Average weight of fingerlings were significantly (P<0.05) different between the two treatments. For T. rendalli adults, final standing stock, growth and offspring production were not affected by the presence of weeds.

A clean and healthy environment is paramount to human existence. While pesticide use has successfully sustained agricultural and food production in our lifetime as well as safeguarded human health by controlling insect pests, it has also caused many tragedies including population declines in our wildlife, fatalities in workers exposed to pesticides in its manufacture and use, and the increasing incidence of dreaded human illnesses such as cancer. A delicate balance should be achieved to mitigate the adverse impact of pesticide use to the environment and at the same time ensuring short- and long-term agricultural productivity. Endosulfan has been effectively used as a pesticide, but much evidence on its chronic and sub-lethal effects on humans and wildlife have been gathered in recent years. More research still needs to be done to determine its effects from long-term exposure at very low levels. Endosulfan is highly toxic to fish and other aquatic animals and, thus, not recommended for use in aquatic ecosystems. However, in some countries, it has been incorrectly used as a molluscicide in rice paddies, which could have an adverse impact on the rice-fish farming systems and on other surrounding aquatic ecosystems. It is clear that such practices should be stopped and users must strictly observe the recommended application methods. Agricultural productivity should be achieved with less pesticide by using integrated pest management programs which make use of biological, cultural, and physical control agents and lower doses of safer pesticide on a need only basis. The benefits of biotechnology should also be used to develop more effective and safer products and techniques. This is a valid approach and one that will require a unified and concerted effort among suppliers and users of pesticides in order to ensure that resources are used to our best advantage with minimal risk.

Lionfish (Pterois volitans/miles complex) are venomous coral reef fishes from the Indian and western Pacific oceans that are now found in the western Atlantic Ocean. Adult lionfish have been observed from Miami, Florida to Cape Hatteras, North Carolina, and juvenile lionfish have been observed off North Carolina, New York, and Bermuda. The large number of adults observed and the occurrence of juveniles indicate that lionfish are established and reproducing along the southeast United States coast. Introductions of marine species occur in many ways. Ballast water discharge, a very common method of introduction for marine invertebrates, is responsible for many freshwater fish introductions. In contrast, most marine fish introductions result from intentional stocking for fishery purposes. Lionfish, however, likely were introduced via unintentional or intentional aquarium releases, and the introduction of lionfish into United States waters should lead to an assessment of the threat posed by the aquarium trade as a vector for fish introductions. Currently, no management actions are being taken to limit the effect of lionfish on the southeast United States continental shelf ecosystem. Further, only limited funds have been made available for research. Nevertheless, the extent of the introduction has been documented and a forecast of the maximum potential spread of lionfish is being developed. Under a scenario of no management actions and limited research, three predictions are made: ● With no action, the lionfish population will continue to grow along the southeast United States shelf. ● Effects on the marine ecosystem of the southeast United States will become more noticeable as the lionfish population grows. ● There will be incidents of lionfish envenomations of divers and/or fishers along the east coast of the United States. Removing lionfish from the southeast United States continental shelf ecosystem would be expensive and likely impossible. A bounty could be established that would encourage the removal of fish and provide specimens for research. However, the bounty would need to be lower than the price of fish in the aquarium trade (~$25-$50 each) to ensure that captured specimens were from the wild. Such a low bounty may not provide enough incentive for capturing lionfish in the wild. Further, such action would only increase the interaction between the public and lionfish, increasing the risk of lionfish envenomations. As the introduction of lionfish is very likely irreversible, future actions should focus on five areas. 1) The population of lionfish should be tracked. 2) Research should be conducted so that scientists can make better predictions regarding the status of the invasion and the effects on native species, ecosystem function, and ecosystem services. 3) Outreach and education efforts must be increased, both specifically toward lionfish and more generally toward the aquarium trade as a method of fish introductions. 4) Additional regulation should be considered to reduce the frequency of marine fish introduction into U.S. waters. However, the issue is more complicated than simply limiting the import of non-native species, and these complexities need to be considered simultaneously. 5) Health care providers along the east coast of the United States need to be notified that a venomous fish is now resident along the southeast United States. The introduction and spread of lionfish illustrates the difficulty inherent in managing introduced species in marine systems. Introduced species often spread via natural mechanisms after the initial introduction. Efforts to control the introduction of marine fish will fail if managers do not consider the natural dispersal of a species following an introduction. Thus, management strategies limiting marine fish introductions need to be applied over the scale of natural ecological dispersal to be effective, pointing to the need for a regional management approach defined by natural processes not by political boundaries. The introduction and success of lionfish along the east coast should change the long-held perception that marine fish invasions are a minimal threat to marine ecosystems. Research is needed to determine the effects of specific invasive fish species in specific ecosystems. More broadly, a cohesive plan is needed to manage, mitigate and minimize the effects of marine invasive fish species on ecosystems that are already compromised by other human activities. Presently, the magnitude of marine fish introductions as a stressor on marine ecosystems cannot be quantified, but can no longer be dismissed as negligible. (PDF contains 31 pages)

Executive Summary: The EcoGIS project was launched in September 2004 to investigate how Geographic Information Systems (GIS), marine data, and custom analysis tools can better enable fisheries scientists and managers to adopt Ecosystem Approaches to Fisheries Management (EAFM). EcoGIS is a collaborative effort between NOAA’s National Ocean Service (NOS) and National Marine Fisheries Service (NMFS), and four regional Fishery Management Councils. The project has focused on four priority areas: Fishing Catch and Effort Analysis, Area Characterization, Bycatch Analysis, and Habitat Interactions. Of these four functional areas, the project team first focused on developing a working prototype for catch and effort analysis: the Fishery Mapper Tool. This ArcGIS extension creates time-and-area summarized maps of fishing catch and effort from logbook, observer, or fishery-independent survey data sets. Source data may come from Oracle, Microsoft Access, or other file formats. Feedback from beta-testers of the Fishery Mapper was used to debug the prototype, enhance performance, and add features. This report describes the four priority functional areas, the development of the Fishery Mapper tool, and several themes that emerged through the parallel evolution of the EcoGIS project, the concept and implementation of the broader field of Ecosystem Approaches to Management (EAM), data management practices, and other EAM toolsets. In addition, a set of six succinct recommendations are proposed on page 29. One major conclusion from this work is that there is no single “super-tool” to enable Ecosystem Approaches to Management; as such, tools should be developed for specific purposes with attention given to interoperability and automation. Future work should be coordinated with other GIS development projects in order to provide “value added” and minimize duplication of efforts. In addition to custom tools, the development of cross-cutting Regional Ecosystem Spatial Databases will enable access to quality data to support the analyses required by EAM. GIS tools will be useful in developing Integrated Ecosystem Assessments (IEAs) and providing pre- and post-processing capabilities for spatially-explicit ecosystem models. Continued funding will enable the EcoGIS project to develop GIS tools that are immediately applicable to today’s needs. These tools will enable simplified and efficient data query, the ability to visualize data over time, and ways to synthesize multidimensional data from diverse sources. These capabilities will provide new information for analyzing issues from an ecosystem perspective, which will ultimately result in better understanding of fisheries and better support for decision-making. Coastal hazards such as flooding and erosion threaten many coastal communities and ecosystems. With documented increases in both storm frequency and intensity and projected acceleration of sea level rise, incorporating the impacts of climate change and variability into coastal vulnerability assessments is becoming a necessary, yet challenging task. We are developing an integrated approach to probabilistically incorporate the impacts of climate change into coastal vulnerability assessments via a multi-scale, multi-hazard methodology. By examining the combined hazards of episodic flooding/inundation and storm induced coastal change with chronic trends under a range of future climate change scenarios, a quantitative framework can be established to promote more sciencebased decision making in the coastal zone. With arguably the world’s most decentralized coastal governance regime, the Philippines has implemented integrated coastal management (ICM) for over 30 years as one of the most successful frameworks for coastal resource management in the country. Anthropogenic drivers continue to threaten the food security and livelihood of coastal residents; contributing to the destruction of critical marine habitats, which are heavily relied upon for the goods and services they provide. ICM initiatives in the Philippines have utilized a variety of tools, particularly marine protected areas (MPAs), to promote poverty alleviation through food security and sustainable forms of development. From the time marine reserves were first shown to effectively address habitat degradation and decline in reef fishery production (Alcala et al., 2001) over 1,100 locally managed MPAs have been established in the Philippines; yet only 10-20% of these are effectively managed (White et al., 2006; PhilReefs, 2008). In order to increase management effectiveness, biophysical, legal, institutional and social linkages need to be strengthened and “scaled up” to accommodate a more holistic systems approach (Lowry et al., 2009). This summary paper incorporates the preliminary results of five independently conducted studies. Subject areas covered are the social and institutional elements of MPA networks, ecosystem-based management applicability, financial sustainability and the social vulnerability of coastal residents to climate change in the Central Philippines. Each section will provide insight into these focal areas and suggest how management strategies may be adapted to holistically address these contemporary issues. (PDF contains 4 pages)

A realistic alternative to traditional technology development and transfer has been utilized by the International Center for Living Aquatic Resources Management (ICLARM) to integrate pond fish culture into low-input farming systems in Malawi. Resource mapping was used to assess farm resources and constraints and introduce the concept of integrated resource management (IRM), the synergistic movement of resources between and among farm and household enterprises. Farmer-led IRM research projects are conducted on-farm and monitored by researchers through direct observation and on-station simulation of constraints and management practices. Technology-adoption rates by farmers involved in a pilot activity was 65% compared to 0% by farmers exposed only to top-down extension approaches. Within two years of adoption, every participating farmer had transferred the technology to an average of four other farmers without the involvement of the extension services.

The results of two sets of experiments on mono-culture of grass carp (Ctenopharyngodon idella) and mixed culture of carps (grass carp 50 : catla 20 : rohu 15 : mrigal 15) fed exclusively with vegetable leaves are reported. The experiments were conducted with two replicates each in 0.02 ha ponds of Wastewater Aquaculture Division of the Central Institute of Freshwater Aquaculture, Rahara during 1991-93. Monoculture of grass carp stocked at 1000/ha demonstrated an average net production of 21.0 kg/ 0.02 ha/8 months (1501 kg/ha/yr). Mixed culture of carps stocked at 5000 /ha recorded an average net production of 22.5 kg/0.02 ha/8 months (1903.7 kg/ha/yr). Field studies revealed that water bind weed (Ipomoea aquatica) is the most preferred feed of grass carp amongst vegetable leaves followed by amaranths (Amaranthus gangeticus and Amaranthus viridis), cauliflower (Brassica oleracia var. votrytis) and cabbage (Brassica oleracia var. capitata) leaves. Through selection of highly productive leaf vegetables and suitable crop planning on fallow fish pond dykes, round the year feeding programme of grass carp has been explored. Recycling of sewage effluent for vegetable production and utilisation of vegetable leaves for fish production is considered an ideal way of integrated resource management for low cost production.

In recent times, GIS is being increasingly used as a decision support system for management of fisheries and aquaculture. It provides new innovative approaches of the dynamic relations that characterize this sector. In this context, a study is conducted based on the secondary data of a major maritime state, Maharashtra, where mapping of fisheries profile of coastal districts in the state is performed through GIS tool having critical geographic dimensions. This paper aims to map information of the state which can be used for the purpose of planning and decision making as each aspect of map has a different component involved. For this purpose, at the core of the system, the data were accessed and integrated from different sources mainly from the five coastal districts of Maharashtra state. Data were brought in tabular form through Microsoft Excel and then joined to Map info Professional version 8.0 GIS software was used with the digitized map of Maharashtra state to enable mapping. This was further synchronized and integrated to generate four thematic maps searchable on several criteria. Map 1 contains the searchable criteria as regards to the fish growth for the year 1997-2004 and fish seed production for the year 2003-04. Map 2 contains fisher population along with their occupation for the year 1992. Map 3 contains brackish water and shrimp farming production and culture area. Map 4 contains infrastructural facilities which include type of boats etc. With this mapping, planners and various stakeholders have accessible information as regards to the various components of fisheries in the state of Maharashtra.
